Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies:
- The Palestinian Ministry of Foreign Affairs and Expatriates welcomed French President Emmanuel Macron’s statements emphasizing the need to halt military support for Israel during its war on the Gaza Strip, noting that the priority should be finding a political solution to end the conflict. The Ministry called on all states that continue to support Israel in its war to respect and implement international law, and to pressure Israel to end the genocide, occupation, and settlements activities. It also urged the states parties to the Arms Trade Treaty to put an end to Israel’s use of weapons and military equipment by imposing a comprehensive and immediate embargo on arms to Israel. - The Palestinian Ministry of Foreign Affairs and Expatriates condemned the approval by the Israeli Knesset’s Foreign Affairs and Defense Committee of a bill that targets UNRWA, which hinders and restricts its role in providing services to Palestinian refugees and undermines its operations mandated by a binding UN resolution. The Ministry viewed it as a blatant attack on the United Nations and its agencies, seeing it as part of the war waged by the occupation against the Palestinian people and their rights, particularly the right of return under Resolution 194. (October 6, 2024)
- The Directorate General of Civil Defense in the Gaza Strip confirmed that it continues to operate at no more than 20% capacity after one year of Israeli war against the Gaza Strip. This reduction is as a result of deliberate targeting by the occupying forces, which led to the destruction of 52 vehicles and the deaths of 85 personnel, with 292 others injured. Civil Defense emphasized that the continued international neglect in supporting the agency exacerbates its inability to respond to emergency calls due to shortages of fuel, equipment, and spare parts. Judicial decrees, decisions, positions, and orders issued by official Israeli bodies:
- Israeli Prime Minister Benjamin Netanyahu denounced French President Emmanuel Macron’s statements calling for a halt to arms exports to Israel. He claimed that “Israel is defending itself on seven fronts against the enemies of civilization,” adding that “all civilized countries should be standing firmly by Israel’s side.” Netanyahu described Macron’s and other Western leaders’ calls to military support embargo for Israel as a “shame,” stressing that “Israel will win with or without their support, but their shame will continue long after the war is won”. (October 5, 2024)
- The Israeli Knesset’s Foreign Affairs and Defense Committee approved the second and third readings of two proposed bills aimed at banning UNRWA’s operations in Israel. The first bill stipulates the cancellation of the 1967 agreement that allowed UNRWA to operate in Israel, effectively halting the agency’s activities and preventing it from providing any services, either directly or indirectly, in Israel. The second bill prohibits any communication between official Israeli bodies or individuals and UNRWA or any of its representatives. (October 6, 2024)
- Israeli Minister of Transport and Road Safety, Knesset member, and Security Cabinet member, Miri Regev, called for the expulsion of families of those she described as terrorists. She stated that it is time to impose severe penalties to prevent attacks on Israeli territory. Similarly, National Security Minister and Security Cabinet member Itamar Ben-Gvir called for passing a law that mandates the expulsion of the families of terrorists, as he described, emphasizing that this is the necessary course of action during this time. (October 6, 2024)
- In response to reports about the confiscation of land housing UNRWA headquarters in Jerusalem for the construction of thousands of settlement housing units, Israeli Minister of Housing and Construction Yitzhak Goldknopf expressed his satisfaction with the eviction of UNRWA. He stated that the complex, which housed an organization considered supportive of terrorism, will be transformed into a thriving Jewish neighborhood, significantly contributing to the enhancement of Jewish settlement in Jerusalem and helping to address the housing crisis in the city. - Israeli Knesset member Avigdor Liberman called on the Israeli government to expedite the passage of the bill that would designate UNRWA as aiding terrorist organizations in the Gaza Strip and expel them from Israel. (October 10, 2024)
Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies:
- French President Emmanuel Macron called for an end to military support for Israel in an attempt to achieve an immediate ceasefire in Gaza. He added that ending the war is a humanitarian and political necessity to reach a diplomatic solution that ensures lasting peace and security in the region, while also promoting a two-state solution and humanitarian aid. During his discussion with the Israeli Prime Minister, Macron reiterated his solidarity with Israel, emphasized the need for an immediate ceasefire, and stressed the importance of providing necessary political solutions for the security of Israel and the Middle East. (October 5-6, 2024)
- Qatar, Jordan, Egypt, Oman, Iraq and the Organization of Islamic Cooperation (OIC) praised French President Emmanuel Macron’s call to stop the export of arms to Israel, which are being used in its war on Gaza. They considered this call to be in line with the principles of international law and international legitimacy that aim to achieve the ceasefire and provide adequate and sustainable humanitarian aid. The OIC also called on France to recognize the State of Palestine. (October 5-6, 2024)
- The Jordanian Ministry of Foreign Affairs condemned the efforts of the Israeli Knesset to ban the activities of the United Nations Relief and Works Agency (UNRWA) in the occupied Palestinian territories (oPt), prevent its employees from obtaining diplomatic visas, and exempt it from the privileges and immunities granted to United Nations organizations. It stated that these attempts, which followed the Knesset’s designation of the agency as a terrorist organization, represent a systematic targeting of UNRWA aimed at politically dismantling the agency and obstructing its work. The ministry considered these actions illegal and void, constituting a flagrant violation of international law and Israel’s obligations as an occupying power. (October 6, 2024)
- The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) stated that Palestinian in Gaza have been reeling from the impact of a 17-year-old air, sea and land blockade and repeated cycles of hostilities. Joyce Msuya, the Acting Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, added “Member States must wield their influence to ensure respect for international humanitarian law and human rights and compliance with rulings of the international Court of Justice. They must also work to end impunity. An immediate ceasefire and durable peace are long overdue.” (October 6, 2024)
- The Egyptian Ministry of Foreign Affairs condemned the massacre committed by the Israeli military in Deir al-Balah in the Gaza strip, which resulted in dozens of civilian casualties and injuries. It also condemned all massacres committed by the Israeli occupation in the oPt, including the massacre in Tulkarm refugee camp in the West Bank. The Ministry affirmed its full support for the UN agencies operating in difficult circumstances, primarily the UNRWA. Similarly, the Jordanian Ministry of Foreign Affairs condemned Israel’s shelling of the school and called for action by the international community, especially the UN Security Council, to immediately stop the Israeli aggression. - UN Secretary-General António Guterres issued a statement on the anniversary of the October 7, 2023, attacks, calling for a ceasefire, the release of hostages, and an end to the suffering that has engulfed the region. The Commissioner-General of UNRWA Philippe Lazzarini also released a statement urging a ceasefire, the release of hostages, and the provision of necessary humanitarian aid, stressing the need to avoid expanding the war. Additionally, the Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP), Ambassador Cheikh Niang, issued a statement calling for an end to the Israeli occupation of Palestinian territories, including Gaza. (October 7, 2024)
- 35 UN experts called for an end to violence and accountability in the aftermath of a year of human loss, suffering, and blatant disregard for international law, marking the anniversary of the October 7, 2023 events. The experts emphasized the urgent need for an immediate cessation of hostilities, release of all hostages, and full access to humanitarian relief, while also urging investigations into serious violations of international law and for holding those responsible accountable. They called for a halt to arms exports to Israel. (October 7, 2024)
- The UN Human Rights Office expressed shock at the loss of civilian lives in northern Gaza due to the intensified airstrikes, shelling, and ground operations by the Israeli military, coinciding with the military’s announcement of new operations in Jabalia and evacuation orders for residents in northern areas. The office highlighted that these attacks and evacuation orders raise serious concerns about the forced displacement of Palestinian residents. It called for an immediate ceasefire and compliance with international humanitarian law. (October 7, 2024)
- Transport Malta rejected all service requests from the Vessel Kathrin, which was destined to Israel and loaded with weapons, stating that the vessel was located near Malta but outside its territorial waters. This rejection came after UN Special Rapporteur Francesca Albanese called on the Maltese government to stop the vessel from advancing in its waters, citing states’ obligations under the Genocide Convention. (October 7, 2024)
- Turkish President Recep Tayyip Erdoğan affirmed that Israel will pay the price for the genocide it continues to commit in the Gaza Strip, sooner or later. He added hospitals, places of worship for various religions, and schools, many journalists, civil society representatives, and peace ambassadors no longer exist. The Turkish president emphasized the need to end Israel’s longstanding policy of occupation and ongoing genocide. (October 7, 2024)
- UN Secretary-General António Guterres warned that the Israeli bill blocking UNRWA “would likely deal a terrible blow to the international humanitarian response” in Gaza and throughout the oPt. He also warned that “such legislation would be diametrically opposed to the UN Charter and in violation of Israel’s obligations under international law, which national legislation cannot alter.” Guterres added that without UNRWA, 660,000 children in Gaza “would lose the only entity that is able to re-start education, risking the fate of an entire generation.” Additionally, he stated that “many health, education and social services would also end in the occupied West Bank, including East Jerusalem.” (October 8, 2024)
- UN Women stated that “Palestinian women and girls are still facing death, displacement, and a critical lack of essential food and medicines every day.” It added that it partnered with Palestinian women-led organizations to provide life saving assistance “as they persist in their work in impossible conditions.” (October 8, 2024)
- A group of 20 complainants, most of whom are Palestinians, filed a criminal complaint with the Dutch Office of the Public Prosecutor to open a criminal case against senior Israeli intelligence officials for interfering with the investigation of the International Criminal Court (ICC). The group asked the prosecution to examine allegations that Israel tried to derail the ICC’s inquiry into alleged crimes in the oPt. The criminal complaint was filed in response to an investigation by the Guardian revealing how Israeli intelligence attempted over a nine-year period to undermine the work of the ICC chief prosecutor’s office. (October 8, 2024)
- The Commissioner-General of UNRWA Philippe Lazzarini expressed concern over the Israeli law passed by the Knesset aimed at banning UNRWA’s presence and operations in Israel, affirming that “the Knesset legislation violates Israel’s obligations under the United Nations Charter and International law.” He warned that this law defies the will of the international community and sets a grave precedent. (October 9, 2024)
- During a briefing to the UN Security Council, Lisa Doughten, Director of Finance and Partnerships at the Office for the Coordination of Humanitarian Affairs (OCHA), stated that “each day, according to UNRWA, 10 children are losing one or both of their legs. Gaza is home to the largest cohort of child amputees in modern history.” She noted that Gaza is experiencing unprecedented suffering due to ongoing Israeli attacks, with 90% of the population internally displaced and facing severe shortages of electricity, fuel, and humanitarian aid. She emphasized that restrictions on the entry of commercial and humanitarian supplies are worsening food insecurity and diseases. In the West Bank, ongoing military operations and violence have led to an increase in deaths and forced displacement. Doughten called for an immediate ceasefire and the pursuit of lasting peace. - The Commissioner-General of UNRWA Philippe Lazzarini stated that the situation in northern Gaza is an endless, ongoing hell, with “at least 400.000 people are trapped in the area.” He emphasized that the “recent military operation also threatens the implementation of the second phase of the polio vaccination campaign for children.” (October 9, 2024)
- Bolivia submitted a declaration of intervention in the case concerning the application of the Convention on the Prevention and Punishment of the Crime of Genocide in Gaza (South Africa v. Israel) to the records of the International Court of Justice (ICJ) in The Hague, based on Article 63 of the Court’s Statute. Both South Africa and Israel have been invited to submit written observations regarding the declaration of intervention in accordance with Article 83 of the Court’s Rules. (October 9, 2024)
- The spokesperson for the Chinese Foreign Ministry, Mao Ning, stated that the ongoing crisis in Gaza for the past year has resulted in the death of over 40,000 people, most of whom are women and children. She added that “to end this conflict, we need political will and diplomatic efforts, not weapons, ammunition and unilateral sanctions.” Ning urged major countries to play their due role, be objective and just, and take the lead in observing international law. (October 9, 2024)
- The U.S. House of Representatives passed a resolution condemning the Hamas attacks that occurred on October 7, 2023, calling for the immediate and unconditional surrender of Hamas and its leaders, and the release of all hostages, including Americans. The resolution referred to Hamas as a “terrorist” organization and condemned what it described as the use of sexual violence as a weapon of war. It reaffirmed Israel’s right to defend itself against terrorist organizations and emphasized the need to deliver humanitarian aid to Palestinian civilians. The resolution also stressed the importance of combating the rising global antisemitism. (October 10, 2024)
- The UN Humanitarian Coordinator for the oPt, Muhannad Hadi, announced the allocation of $750,000 from the Humanitarian Aid Fund to support olive farmers in Palestine this year, stressing the importance of ensuring safe access for Palestinian farmers to their lands during the olive harvest season amid escalating Israeli violations. Hadi noted that around 10,000 hectares of olive groves were left unharvested last year. (October 10, 2024)
- Nestor Owomuhangi, the representative of the United Nations Population Fund (UNFPA) in Palestine, warned that more than 17,000 pregnant women are on the brink of starvation, with 11,000 already living in famine-like conditions. He stated that the level of destruction and suffering he witnessed in Gaza is unprecedented compared to his three decades of humanitarian efforts in conflict zones. The lack of prenatal and postnatal care has significantly increased the risks of miscarriage and maternal deaths during childbirth. He called for an immediate ceasefire. (October 10, 2024)
- The UN Independent International Commission of Inquiry on the OPT stated that Israel has implemented a systematic policy to destroy the healthcare system in Gaza as part of a wider attack on the Strip, committing war crimes and crimes against humanity in the form of genocide through continuous and deliberate attacks on medical personnel and facilities. The Commission also investigated the treatment of Palestinian prisoners in Israel and concluded that Israel is responsible for crimes of torture and sexual violence. (October 10, 2024)
- The Deputy Spokesperson for the UN Secretary-General, Farhan Haq, citing humanitarian workers, reported that Israeli authorities have tightened access restrictions and expanded military operations in northern Gaza. He warned that these developments are forcing essential services for the survival of the population to shut down one after another. (October 10, 2024)
- Amid criticism from some German parties accusing the government of not supporting Israel sufficiently, chancellor Olaf Scholz announced that Germany will continue to send weapons to Israel. He affirmed that the German government has made decisions to ensure the continuation of arms deliveries in the near future. However, Scholz did not specify the extent of these shipments. (October 10, 2024)
- The Jordanian Ministry of Foreign Affairs warned against Israel, the occupying power, seizing the headquarters of the UNRWA. The ministry’s spokesperson emphasized that these Israeli decisions violate international law and UN Security Council resolutions, and are part of Israel’s ongoing attempts to entrench its occupation of the occupied Palestinian territories. He stressed the importance of continued international support for UNRWA both politically and financially. (October 11, 2024)
- French President Emmanuel Macron reiterated his call for an end to arms exports to the Gaza Strip, adding it was the sole means at hand to end the conflict between Israel and Hamas. Macron reiterated the need for a ceasefire to protect civilians and avoid the escalation of the conflict. Spanish Prime Minister Pedro Sanchez also called on the international community to halt selling weapons to Israel (October 11, 2024)
- UN experts stated that the world, one year after the genocide against Palestinians in Gaza, is facing an unprecedented crisis not seen since World War II. They pointed to the Israeli attack that began on October 7, 2023, which resulted in the destruction of Gaza, the displacement and starvation of its population, all within the framework of a comprehensive blockade and systematic targeting of civilian infrastructure, leading to the eradication of entire generations. The experts emphasized that the international legal system is collapsing in the face of these atrocities, and they called for an immediate cessation of hostilities and the accountability of those responsible for the crimes. (October 11, 2024)
- The European Union expressed its grave concern about the draft bill on UNRWA that could stop its operations in the oPt, and warned that the adoption of this law would have disastrous consequences. It urged the Israeli authorities to allow UNRWA to continue carrying out its crucial work in line with its mandate adopted by the UN General Assembly. (October 12, 2024)
Publications of human rights NGOs:
- In an open letter, Independent Jewish Voices Canada (IJV) called on the Jewish community in Canada to take moral responsibility for the genocide committed by Israel against Palestinians in Gaza over the past year. It emphasized that true Jewish values lie in respecting every life and that justice is the only path to achieve peace in the region. (October 6, 2024)
- The Palestinian Journalists Syndicate (PJS) condemned the arrest of journalist Jihad Al-Badawi by the occupation forces at a checkpoint north of Bethlehem, bringing the total number of journalists detained in occupation prisons since October 7, 2023, to 62. The Syndicate also condemned the targeting of journalist Tamer Lubbad while covering events in the northern Gaza Strip, as well as the crime against journalist Fadi Al-Wahidi, a cameraman for Al-Jazeera, who was shot directly in the neck while covering events in Jabalia in the north of Gaza Strip. In the same context, the Palestinian Centre for Human Rights (PCHR) condemned the targeting and killing of journalists. (October 6-7-8-9, 2024)
- Defense for Children International – Palestine (DCIP) stated in a new report titled “A Year of Lost Childhood: Palestinian children in Gaza suffer amid ongoing Israeli genocide” that “Repeated Israeli military offensives and Israel’s complete disregard for international law have thwarted any meaningful efforts toward implementing comprehensive protections for Palestinian children.” The organization called for an immediate end to the Israeli genocidal campaign on Gaza, an investigation into allegations of war crimes, and accountability for the perpetrators. - Oxfam stated that, as one year has passed since Israel began its devastating military offensive against Gaza, there has been a catastrophic failure from complicit world leaders to demand a ceasefire and stop selling arms to Israel. The organization called for an immediate ceasefire. (October 7, 2024)
- Watson Institute for International and Public Affairs released a report highlighting the indirect human cost of war in Gaza and the West Bank following the events of October 7, 2023. The report reviewed the deaths resulting from Israeli military operations supported by the United States, which has allocated at least $22.76 billion for military aid to Israel in one year. In addition to the direct deaths, the report addressed indirect deaths resulting from the destruction of public infrastructure and the deterioration of economic, health and social conditions in Gaza and the West Bank, predicting an even greater number of deaths in the coming years due to disease and deteriorating living conditions. - Democracy for the Arab World Now (DAWN) urged the Biden administration to stop hindering the UN Security Council resolution mandating a ceasefire in Gaza and release of all Israeli hostages and arbitrarily detained Palestinians. It also urged the administration to end its support for Israel’s war crimes and crimes against humanity by suspending arms transfers to Israel. The organization called on the ICC to investigate senior U.S. officials for aiding and abetting Israel’s crimes. (October 7, 2024)
- Al-Shabaka, Institute for Palestine Studies, Gisha, Amnesty International, Norwegian Refugee Council, Cairo Institute for Human Rights Studies, Jewish Voice for Peace, and Friends of Sabeel North America, issued statements and articles in light of the first anniversary of the October 7 attack on Israel and the ongoing Israeli military campaign in Gaza, highlighting the resulting casualties and humanitarian disasters. (October 7-8, 2024)
- Doctors Without Borders/Médecins Sans Frontières (MSF) warned of the worsening humanitarian disaster in Gaza due to new Israeli evacuation orders that are forcing tens of thousands of Palestinians to flee to the south amid airstrikes and ground offensive. It noted the lack of sufficient humanitarian supplies in northern Gaza since October 1. The situation in the overcrowded humanitarian zone in the south, particularly between the crowded areas of al-Mawasi and Deir al-Balah, is deteriorating, with worsening health conditions and an increase in skin and respiratory diseases. Meanwhile, Medical Aid for Palestinians (MAP) announced that more than 300 critically ill patients are trapped in the north, and called on the British government to take urgent action to stop forced evacuations, ensure the protection of health facilities and their staff, and end all arms transfers to Israel. (October 8-9, 2024)
- Addameer published a report titled “The Illegality of Arresting and Prosecuting Palestinians in Light of the ICJ’s Advisory Opinion.” The report indicated that Israeli authorities have used arrest as a means to deprive Palestinians from their right to self-determination, with over one million Palestinians arrested since 1967. It further stated that, according to the court’s opinion, these policies amount to a breach of Palestinian rights. (October 8, 2024)
- The Hind Rajab Foundation filed a complaint with the ICC against 1,000 Israeli occupation soldiers, including those with dual nationality, for war crimes, crimes against humanity, and genocide in Gaza. The complaint, supported by over 8,000 pieces of verifiable evidence—including videos, audio recordings, forensic reports, and social media documentation—demonstrated the soldiers’ direct involvement in these atrocities against civilians, destruction of infrastructure, imposition of siege and direct targeting of civilians. (October 8, 2024)
- The Palestine Media Agency issued a report warning that the Israeli war on Gaza over the past year has been the deadliest for journalists, resulting in the deaths of more journalists than in any other conflict over the past thirty years, according to data from the Committee to Protect Journalists. (October 8, 2024)
- The Norwegian Refugee Council (NRC), along with several other international civil society organizations, condemned the mass displacement orders issued by Israeli authorities on October 6, 2024. These orders targeted the remaining Palestinians in the northern Gaza Strip, ordering them to leave to the south. This move will worsen the already dire humanitarian situation and has prevented international and humanitarian organizations from carrying out already very limited life-saving aid operations. (October 9, 2024)
- Airwars, in collaboration with Sky News, conducted the largest public analysis of footage from Israeli military strikes, reviewing hundreds of clips posted by official military accounts in the first month of the war, which claimed to target Hamas and other armed groups in Gaza. Despite the poor quality of the videos and limited information about the targets, Airwars was able to match 17 strikes with specific geographic coordinates, tracking Palestinians who were killed or injured, resulting in reports of over 400 civilian fatalities. (October 9, 2024)
- SOMO, with a coalition of Palestinian and Dutch civil society organizations, is suing the Dutch state for failing to prevent genocide in Gaza. The coalition requested a ban on the export and transit of weapons, weapon parts, and dual-use items to Israel and a ban on all Dutch trade and investment relations that support occupation, aiming at preventing cooperation with Israel’s repressive regime. (October 10, 2024)

Upcoming human rights opportunities and events:
- The European Palestinian Council for Political Relations (EUPAC) will hold a conference titled “The Genocidal War in Gaza One Year On: Humanitarian, Legal and Political Implications in the European Context” in Brussels, Belgium, on October 14, 2024. The conference, which will be attended by international law experts, politicians and journalists, will discuss the ongoing crimes committed by the Israeli occupation against Palestinians and their humanitarian and political implications, including the situation of Palestinian prisoners and the health sector in Gaza. It will also focus on the role of international justice in holding war criminals accountable and the European stance on these crimes.
- The Law School at the London School of Economics and Political Science (LSE) will hold a public event titled “International courts after Gaza” on October 16, 2024, from 6:30 PM to 8:00 PM local time in London, at the Sheikh Zayed Theatre, Cheng Kin Ku Building. The event will discuss the level of faith in international law after the events in Gaza and Ukraine, with a focus on international courts such as the ICJ regarding the case of South Africa v. Israel. A group of speakers will participate, including Dr Catriona Drew, Professor Mark Drumbl, Dr Devika Hovell, and Dr Vidya Kumar, chaired by Professor Gerry Simpson. The event will be streamed live via LSE Live.
- The CEIRPP will organize the briefing “International legal responsibilities for preventing genocide, holding perpetrators of war crimes accountable, and for ending the unlawful occupation of Palestine” on October 31, 2024, from 10:00 AM to 1:00 PM local time in New York, at the UN Headquarters (ECOSOC Chamber). The briefing will feature presentations from the UN Special Rapporteurs on the Situation of Human Rights in the Palestinian Territory Occupied since 1967, Francesca Albanese, and on the Right to Health, Tlaleng Mofokeng, as well as a Commissioner of the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, Chris Sidoti. These briefings will address their recent reports to the UN General Assembly and recent developments, including the Advisory Opinion of the ICJ in July 2024 on Legal Consequences arising from the Policies and Practices of Israel in the OPT. The Committee will also hear from representatives of the Independent Commission for Human Rights of Palestine (ICHR) and NGO “Law For Palestine.” The event will be streamed live on UN Web TV.
