The Ministerial Council of the Gulf Cooperation Council for the Arab States of the Arabian Gulf affirmed that the Palestinian issue is the first issue of Arabs and Muslims, stressing the firm positions of the GCC states on the issue and their support for the establishment of an independent Palestinian state within the borders of June 1967 with East Jerusalem as its capital, and ensuring the rights of refugees in accordance with the Arab Peace Initiative and international legitimacy decisions. The Council condemned Israel’s continued construction of settlement units, demolishing Palestinian homes, and changing the demographics of the occupied Palestinian territories, in clear violation of international law and relevant international resolutions. The Council also welcomed the decision of the First Pre-Trial Chamber of the ICC regarding the territorial jurisdiction of the court in the Palestinian territories occupied by Israel since 1967.
