Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies
- The Palestinian Ministry of Awqaf and Religious Affairs has released a report detailing Israeli violations against Islamic and Christian holy sites in the West Bank and Gaza Strip during 2024. Among the violations included in the report is the complete demolition of 815 mosques and 19 cemeteries, and partial destruction of 151 mosques in the Gaza Strip; as well as complete demolition of three churches in Gaza City. Said report also documents 256 incursions on Al-Aqsa Mosque and 674 bans on the call to prayer at the Ibrahimi Mosque. In the West Bank, 20 mosques were attacked, some of which suffered partial damages, while others were partially desecrated. (January 05, 2025)
- The Palestinian National Council and The Anti-Discrimantion and Apartheid Department of the Palestine Liberation Organization have commended a Brazilian court order that has directed police to investigate an Israeli soldier accused of committing acts of genocide and ethnic cleansing in Gaza. They emphasized the importance of expanding international efforts to hold Israeli soldiers and settlers involved in international crimes accountable. The Department also made calls that all countries, especially those whose citizenship is held by Israeli soldiers, to follow Brazil’s example and activate the principle of universal jurisdiction, with a particular focus on prosecuting dual nationals and revoking their citizenships. - The Palestinian Ministry of Foreign Affairs and Expatriates (MOFAE) condemned the provocative statements made by several Israeli officials calling for the imposition of more collective punishment on Palestinian citizens in areas adjacent to the Gaza Strip. The Ministry called for genuine international intervention to halt the ongoing war of extermination and displacement that the Palestinian people are being subjected to, and for serious steps to be taken toward implementing the two-state solution and protecting the rights of the Palestinian people (January 7, 2025)
- Palestinian Prime Minister Dr. Mohammad Mustafa, emphasized the central and indispensable role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in addressing the needs of Palestinian refugees and following up on their affairs. He stressed the importance of continued international support for UNRWA until the refugee issue is resolved in accordance with international law and UN resolutions. Mustafa also condemned recent posts by official accounts affiliated with the Israeli occupation authorities, which included maps of the region that include Palestinian and Arab lands, as well as racist statements calling for the annexation of the West Bank and the establishment of settlements in the Gaza Strip. He emphasized that such actions constitute a blatant violation of international legitimacy and law. (January 8, 2025)
- The Palestinian MOFAE raised the alarm over calls by settlers and their ministers to reduce the West Bank to rubble, likening it to the genocide in Gaza. It urged the international community to confront this “influx of incitements,” which coincides with actions by the Israeli Occupation Forces (IOF), including settler militia attacks and funding new settlement roads at the expense of Palestinian land and lives. The Ministry condemned the killing of three Palestinians, including two children, by Israeli forces in Tamoun, calling it a blatant violation of international law. It demanded urgent global action to halt the occupation’s aggression, ensure protection for Palestinians, and hold the occupying state accountable for ignoring international resolutions. - The Permanent Representative of the State of Palestine to the United Nations, Minister Riyad Mansour, sent identical letters to the Secretary-General of the UN, the President of the Security Council for this month (Algeria), and the President of the UN General Assembly, regarding the genocidal war that Israel, the occupying power, continues to wage against the Palestinian people for 16 months, mainly in the Gaza Strip. The Minister stressed the need to stop Israel from causing more death, devastation and deprivation, and the criticality of taking immediate political, legal and humanitarian measures to impose an unconditional, immediate and permanent ceasefire. - Israeli Finance Minister Bezalel Smotrich stated that Al-Funduq, Nablus, and Jenin should resemble Jabalia to prevent Kfar Saba from becoming Kfar Gaza. He also called for an urgent cabinet meeting to discuss decisive steps to eliminate what he described as “terrorism” in Judea and Samaria (the West Bank). Smotrich affirmed that his government is determined to annul the Oslo Accords, dismantle the Palestinian Authority, and eradicate what he referred to as “terrorism,” with full responsibility being returned to Israel. He added that this approach is part of the work he began over the past two years in the civilian field under his responsibility at the Ministry of Defense. In the same context, Israeli Defense Minister Yisrael Katz stated, “we will not allow the situation in Judea and Samaria (the West Bank) to become like it was in the Gaza Strip. (January 6, 2025)
- A Brazilian court has ordered the Federal Police to investigate an Israeli soldier, based on a complaint filed by the Hind Rajab Foundation, which accuses him of participating in the large-scale demolition of civilian homes in Gaza as part of a systematic campaign of destruction. Before the Federal Police could open the investigation, the Israeli government intervened to help him flee Brazilian authorities. (January 6, 2025)
- Israeli Channel 12 reported that the Foreign Ministry is aware of at least 12 cases in which complaints have been filed abroad against IOF soldiers. These complaints, alleging war crimes in Gaza, have been filed in countries such as Brazil, Sri Lanka, Thailand, Belgium, the Netherlands, Serbia, Ireland, Cyprus, South Africa, and France. According to Channel 12, most of these complaints have not led to investigations or arrests, although the incident in Brazil nearly escalated into a diplomatic crisis. A joint office, including several Israeli ministries, has been established to assess legal threats against Israeli soldiers abroad. The Foreign Ministry “draws the attention of Israelis to posts on social media about their military service, noting that anti-Israeli elements may exploit these posts to initiate futile legal proceedings against them.” (January 6, 2025)
- Israeli public broadcaster Kan has revealed a document that forms the basis of the ongoing hostage negotiation talks in Doha, which has been presented to the security cabinet. The document indicates that the purpose of the agreement is the release of all Israeli hostages held in Gaza, whether alive or not, in exchange for an agreed-upon number of Palestinian prisoners held in Israeli prisons. It also calls for the establishment of lasting quiet, leading to a permanent ceasefire, the withdrawal of Israeli forces from the Gaza Strip, and the rehabilitation of the Gaza Strip. The document further outlines that the IOF will allow humanitarian aid into Gaza as soon as the deal comes into effect. Meanwhile, Hamas will agree to release the hostages, starting with women. (January 7, 2025)

- Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, has confirmed that UN humanitarian efforts in Gaza are facing mounting obstacles, with life-saving operations nearing a breaking point. Fletcher highlighted the absence of civil order and criticized Israeli forces for being “unable or unwilling” to ensure the safety of UN convoys. He also noted the escalation of attacks on aid missions, including last Friday’s incident where the IOF targeted a vehicle from the local community escorting a 74-truck aid convoy, as well as a UN mission in Jabaliya, endangering critical patients and arresting four of them. - Icelandic Ministry for Foreign Affairs, Þorgerður Katrín Gunnarsdóttir has announced that Iceland will provide early disbursement of funds to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in light of the extreme humanitarian need. Gunnarsdóttir greatly values the efforts of UNRWA in the difficult circumstances. (January 06, 2025)
- The Office for the Coordination of Humanitarian Affairs (OCHA) expressed deep concern over the death of a child in Gaza due to hypothermia, marking the eighth such incident in less than three weeks. OCHA emphasised that these deaths could have been prevented if the necessary materials were available to protect children from the cold. The Director-General of the World Health Organization (WHO) also warned that more children are at risk, calling for an immediate ceasefire. OCHA reported receiving daily updates on civilian deaths and injuries in Gaza due to the ongoing hostilities, which have also caused widespread destruction and displacement. It was noted that Israeli authorities continue to restrict humanitarian access to besieged areas in northern Gaza, with three recent attempts by the UN to reach these areas being rejected. - The World Food Programme (WFP) has strongly condemned the horrifying incident where a clearly marked WFP convoy has come under hostile fire. The convoy had received all necessary clearances from Israeli authorities to pass through, yet it was immobilised by the IOF near the Wadi Gaza checkpoint and shot (16) times. The convoy consisted of three vehicles holding eight WFP staff members, but they were not injured. WFP reported that the incident is only a recent example of the complex and dangerous working environment that humanitarian agencies are operating in today in Gaza. (January 06, 2025)
- Saudi Arabia, Jordan, Qatar, The Arab Parliament and the Organisation of Islamic Cooperation publicly decried the publication of forged maps by Israeli officials accounts on social media platforms claiming that it is “historic” to Israel while including parts of the occupied Palestinian territory, Jordan, Lebanon, and Syria. (January 07-09, 2025)
- The Arab Parliament and the Jordanian Ministry of Affairs strongly denounces the publication of false maps by official “Israeli” social media accounts. President of the Arab Parliament, Mohammed Ahmed Al-Yamahi, decried maps that official accounts of the Israeli Government had published depicting alleged “historic” borders of Israel, including parts of the occupied Palestinian territories, Jordan, Lebanon, and Syria. This coincided with incendiary remarks by the occupation’s far-right Finance Minister, Bezalel Smotrich, calling for the annexation of the West Bank and the establishment of settlements in Gaza. (January 07-08, 2025)
- The Republic of Ireland has filed a declaration of intervention in the case “Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel) under Article 63 of the Statute of the International Criminal Court (ICC). Ireland, as a party to the Convention, declared that Articles I, II, III, IV, V and VI of the Convention are in question and offers its own interpretation of Articles. The ICC has invited South Africa and Israel -under Article 83 of the Rules of Court- to furnish written observations on the declaration of intervention. (January 07, 2025)
- The Commissioner-General of UNRWA, Philippe Lazzarini, has warned of a humanitarian ‘vacuum’ without UNRWA, as millions of Palestinian refugees depend on UNRWA for vital services and consider it a lifeline, from education to healthcare. Losing these services, Lazzarini remarked, would deepen instability and despair. He also added that -if the laws adopted by the Israeli Parliament to ban UNRWA were implemented- it would have disastrous impact, including with regard to the delivery of humanitarian aid to people in Gaza and basic services in the occupied West Bank. Lazzarini concluded that, with a continued absence of UNRWA services or functioning Palestinian institutions, the State of Israel -as an occupying Power- would be obliged to provide assistance and services to the population across the occupied Palestinian territory. - The United Nations Human Rights Office in the occupied Palestinian territories (oPt) (OHCHR Palestine) has published a report on the relentless unending Israeli attacks on Gaza that have killed hundreds of Palestinians, displaced almost everyone, and destroyed civilian infrastructure. The report also highlighted Israel’s obstruction of humanitarian aid into Gaza and the targeting of civilian police and guards providing security to aid distribution. In the West Bank, nine Palestinians were killed by Israeli raids, and Israeli settlers set fire to several Palestinian homes and vehicles; seriously injuring at least ten Palestinians. OHCHR Palestine renewed its calls on the international community, especially influential countries, to exert pressure to protect civilians from further suffering and ensure accountability. (January 8, 2025)
- The British House of Commons Library has published a research briefing by Louisa Brooke-Holland, titled “UK arms exports to Israel”. The briefing addresses the British Government’s decision in 2024 to immediately suspend around 30 arms export licenses to Israel due to a “clear risk” that they might be used in serious violations of international humanitarian law, while Foreign Secretary ensures that the suspension does not constitute a blanket arms embargo on Israel. - In a joint declaration issued during the Tenth Egypt – Cyprus – Greece Trilateral Summit, leaders of the three countries have expressed their deep concern over the repercussions of the war in Gaza and renewed its demands for the implementation of UN Security Council resolutions, including a full, complete and immediate ceasefire with the release of hostages, detainees and prisoners, and safe and effective distribution of humanitarian assistance. Egyptian President Abdel Fattah El-Sisi stated that the three countries agree that achieving stability in the region requires a comprehensive ceasefire, as well as ensuring the flow of humanitarian aid and stopping practices that lead to the forced displacement of Palestinians. - UNICEF Executive Director, Catherine Russell, has reported that the new year has brought more death and suffering for children in Gaza due to attacks and deprivation and the critical cold weather conditions. She asserted that a ceasefire agreement is past overdue, adding that at least 74 children have been killed in several mass casualty events since the beginning of the year. Russell emphasised that UNICEF has warned of inadequate shelter, lack of access to food and healthcare, and deteriorating sanitary conditions, putting the lives of all children in the Strip at risk, especially newborns and ailing children. She appealed to the parties of the conflicts and the international community to take immediate action to end the violence. (January 08, 2025)
- The World Health Organization (WHO) in the oPt reported that cold weather and heavy rains in Gaza have made it more difficult for displaced families to survive. Damaged and flooded tents have left many people without proper shelter, resulting in the death of at least seven newborn babies due to hypothermia. The extreme cold is also exacerbating the spread of diseases, placing vulnerable populations at greater risk, WHO reported. (January 08, 2025)
- The head of the Catholic Church, Pope Francis, has increased his criticism of the Israeli military’s campaign and the humanitarian situation in the Gaza Strip, calling it “very serious and shameful”. The Pope stressed that bombing civilians is completely unacceptable, as well as children freezing to death as a result of the destruction of hospitals and the disruption of the country’s energy networks. (January 09, 2025)
- Polish Prime Minister Donald Tusk confirmed that his government has decided to ensure the safe and unrestricted participation of Israel’s highest representatives in the 80th anniversary of the liberation of the Auschwitz-Birkenau camp in Oświęcim, stressing that every representative of the State of Israel should have the right to visit, especially on Remembrance Day. The decision, however, represents a disregard for the ICC’s arrest warrants for Israeli officials. (January 9, 2025)
- British Foreign Secretary David Lammy announced his country’s commitment to restoring funding to UNRWA, strengthening support for international tribunals, and making tough decisions on export licenses. He also emphasised the importance of working toward a ceasefire in Gaza, enabling increased humanitarian aid, the return of all hostages to their countries, and advancing the two-state solution. (January 9, 2025)
- The Charity Commission, the regulator of charities in England and Wales, issued an official warning to “Chabad Lubavitch Centers North East London And Essex Limited” over a fundraising campaign in support of an Israeli soldier, which was deemed outside the charity’s purposes and illegal. The Commission stressed that the charity failed to safeguard its best interests and its reputation, which constituted misconduct and/or mismanagement in the administration of charity, as well as a breach of trust. The Commission clarified that providing aid or military supplies to any foreign armed force is not a charitable purpose. (January 9, 2025)
- The U.S. House of Representatives passed legislation that would impose sanctions on officials at the ICC in response to the Court’s investigation and issuance of arrest warrants against Israeli leaders with war crimes and crimes against humanity in Gaza. The bill mandates the freezing of property assets and the denial of visas to any foreigners who materially or financially contributed to the Court’s efforts to “investigate, arrest, detain or prosecute” any U.S. ally. ( January 9, 2025)
- The spokesperson for the UN Secretary-General António Guterres, Stéphane Dujarric, has stated that the humanitarian situation in Gaza has sharply deteriorated over the past month, with eight newborn infants dying from hypothermia. Dujarric explained that Gaza’s Ministry of Health reported the Palestinian death toll in the region has exceeded 46,000 since the start of Israeli military operations in October 2023, most of them being women and children. The UN Secretary-General strongly condemns the widespread killing of – and injury to – civilians in this conflict. He calls on all to respect international humanitarian law and demands protection of all civilians. (January 09, 2025)
- UN experts have expressed deep concern following the passage of a bill in the U.S. House of Representatives that seeks to impose sanctions and cut funding to the ICC after the tribunal issued arrest warrants against Israeli leaders accused of war crimes. The experts warned that “threats against the ICC promote a culture of impunity. They make a mockery of the decades-long quest to place law above force and atrocity.” They called on U.S. lawmakers to uphold the rule of law and respect the independence of the ICC. (January 10, 2025)
- UN Special Rapporteur on the independence of judges and lawyers, Margaret Satterthwaite, has confirmed that ICC member states are obliged to arrest individuals subject to an ICC She noted that Poland, which condemned Mongolia for not arresting President Putin, should arrest Israeli Prime Minister Netanyahu if he visits. She emphasized that the selective application of the law erodes the universality of international justice and multilateralism. (January 10, 2025)
- In a ministerial conference to enhance the humanitarian response in Gaza, UNRWA Commissioner-General Philippe Lazzarini, has emphasized the agency’s role as custodian of Palestinian identity and history. He noted that over the past 75 years, the Agency has maintained and updated the family files of registered Palestine Refugees. Thanks to dedicated UNRWA teams, thousands of archival files from the Gaza Strip and the West Bank were transferred to safe locations and digitized. Lazzarini stressed that preserving these files is essential for protecting the rights of Palestinian refugees under international law. He also called for a peaceful diplomatic solution to end the Israeli-Palestinian conflict including addressing the plight of Palestinian refugees once and for all. (January 10, 2024)
Publications of human rights NGOs
- In a legal update titled: “Overkill: A critical appraisal of the use of force by Israel in the West Bank,” the organization Diakonia revealed that Israeli forces have significantly intensified their operations in the occupied West Bank since October 2023. These operations involve nearly daily raids on towns and villages in the West Bank, with their frequency tripling since the launch of Israeli operations in Gaza. Diakonia emphasized that the manner in which these operations are conducted raises serious concerns about Israel’s compliance with international legal standards governing the use of force. (January 6, 2025)
- Amnesty International has suspended the membership of its Israel branch for two years in response to evidence of systemic racism against Palestinians within the branch, which contradicts the organization’s fundamental principles of human rights and core values. The organization emphasized that the Israel branch failed to adequately address reports documenting this racism, resulting in the successive resignations of board members. Amnesty has also established a review committee to determine whether the branch’s full membership will be reinstated in the future, stressing that any recommendation for reinstatement must include a roadmap to address all concerns, including combating racism against Palestinians. (January 7, 2025)
- The American Historical Association adopted the “Resolution to Oppose Scholasticide in Gaza” during its annual business meeting. The resolution condemned the destruction of the Palestinian education system in the Gaza Strip, including the devastation of 80% of schools and 12 universities, as well as the destruction of libraries and cultural centers. It also expressed concern over repeated attacks on teachers and students, which have resulted in the deaths of 261 teachers and 95 university professors, threatening the future of Palestinian historical studies. The resolution called for a permanent ceasefire and urged the formation of a committee to assist in rebuilding Gaza’s educational infrastructure. (January 7, 2025)
- Physicians for Human Rights Israel (PHRI) has stated that the Israeli military refuses to allow Dr. Hussam Abu Safiya, director of Kamal Adwan Hospital, to meet with his lawyer until January 10, 2025, and withholds information about his detention location, despite retracting their earlier claim that he is not being held in Israel. The organization added that, due to Dr. Abu Safiya’s high profile as the director of Gaza’s last major hospital, the Israeli army had to change their statement and confessed to his detention. However, the formal response they provided still claimed that they have no indication of his whereabouts. PHRI also noted the deteriorating health situation in Gaza, where more than 20,000 people were awaiting urgent medical evacuation.( January 5-6, 2025)
- Hind Rajab Foundation filed a legal case before Argentine authorities against Lieutenant Amit Nechmya, a platoon commander in the Latak Platoon, on charges of war crimes, including the use of civilians as human shields and the forced displacement of civilians. The Foundation called on Argentine authorities to take urgent action by issuing an immediate arrest warrant for Lieutenant Amit Nechmya. ( January 7, 2025)
- The Director General of the International Planned Parenthood Federation (IPPF), Dr. Alvaro Bermejo, issued a statement denouncing the killing of Palestinian Dr. Thabat Salim by the Israeli army in Gaza. The Director emphasized that targeting health workers, especially women, constitutes a flagrant violation of civilians’ rightful legal protection. The statement also accused the United States Government and other Western States of complicity through military assistance to Israel. ( January 7, 2025)
- The American Friends Service Committee (AFSC) has noted that it has cancelled planned advertising with The New York Times after the paper refused to run an ad that referred to Israel’s genocide in Gaza. The ad included a call to pressure Congress to halt Israel’s supply of weapons and stop the killing and starvation in Gaza. Joyce Ajlouny, General Secretary of AFSC, confirmed that the refusal of The New York Times to run paid digital ads is an outrageous attempt to sidestep the truth. ( January 8, 2025)
- The Hind Rajab Foundation has filed a legal complaint with Swedish authorities against Israeli sniper Boaz Ben David from the Nahal 932 Battalion, accusing him of war crimes, crimes against humanity, and acts of genocide during military operations in Gaza. The complaint, submitted to Sweden’s National Unit Against International and Organized Crime, includes evidence such as photographs, witness testimonies, and international human rights reports. The foundation has called on Swedish authorities to arrest Ben David, investigate the allegations, or hand him over to the International Criminal Court (ICC). (January 9, 2025)
- Al Mezan Center for Human Rights reported that the Israeli Magistrate’s Court in Ashkelon has extended the detention of Dr. Hussam Abu Safia until February 13, 2025, without charges, and has also extended his prohibition from contacting his lawyer until January 22, 2025. This marks the second extension since his abduction. The center emphasized that this arbitrary detention is part of a systematic Israeli policy aimed at dismantling the healthcare system in Gaza. (January 9, 2025)
- Americans for Justice in Palestine Action (AJP Action) condemned President Joe Biden and members of his administration for their continued unwavering support for Israel as it persists in committing genocide against Palestinians. The organization asserted that the U.S. administration has funneled more than $17.9 billion to Israel, which has turned Gaza into a graveyard, constituting complicity and a direct contribution to the genocide. (January 9, 2025)
- Amnesty International called on Poland to respect international law and uphold the ICC’s arrest warrant for Israeli Prime Minister Benjamin Netanyahu. The organization stated that the Polish government’s decision to grant Netanyahu immunity for attending the Auschwitz liberation memorial on January 27 contravenes its obligations as a state party to the ICC (January 10, 2025)
- The Palestinian Journalists Syndicate held the Israeli occupation fully responsible for the murder of photojournalist Saed Nabhan, calling on the international community to take urgent action to halt the ongoing attacks on Palestinian journalists and to protect them (January 10, 2025)
- Columbia University has severed ties with its long-time law professor, Katherine Frank, over her advocacy for pro-Palestine students during protests on the campus last year. Frank described her termination as “dressed up in more palatable terms”, as she was pushed to retire and warned that Colombia had become a “toxic and hostile environment.” The decision came following an investigation into her pro-Palestine statements, which led to a complaint being filed “alleging discriminatory harassment in violation of [the University’s] policies.” Frank also reported receiving several death threats following the complaints, secretly being videotaped and finding edited and published recordings of herself on right-wing social media sites, as well as other forms of harassment. The Center for Constitutional Rights has remarked this event as “an egregious attack on both academic freedom and Palestinian rights advocacy.”
Research and academic studies (in Arabic and English):
- The Lancet published a research study on traumatic injury mortality in the Gaza Strip from October 7, 2023, to June 30, 2024, finding that the number of deaths during this period reached 64,260, a 41% higher rate than that reported by the Palestinian Ministry of Health (MoH). The study revealed that women, children, and the elderly accounted for 59.1% of the 28,257 deaths for which age and gender data were available. The findings emphasised the urgent need for intervention to prevent further loss of life and highlighted important patterns in the conduct of war.
