The American Professor John Quigley submitted a written legal intervention to the International Criminal Court on the question of Palestine. This 31-page submission came to establish a legal framework for the rule of Palestine which according to the author, began since the beginning of the British Mandate in the early 1920s. He stressed, based on legal data, that Palestine is a state despite the separation of administrations (English and then Arabic). The paper aimed to emphasize that Palestine is a state, as this represents a condition for Palestine to call the public prosecutor of the court to open an investigation in the occupied Palestinian territories.
