Dwaik is the Director General of the Palestinian Independent Commission for Human Rights (ICHR), the National and leading Palestinian human rights organization.
Dwaik holds PhD in Social Policy and Management from Brandeis University in the USA, Masters in Law and Government from America University of Washington, DC and a Bachelor in Law from Al-Yarmouk University in Jordan, and Diploma in Police Science from Police Academy of Cairo.
He teaches public policy and public administration and public law at the faculty of Law and Public Administration at Birzeit University. He has a long and diverse national and regional experience in elections management, human rights, good governance and access to justice. He served as the Chief Electoral Officer of the Palestinian Elections Commission from 2004-2006 during which he managed the Palestinian Presidential elections of 2005 and the parliamentary elections of 2006. Dwaik is an author and co-author of numerous legal studies and reports and policy papers. Additionally, he was involved in drafting and co-drafting many draft laws, and by-laws, including the Palestinian Local Elections Law, the Palestinian Public Assembly Law, and the Palestinian NGOs and Public Associations Bylaw.
