The report aims to be a reference for monitoring, documenting and archiving the latest human rights developments related to Palestine, and to present them to individuals, researchers, study centers, and official, academic and legal institutions concerned.

Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies:
- The Palestinian Ministry of Foreign Affairs and expatriates condemned the racist colonial policies of the Israeli government, including the confiscation of thousands of dunums of Palestinian land, most recently 441 dunums from the villages of Shibteen, Beit ‘Anan, and Deir Qaddis, west of Ramallah. The Ministry regarded this move as a challenge to United Nations resolutions, particularly Resolution 2334, and called for international sanctions against the Israeli settler colonial regime. It also condemned the Israeli Knesset’s decision to reject the establishment of a Palestinian state, viewing it as an act of defiance against the international community and an obstacle to peace, as well as a continued suppression of Palestinian rights. Furthermore, the Ministry criticized the extremist Israeli minister Itamar Ben Gvir’s incursion into Al-Aqsa Mosque, accompanied by extremist followers and protected by occupation police. This was seen as an official endorsement of the ongoing Judaization of Al-Aqsa Mosque and an attempt to alter its historical and legal status, part of a broader effort to Judaize Jerusalem and displace its original inhabitants. The Ministry called for urgent international intervention to protect Jerusalem and its sanctities. (July 18, 2024)
- The Palestinian Ministry of Foreign Affairs and Expatriates welcomed the historic advisory opinion issued by the International Court of Justice, which deemed the Israeli occupation of Palestinian territories unlawful. The Ministry emphasized the need for the international community and the United Nations to take responsibility in ending this historical injustice and ensuring the implementation of international law. (July 19, 2024)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies
- Israeli Finance Minister Bezalel Smotrich called on Prime Minister Benjamin Netanyahu to annex the West Bank if the International Court of Justice declares the settlements illegal, pledging to work towards “the application of de facto sovereignty” in the West Bank no matter what happens. “In the meantime, until the application of sovereignty, I will continue, with God’s help, on my path of working for the development of the settlement [movement], for the application of de facto sovereignty and to thwart the establishment of a Palestinian state through massive construction, regulating settlements, building roads, and other measures in the field,” Smotrich added. (July 15, 2024)
- The Israeli Knesset passed a resolution by 68 votes to 9 rejecting the establishment of a Palestinian state, even as part of a negotiated settlement. The resolution was co-sponsored by parties in Prime Minister Benjamin Netanyahu’s coalition, right-wing opposition parties, and even received support from Benny Gantz’s centrist National Unity party. The resolution considered the establishment of a Palestinian state an existential threat to Israel, potentially leading to Hamas taking control and turning it into a radical Islamic terror base. Israeli Finance Minister Bezalel Smotrich commented on the decision, saying that a Palestinian state cannot be established because there is no such thing as a Palestinian people. (July 18, 2024)
- Israeli Finance Minister Bezalel Smotrich stated that the anticipated International Court of Justice decision would not impact Israel, describing the court as a political and anti-Semitic body. He asserted that Israel’s right to its lands stems from God’s promise, the Bible, and its long history, emphasizing that actions on the ground, not international resolutions, determine reality. Smotrich rejected any concession or sharing of lands with the Palestinians. (July 19, 2024)
- Israeli Prime Minister Benjamin Netanyahu responded to the advisory opinion issued by the International Court of Justice, stating, “The Jewish people are not occupiers in their own land, including in our eternal capital Jerusalem nor in Judea and Samaria, our historical homeland. No absurd opinion in The Hague can deny this historical truth or the legal right of Israelis to live in their own communities in our ancestral home.” The Israeli Ministry of Foreign Affairs also labeled the opinion as fundamentally wrong, arguing that it ignores the security threats Israel faces from Hamas, Iran, and other groups, as well as the events of October 7. Israeli Minister Israel Katz contended that the opinion is fundamentally warped, one-sided, and wrong, disregards the historical facts of the Jewish people in the Land of Israel, and is detached from the current reality, including security threats and the greatest massacre of Jews since the Holocaust. He emphasized Israel’s need to defend its territory and citizens and warned that the opinion encourages extremists and the Palestinian Authority to continue on the path of defamation and baseless mud-slinging. Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies
- Malaysia, Bahrain, and the Gulf Cooperation Council have strongly condemned the ongoing Israeli attacks against Palestinians, including the airstrike on AlMawasi refugee camp in Khan Younis, Gaza, on July 13, 2024. Malaysia emphasized the need for the international community to take immediate and decisive action to end the blatant violations committed by the Israeli regime and hold its leaders accountable for crimes against humanity. Bahrain underscored the urgent need for an immediate and comprehensive ceasefire. (July 14, 2024)
- Scott Anderson, Deputy Humanitarian Coordinator and Director of UNRWA Affairs in Gaza, emphasized the necessity of protecting civilians in Gaza following his visit to Nasser Medical Complex in Khan Younis. He observed horrific Scenes for patients and a significant shortage of medical equipment and essential supplies. (July 14, 2024)
- During his visit to Israel and the occupied Palestinian territories, UK Foreign Secretary David Lammy called for an immediate ceasefire and the release of hostages held by Hamas, as well as a significant increase in humanitarian aid to Gaza. He also announced an additional £5.5 million in funding from the UK to UK-Med to support medical assistance in Gaza, aimed at treating patients suffering from severe illnesses and injuries due to the conflict. Lammy emphasized the need to halt illegal Israeli settlements and violence in the West Bank and reiterated his support for a two-state solution. (July 14, 2024)
- The Indonesian Ambassador to the United Nations, Arrmanatha Nasir, announced Indonesia’s commitment to supporting UNRWA’s work by increasing the annual voluntary contribution to $1.2 million starting from 2024. Additionally, a grant of $2 million will be provided to support UNRWA’s needs in response to its appeal for the period from April to December 2024. (July 14, 2024)
- The High Representative for Foreign Affairs and Security Policy of the European Union, Josep Borrell, expressed the EU’s rejection of labeling the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) as a “terrorist organization” and emphasized its continued collaboration with donors to support the agency. (July 15, 2024)
- The Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), Philippe Lazzarini, described the transformation of the agency’s main headquarters in Gaza into a battlefield and its leveling to the ground as “horrific” and “a new episode of blatant disregard for international humanitarian law.” He emphasized the importance of “protecting UN facilities at all times,” adding that every war has rules and that Gaza is no exception. (July 15, 2024)
- The European Union announced sanctions on five Israeli settlers and three entities under the Global Human Rights Sanctions Regime for committing severe human rights violations against Palestinians in the occupied West Bank and Gaza Strip. The sanctions include asset freezes and travel bans. The EU also imposed sanctions on the Israeli organization “Tzav 9” for “regularly blocking humanitarian aid trucks delivering food, water and fuel to Gaza.” (July 15, 2024)
- The Ninth Circuit Court of Appeals in San Francisco decided to decline hearing a historic lawsuit filed by Palestinian human rights groups and Palestinian Americans against U.S. President Joe Biden and the Secretaries of State and Defense, accusing them of complicity in and failure to prevent the genocide of Palestinians in Gaza with U.S. assistance. The judges upheld the lower court’s decision to dismiss the case, noting the courts’ lack of authority to intervene in the executive branch’s foreign policies, even when such conduct involves violations of domestic and international law, including genocide. (July 15, 2024)
- British Member of Parliament Jeremy Corbyn and other members have called on the British Foreign Secretary to take urgent action regarding the catastrophic situation in Gaza. This includes the British government suspending arms supplies to Israel, restoring funding to UNRWA, supporting actions by the International Court of Justice, and dropping any legal challenges against the International Criminal Court’s arrest warrant for Israeli Prime Minister Benjamin Netanyahu. The letter also called for a ceasefire, the deployment of peacekeeping forces, sanctions on those inciting genocide, the suspension of the 2030 roadmap for bilateral relations between the UK and Israel, and the recognition of the State of Palestine. (July 15, 2023)
- The United Nations Secretary-General, António Guterres, stated that the situation in Gaza is experiencing extreme levels of fighting and destruction that are incomprehensible and unjustifiable, noting the lack of safe places and the worsening humanitarian conditions. Guterres called for the emergence of courageous political will from all parties to finally reach an agreement to end the conflict. He also emphasized the need to adhere to international humanitarian law, including the principles of distinction, proportionality, and precautionary measures during attacks. (July 16, 2024)
- United Nations General Assembly President Dennis Francis expressed his dismay at the recent Israeli airstrikes on Al-Mawasi, describing them as one of the deadliest attacks in the past nine months. He strongly condemned the killing of civilians and called for respect for humanitarian safe zones. (July 16, 2024)
- The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported that multiple strikes across Gaza have resulted in the deaths and injuries of dozens of people. One of these attacks occurred a few hundred meters from the UN’s Joint Humanitarian Operations Center, located in Deir al-Balah, which is used by its agencies and NGOs to coordinate their work throughout the Gaza Strip. OCHA added that families continue to move from Gaza City to Deir al-Balah, with over 1,000 people crossing in the past week alone. Many of these people stated that they have been displaced multiple times and cannot afford the financial cost of another displacement. (July 16, 2024)
- UNRWA Commissioner-General Philippe Lazzarini stated that Israel has bombed at least eight schools in Gaza over the past ten days, six of which are run by the agency. He added that “the war has robbed girls and boys in Gaza of their childhood and education.” He continued by saying that “The blatant & constant disregard of international humanitarian law continues unabated. All rules of war have been broken in Gaza.” He reiterated his call for an immediate ceasefire. (July 17, 2024)
- United Nations Secretary-General António Guterres warned that the humanitarian support system in Gaza is nearing total collapse amid the ongoing war on the region for more than nine months. He emphasized that there is no justification for the collective punishment of the Palestinian people, noting that half a million people are facing catastrophic levels of food insecurity and infectious diseases. He also stated that the West Bank, including East Jerusalem, is facing precarious conditions with escalating killings and Israeli measures that undermine the Palestinian Authority and bolster settlement activity. (July 17, 2024)
- Hanan Balkhy, the Regional Director for the Eastern Mediterranean of the World Health Organization, warned of the worsening humanitarian crisis in Gaza due to restrictions on humanitarian aid access and severe shortages of medical supplies and fuel, leading to disease outbreaks and increased mortality rates. Dr. Balkhy stated that operating health facilities and ambulances are experiencing significant shortages of fuel and supplies amidst recent Israeli evacuation orders and ongoing hostilities. She noted that over the past month, only sixteen WHO trucks were allowed to enter Gaza through the Kerem Shalom crossing. (July 17, 2024)
- European Commission President Ursula von der Leyen called for an immediate halt to the fighting in Gaza, emphasizing that “humanity cannot bear” the ongoing suffering of Palestinian civilians amid the continuing war between Israel and Hamas, which has entered its tenth month. She added, “I want to be very clear: the bloodshed in Gaza must stop now. Too many children, women and civilians have lost their lives as a result of Israel’s response to Hamas’ brutal terror,” She stressed that “The people of Gaza cannot bear any more. Humanity cannot bear it anymore,” (July 18, 2024)
- The Jordanian Ministry of Foreign Affairs and Expatriates summoned the Dutch ambassador in Amman to convey a strongly worded letter of protest to his government in response to racist statements made by right-wing Dutch parliamentarian Geert Wilders. Wilders said, ‘Historic indeed. History also teaches us that the one and only true Palestinian State is Jordan. Not Judea and Samaria but the now Hashemite Kingdom of Jordan.’ Jordan called on the Dutch government to condemn these statements. (July 18, 2024)
- Turkey, Saudi Arabia, Jordan, and Kuwait condemned the Israeli Knesset’s adoption of a resolution rejecting the establishment of a Palestinian state, while France expressed its dismay, stating that the resolution contradicts UN Security Council resolutions. These countries also condemned the provocation at Al-Aqsa Mosque by Israeli Security Minister Itamar Ben Gvir under the protection of Israeli security forces. Indonesia also condemned the resolution, reaffirming its commitment to the two-state solution as the only viable path to peace in Palestine and the region. The Australian Foreign Minister stated that the Knesset resolution undermines the prospect of a secure and prosperous future for both Israelis and Palestinians, which depends on the establishment of a Palestinian state alongside the State of Israel. (July 18, 2024)
- The Organization of Islamic Cooperation, the Arab Parliament, the Arab League, and the Gulf Cooperation Council condemned the Israeli Knesset’s decision to reject the establishment of a Palestinian state. They stated that this decision reveals the true nature of the Israeli occupation and its intentions towards the rights of the Palestinian people, and constitutes a blatant challenge to international law and UN resolutions. The European Union also expressed deep regret over the decision, emphasizing that the only sustainable solution to achieve peace and security in the Middle East is the two-state solution, and affirmed that it will not recognize any changes to the 1967 borders unless agreed upon by the parties. - UK Foreign Secretary David Lammy has announced that his government will restart funding to UNRWA in order to get aid as quickly as possible to those who need it in Gaza. In a statement to MPs, Lammy said UK aid funding to Gaza is a “moral necessity in the face of such a catastrophe.” The Foreign Secretary also reiterated calls for humanitarian organizations alongside an immediate ceasefire, the protection of civilians, the release of all hostages and a credible and irreversible pathway towards a two-state solution. The Foreign Secretary outlined that the UK will release £21 million to support its lifesaving work in Gaza and the provision of basic services in the region. (July 19, 2024)
- The European Union announced the provision of €400 million in emergency financial support to the Palestinian Authority between July and September 2024 to address urgent financial needs and support the PA’s substantial and credible reform agenda. A letter of intent was signed between the European Commission and the Palestinian Authority to establish a strategy aimed at achieving economic and political stability in the West Bank, preparing conditions for the reconstruction of Gaza, and creating a donor coordination platform to support the Palestinian Authority and improve economic and financial ties between Israel and the Palestinian Authority. (July 19, 2024)
- The killing of five-year old Hind Rajab, her family and two paramedics may amount to a war crime, UN independent experts warned, denouncing Israeli claims that its troops were not in the area at the time as unacceptable. They urged an immediate halt to the attacks against the civilian population in Gaza, warning that the systemic nature of the attacks may amount to a crime against humanity. “The absence of proper investigation and accountability… is deeply troubling and may in itself amount to a violation of the right to life,” the experts said. (July 19, 2024)
- The League of Arab States, the Arab Parliament, the Organization of Islamic Cooperation, and the Gulf Cooperation Council (GCC), along with Kuwait, Jordan, Iraq, Saudi Arabia, the Sultanate of Oman, Egypt, Ireland, Spain, Slovenia, Qatar, and Bolivia, welcomed the Advisory Opinion issued by the International Court of Justice on the illegality of the continuing Israeli occupation of Palestinian territories in the West Bank and Gaza. They called for compliance with international law duties and obligations as set out in the advisory opinion. (July 19, 2024)
- In a historic resolution, the International Court of Justice concluded in an advisory opinion that the Israeli occupation of the Palestinian territories is unlafull and called for an immediate end to this occupation, the cessation of any new settlement activities, and the evacuation of settlers, along with compensation for the material and moral losses of the Palestinians. The court emphasized the duty of states and international organizations, including the United Nations, not to recognize the existing illegal situation, and urged the UN, the General Assembly, and the Security Council to consider additional measures to end the occupation. The court noted that Israel’s violations of Palestinians’ right to self-determination and the implementation of discriminatory policies amount to segregation/ apartheid, exacerbating the fragmentation of the West Bank and East Jerusalem and violating international law. It added that Israel’s discriminatory demolition policy contradicts its obligations under international humanitarian law. (July 19, 2024)
- The Secretary-General of the United Nations, António Guterres, announced his intention to promptly transmit the Advisory Opinion to the General Assembly, which had requested the Court’s advice on Israel’s Policies and Practices in Occupied Palestinian Territory. The Secretary-General reiterates that the parties must re-engage on the long-delayed political path towards ending the occupation and resolving the conflict in line with international law, relevant UN resolutions and bilateral agreements. (July 19, 2024)
- The UN Special Rapporteur for the Occupied Palestinian Territories, Francesca Albanese, noticed that at every judicial pronouncement in favor of the rights of the Palestinians (ICJ provisional measures, OTP request for arrest), Israel has escalated its violence against the Palestinians, through both its army and armed settlers. Albanese urged the international community to escalate their diplomacy to stop the genocide in Gaza and protect vulnerable Palestinian communities in the West Bank and east Jerusalem. Albanese also called on countries to impose sanctions and suspend diplomatic, economic and political relations with Apartheid Israel. (July 19, 2024)
- The Pakistani federal government said that a committee has been constituted to identify companies and products in Pakistan that may be directly or indirectly abetting Israel or forces committing war crimes against Palestinians. In addition, the government will provide humanitarian assistance, including food, medicines and other items, to be sent to Gaza. (July 19, 2024)
Publications of human rights NGOs
- Palestinian human rights organisations, specifically Al Mezan Center for Human Rights and Al-Haq, issued a call for international action to stop the genocide being committed by Israel in the Gaza Strip. They urged third-party states to cease supplying Israel with weapons and ammunition and to demand accountability for those responsible for war crimes, crimes against humanity, and genocide. (July 15, 2024)
- The group “Forensic Architecture” revealed repeated assaults by Israel on the “humanitarian zone” in al-Mawasi, Gaza, stating that these constitute serious violations of international law. The organization documented 10 attacks since May 6, noting that Israeli forces claimed to target a single objective, but the destruction extended far beyond the targeted area due to the use of 2,000-pound bombs. The group said the targeted area is one of the most densely populated with displaced Palestinians, exacerbating the number of casualties and destroying nearby camps. (July 16, 2024)
- Human Rights Watch sent a letter to the European Union and its foreign ministers, including President Ursula von der Leyen and High Representative Josep Borrell, criticizing the inadequate response to alleged war crimes and violations of international humanitarian law committed by Israeli authorities in Gaza and the West Bank. The letter urges the EU to support the role of the International Criminal Court in Palestine. (July 16, 2024)
- The Center for Constitutional Rights filed a Freedom of Information Act (FOIA) request seeking the disclosure of internal communications from the Biden administration regarding the ICC’s investigation into Israeli war crimes in Gaza and efforts to obstruct accountability, including lobbying against the UK’s new Labour government. The center emphasized the public’s right to know the extent of US intervention, especially given the UK’s apparent role as a US proxy in delaying ICC proceedings. (July 16, 2024)
- Al Mezan Center for Human Rights, Adalah, and the Palestinian Centre for Human Rights issued a press statement on the tenth anniversary of the killing of four Palestinian children from the Bakr family in Gaza by the Israeli army. The statement highlighted the failure of the Israeli legal system to hold perpetrators of violence against Palestinians accountable and underscored the ongoing pattern of impunity. The human rights organizations called for international action and intensified ICC investigations to ensure those responsible are brought to justice. (July 16, 2024)
- The Gaza Community Mental Health Program published a report revealing the impact of military aggression, blockade, displacement, and severe human rights violations on the mental health of Gaza’s residents over the past nine months. (July 16, 2024)
- Javid Abdelmoneim, head of the medical team at Doctors Without Borders, stated that “the scale of the losses is horrific; almost every family we meet has lost a parent, child, or spouse. For nine months, we have witnessed near-continuous death and psychological trauma. No place in Gaza has been spared from bloodshed.” Abdul Monem mentioned that Gaza’s medical teams are under unbearable pressure with each attack, amidst a healthcare system already stretched to its limits. He added, “More people will die every second the fighting continues, as life-saving supplies are delayed and barred from entering Gaza.” (July 17, 2024)
- Oxfam released a report titled “Water War Crimes: How Israel has weaponized water in its military campaign in Gaza,” revealing Israel’s systematic use of water against Gaza’s residents. The report pointed out that Israel’s external water supply cuts, destruction of water facilities, and deliberate obstruction of aid have reduced the available water in Gaza by 94%, to 4.74 liters per person per day, less than a third of the emergency minimum recommended. The organization called for urgent actions, including a permanent ceasefire, funding for the reconstruction of water and sanitation infrastructure, and a comprehensive humanitarian response. (July 18, 2024)
- The Center for Constitutional Rights urged the Department of Justice (DOJ) in the US to open a federal criminal investigation against Benjamin Netanyahu, Prime Minister of Israel, for his responsibility for genocide, war crimes, and torture. In a 23-page, detailed letter to the DOJ’s Human Rights and Special Prosecutions Section (HRSP), the organization says there is overwhelming evidence that, under Netanyahu, Israeli forces have committed these crimes against Palestinians during the nearly 10-month assault on Gaza, including the killing of many Palestinian children and widespread starvation. (July 19, 2024)
- Erika Guevara Rosas, Amnesty International’s Senior Director for Research, Advocacy, Policy, and Campaigns, commented on the historic advisory opinion issued by the International Court of Justice: “The International Court of Justice has issued its opinion and the conclusion is loud and clear: Israel’s occupation and annexation of the Palestinian territories are unlawful, and its discriminatory laws and policies against Palestinians violate the prohibition on racial segregation and apartheid.” Human Rights Watch Executive Director Tirana Hassan stated that the ICJ’s ruling should be yet another wake up call for the United States to end its egregious policy of defending Israel’s oppression of Palestinians and prompt a thorough reassessment in other countries as well. (July 19, 2024)
- Peace Now reported that the Israeli Commander of the Central Command signed two orders granting Israel enforcement, planning, and building authorities in the “Agreed-Upon Reserve” territories that were transferred to the Palestinian Authority under the Oslo Accords. These areas, designated as “green zones” and covering approximately 167,000 dunams (3% of the West Bank), were allocated to the Palestinian Authority under the 1998 Wye River Agreement, which prohibited Palestinian construction despite being under Palestinian planning authority. The organization criticized this move as an annexation effort by the Israeli government to serve settler interests. According to Peace Now, the orders allow Israel to demolish Palestinian buildings in these areas. (July 19, 2024)
