Dr. Ahmed Abu Houli, Head of the Refugee Affairs Division, expressed his rejection of the UNRWA decision to pay half of the salary to its employees for November and December as an urgent measure to deal with the financial resources available to it in light of the financial crisis that UNRWA suffers from. Abu Houli described UNRWA’s decision to compromise the salaries of its employees as a “dangerous approach” that establishes a new policy on how UNRWA will deal with its financial crisis. Abu Houli expressed his fear that UNRWA’s decision to spend a certain percentage of its employees’ salaries would not be temporary and that this decision would be extended to UNRWA’s approach in addressing its financial crisis in the future. Abu Houli called on the Secretary-General of the United Nations, Antonio Guterres, to intervene urgently and quickly to address the financial crisis, and the United Nations assume its responsibilities towards UNRWA by increasing the percentage of its contribution to the UNRWA budget from 3% to 10%, which is a percentage that enables UNRWA to fully pay its employees until the end of 2020 and cover the financial deficit in its regular budget.
