Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies
- The Palestinian government announced its rejection of the Israeli plan for aid distribution in Gaza and called for international intervention to open the crossings and facilitate the entry of humanitarian assistance. (5 May 2025)
- Islamic authorities in Jerusalem condemned an assault by Israeli occupation forces on the historic Al-Shihabi Courtyard in the Old City, calling it part of a systematic policy to encircle Al-Aqsa Mosque with Judaization projects. They warned that the attack poses a serious threat to the wall and courtyard of Ribat Al-Kurd, which they described as an integral part of Al-Aqsa Mosque. The authorities labeled the move a violation of the historical and legal status quo of Jerusalem. Meanwhile, the Palestinian Ministry of Awqaf and Religious Affairs denounced the assault by Israeli forces and settlers on land belonging to Al-Ras Mosque in Hebron, describing it as a blatant violation of mosque sanctity and a breach of international laws that protect places of worship. - The Palestinian Ministry of Education and Higher Education condemned the closure of UNRWA schools in the Shuafat refugee camp in occupied Jerusalem by Israeli police. The Ministry described the action as a crime against education and part of a broader systematic assault on education in Jerusalem. It called on UNESCO and UNICEF to fulfill their responsibilities in safeguarding the right of refugee children to access safe and uninterrupted education. (8 May 2025)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies
- The Israeli National Security Minister Itamar Ben-Gvir called for the bombing of Gaza’s food and electricity supplies, and to increase the intensity and continue until achieving “ total victory.” (May 4, 2025)
- Israeli Finance Minister Bezalel Smotrich declared that Israel would not withdraw from Gaza, even in the event of another hostage deal. He urged Israelis to “embrace the word ‘occupation’” and emphasized the need for full control over humanitarian aid to prevent it from reaching Hamas. (May 5, 2025)
- The Israeli security cabinet unanimously approved the operational plan for the next phase of the campaign in the Gaza Strip, which includes “conquering Gaza and holding the territories.” IDF Chief of Staff Lt. Gen. Eyal Zamir presented a plan for the Israeli military to take control of territory in Gaza and move the civilian population southward. The cabinet also overwhelmingly approved a humanitarian aid distribution plan “that would prevent Hamas from taking control of supplies and would destroy its governing capabilities.” However, implementation of the plan has been delayed for the time being. (May 5, 2025)
- Israeli Finance Minister Bezalel Smotrich, speaking at the “Settlements Conference” held in the Ofra settlement in the West Bank, stated that Gaza would be “totally destroyed” within six months. He said the Strip’s 2.3 million Palestinian residents would be “concentrated” in a narrow area between the Egyptian border and the Morag corridor, which stretches from Khan Younis to Rafah. Smotrich claimed this area would serve as a “humanitarian zone” free of Hamas and terrorism, while the rest of Strip would be left empty. He also reaffirmed plans for Israel to declare sovereignty over the West Bank during the current government’s term, describing the construction of roads in the E1 area as a step toward consolidating Israeli control and “is how we kill the de facto Palestinian state.” (6 May 2025)
- Israeli Heritage Minister Amichay Eliyahu stated that Israel should bomb food and fuel reserves in Gaza to starve the population, describing it as a strategy to apply direct pressure on Hamas by targeting civilians. He stressed that ‘humanitarian aid must stop,’ arguing that “As long as we give food to those who fight us — we are endangering our hostages and our soldiers.” (May 6, 2025)
- Former IDF Chief and Defense Minister Benny Gantz stated that Israel should not have fully withdrawn from Gaza in 2005, emphasizing that ideas of further Israeli withdrawals or the establishment of a Palestinian state are “disconnected from the security reality.” Gantz asserted that Israel must maintain security control over Gaza, though he cautioned that rebuilding settlements in the Strip “would be a mistake defense-wise, and would also divide the nation at a time when we need unity.” He stressed that Israel cannot tolerate a direct and substantive threat to its citizens along all its borders. (May 6, 2025)
- According to The Times of Israel, an Israeli, U.S.-backed plan to resume humanitarian aid distribution in Gaza through the Gaza Humanitarian Foundation will initially provide food for only about 60 percent of the Strip’s population. Four distribution centers will be set up in a ‘new humanitarian zone’ in southern Gaza, located between the Philadelphi Corridor and the Morag Corridor. These centers will distribute boxes containing 50 meals (1,750 calories each), along with hygiene kits and medical supplies. The distribution process will be monitored by authorized representatives and secured by armored vehicles operated by American security firm (May 8, 2025)
- The Israeli Supreme Court has rejected Adalah’s petition demanding the immediate cancellation of demolition orders issued by the Israeli military against more than 100 structures in the Nur Shams and Tulkarm refugee camps in the occupied West Bank. The court also declined to issue an interim order to halt the demolitions. In response to the ruling, Adalah stated that camp residents were not given the opportunity to object and were denied due process, adding that the demolitions amount to the forcible transfer of a protected population and violate their rights to housing, property, and dignity. - The spokesperson for the United Nations conveyed Secretary-General António Guterres’ concern over reports that Israel plans to expand its ground operations and extend its military presence in Gaza. The Secretary-General warned that such actions would “This will inevitably lead to countless more civilians killed and the further destruction of Gaza,” (May 5, 2025)
- The European Union Delegation to the Palestinians expressed deep concern over reports that Israeli authorities had once again carried out large-scale demolitions in the community of Khallet a Thabe in Masafer Yatta, home to 107 Palestinians. The EU reiterated that Israel’s settlement policy is illegal under international law and emphasized that Israel is obligated to protect all Palestinian communities in Area C. (May 5, 2025)
- Simon Harris, Deputy Prime Minister of Ireland, stated that reports of a planned extension of Israeli military operations in Gaza are alarming, warning that such actions would lead to more deaths, injuries, and immense suffering for a Palestinian population already facing a dire humanitarian crisis. Harris added, “What is happening to the people of Gaza is despicable and unconscionable. This is a humanitarian catastrophe.” Meanwhile, the United Kingdom’s Minister for the Middle East, Hamish Falconer, affirmed that “We strongly oppose the expansion of Israel’s operations,” and stressed that “Any attempt to annex land in Gaza would be unacceptable.” (May 5–6, 2025)
- UNRWA reported that hundreds of thousands of Palestinians are surviving on only one meal every two to three days, and that over 66,000 children are suffering from severe malnutrition. The agency confirmed that it will not participate in the Israeli aid delivery plan for Gaza, stating that it does not meet UN standards. (May 6, 2025)
- French Minister for Europe and Foreign Affairs, Jean-Noël Barrot, stated that Israel is “in clear breach of international law and international humanitarian law.” He affirmed that France is working to build international alliances to uphold humanitarian law and strongly condemned Israel’s plan to occupy the Gaza Strip because it’s contrary to international law. Barrot also noted that France is considering recognizing the State of Palestine, in coordination with other countries, to ensure a tangible practical impact. (May 6, 2025)
- The Turkish Ministry of Foreign Affairs condemned the recent decision by Prime Minister Benjamin Netanyahu’s government to expand its occupation of the Gaza Strip, calling it a further reflection of an expansionist and destructive approach. The Ministry warned that this aggression not only undermines peace and stability in the region but also poses a threat to global peace. (May 6, 2025)
- The European Union and its member states deplore the restrictions, which were imposed by Israeli authorities around Easter celebrations, which affected not only the Church of the Holy Sepulchre, but also to a large part of the Christian Quarter of Jerusalem’s Old City. The EU expressed concern over the disrespectful behaviour of members of the police and border police forces, deployed in large numbers, toward worshipers, local Christian communities. (May 6, 2025)
- S. State Department spokesperson Tammy Bruce announced that an important update regarding aid to Gaza will be released in the coming days, describing it as “very good news.” A source revealed that the announcement is expected to include the creation of a new international body to oversee the resumption of aid, though detailed planning is still ongoing. (May 5, 2025)
- EU foreign policy chief Kaja Kallas described the humanitarian situation in Gaza as ‘untenable,’ underscoring the urgent need to resume aid deliveries without delay. She emphasized that humanitarian assistance must never be politicized and urged that the new aid distribution mechanism be managed by humanitarian actors. (May 6, 2025)
- UNRWA Commissioner-General Philippe Lazzarini described the deliberate and politically motivated starvation in Gaza as a blatant expression of absolute injustice, stressing that humanitarian aid must never be used as a weapon. He emphasized that upholding human rights is essential to ensuring aid reaches all those in need without exception, and asserted that the distribution model proposed by Israel is entirely incompatible with the catastrophic hunger currently faced by Gaza’s population. (May 6, 2025)
- UN OCHA spokesperson Jens Laerke confirmed that the United Nations does not accept the Israeli proposal regarding the aid distribution mechanism, which does not live up to the core fundamental, humanitarian principles of impartiality, neutrality and independent delivery of aid. He described the plan as appearing to be a deliberate attempt to weaponise the aid. Laerke reiterated the UN’s call to reopen the crossings, emphasizing that humanitarian aid is ready but stuck outside the Gaza Strip, while people inside are in desperate need of food, water, and healthcare—and instead are receiving bombs. (May 6, 2025)
- The Bureau Of the General Assembly’s Committee on the Exercise of the Unalienable Rights of the Palestinian People condemned the unfolding events since the collapse of the Gaza ceasefire on 18 March and the illegal blockade and siege imposed since 2 March 2025 by Israel. The Bureau also rejected any proposals to displace Palestinians from Gaza under the guise of so-called “voluntary migration” or “redevelopment” to entrench this unlawful occupation. (May 6, 2025)
- Francesca Albanese , UN Special Rapporteur oPt, stated that the tiny bodies of children in Gaza, hollowed out by induced starvation, are testimony of the worst humanity is capable of. Albanese stressed that it t is time to impose an arms embargo and sanctions on Israel, and urgently deploy a protection presence made of friendly soldiers (not from states who have supported the genocide). ( May 7, 2025)
- In a joint statement on the humanitarian crisis in Gaza, EU High Representative Kaja Kallas, Commissioner Dubravka Šuica, and Commissioner Hadja Lahbib emphasized that the current blockade is the longest closure the Strip has ever experienced, resulting in depleted food stocks and a severe shortage of clean drinking water. The European Union reiterated its urgent call for Israel to lift the blockade immediately, stressing that humanitarian aid is ready for delivery and that Israel is obligated under international law to ensure it reaches those in need. The EU also voiced concern over the ‘Gaza aid delivery mechanism’ approved by the Israeli security cabinet, stating that it runs counter to humanitarian principles. The statement reaffirmed that humanitarian aid must never be politicized. (May 7, 2025)
- UN experts warned that the escalating atrocities in Gaza mark a critical moral crossroads. They stated that while states debate whether the situation constitutes genocide, Israel continues its relentless destruction of life in Gaza through land, air, and sea assaults, displacing and killing the surviving population. The experts affirmed that Israel’s use of starvation as a weapon of war and the systematic destruction of resources constitute grave international crimes, reflecting well-documented patterns of genocidal behavior. They called on states to immediately cease all material, political, and military support to Israel. (May 7, 2025)
- The Foreign Ministers of Iceland, Ireland, Luxembourg, Norway, Slovenia, and Spain expressed deep concern over reported Israeli plans to expand military operations in Gaza and to establish a prolonged presence in the Strip, calling it a dangerous escalation that threatens the viability of a Two-State solution. The ministers firmly rejected any demographic or territorial changes in Gaza, including any plans that would result in the forced or permanent displacement of its population, emphasizing that such actions would violate international law. They reaffirmed that Gaza is an integral part of the State of Palestine. (May 7, 2025)
- Romanian authorities announced that they have referred a war crimes complaint against Israeli soldier Orel Benyaish, a member of the Givati Brigade’s 432nd Battalion, to the Military Prosecution Office. The complaint, submitted by the Hind Rajab Foundation, concerns the deliberate destruction of civilian property in the Nuseirat refugee camp in the Gaza Strip. Romanian officials confirmed that the materials were formally registered and forwarded to the competent military prosecution authority for investigation. (May 7, 2025)
- Dutch Foreign Minister Caspar Veldkamp has called for an urgent review of the European Union–Israel Association Agreement, citing what he described as the ‘catastrophic’ blockade of humanitarian aid to Gaza. He asserted that Israel is violating the human rights obligations outlined in the agreement, particularly Article 2, which links the partnership to respect for human rights and democratic principles. (May 7, 2025)
- The State of Bolivia condemned Israeli Prime Minister Benjamin Netanyahu’s announcement of a new incursion into the Gaza Strip, calling it a blatant violation of human rights. Bolivia reaffirmed its commitment to defending the rights of the Palestinian people and called for an immediate end to hostilities, urging the pursuit of a just political solution that recognizes Palestine as a sovereign state. (May 7, 2025)
- The heads of diplomatic missions from the United Kingdom, Canada, the European Union, France, Germany, Italy, and the Netherlands expressed solidarity with affected Palestinians in the Jenin Governorate during meetings with local authorities, displaced communities, and civil society representatives. The discussions focused on the humanitarian consequences of over 100 days of Israeli military operations in the Jenin refugee camp. The diplomats reiterated their call on Israel to protect civilians in accordance with the Geneva Conventions. (May 8, 2025)
- The Organization of Islamic Cooperation (OIC) condemned the decision by the President of Ecuador to reopen a diplomatic office in the occupied city of Al-Quds, calling it an illegal move and a violation of United Nations resolutions, particularly UN Security Council Resolution 478. The OIC also condemned the decision by the occupying authorities to close six UNRWA schools in Al-Quds, warning of the detrimental impact on refugee children’s right to education. The organization urged the international community to protect UNRWA and ensure its continued operation in line with Resolution 302 and other relevant international legitimacy resolutions. (May 8, 2025)
- UNRWA Commissioner-General Philippe Lazzarini reported that heavily armed Israeli forces stormed three UNRWA schools in the Shuafat refugee camp in occupied East Jerusalem, forcing over 550 students out of their classrooms. Lazzarini called the incident an assault on children, an attack on education, and a tragic day for occupied East Jerusalem. He emphasized that these schools are inviolable premises of the United Nations. (May 8, 2025)
- The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported a sharp increase in demolitions and displacements in Area C of the West Bank this year compared to the same period last year. This surge is attributed to Israel’s refusal to issue building permits, which are nearly impossible for Palestinians to obtain. The office documented the demolition of 73 Palestinian-owned structures, including 24 that had been provided as humanitarian aid, all within a single week. (May 8, 2025)
- Axios reported that former World Food Programme Executive Director David Beasley is in talks with the Trump administration and the Israeli government to lead the new Gaza Humanitarian Foundation, a mechanism being developed by the U.S. and Israel to facilitate aid into Gaza. The proposed mechanism aims to establish four ‘secure distribution sites’ initially serving 1.2 million Palestinians, with potential for expansion. The aid distribution will be subject to strict monitoring. (May 8, 2025)
- The United Nations Children’s Fund (UNICEF) stated that, after careful analysis, Israel’s proposed plan to the humanitarian community is likely to increase the suffering of children and families in the Gaza Strip. UNICEF noted that the plan violates fundamental humanitarian principles, particularly by using facial recognition technology as a condition for receiving aid. The organization added that the plan would deprive the most vulnerable groups, who cannot access the proposed military zones, of aid, and expose their families to the risk of targeting. (May 9, 2025)
- S. Ambassador to Israel Mike Huckabee announced that a U.S.-led aid distribution mechanism for Gaza would soon be implemented, stating that Israel will restrict its role to securing the aid distribution zones and will not interfere in the distribution process. (May 9, 2025)
- Italian Foreign Minister Antonio Tajani stated that Italy is calling on Israel to allow the entry and distribution of food and humanitarian aid to Gaza’s civilian population. He also announced that the Italian Council of Ministers has approved an additional €2.5 million in aid for civilians in the Gaza Strip. (May 9, 2025)
- The UN Special Committee to Investigate Israeli Practices in the Occupied Territories warned of the potential for another Nakba, citing Israel’s conduct in Gaza as consistent with genocidal practices. These include the use of starvation as a weapon and widespread crimes against civilians such as indiscriminate killings, enforced disappearances, ethnic cleansing, and sexual violence, including gang rape with objects like sticks and clubs. The Committee urged states with influence to exert all political and economic pressure, halt arms sales and military support, and use all means available to compel the Israeli government to end its unlawful actions and ensure accountability for the vast war crimes and crimes against humanity already committed. - The United Kingdom, Denmark, France, Greece, and Slovenia have called for an urgent meeting of the UN Security Council regarding the humanitarian situation in Gaza. The UK Mission to the United Nations stated that Israel has blocked the entry of aid into Gaza for over two months, describing the situation as “inexcusable”. It noted that Palestinian civilians, including children, are facing an extreme risk of famine as food supplies have run out. (May 9, 2025)

- B’Tselem issued a statement titled ‘Devastation, Bombing and Starvation: Israel is Destroying Life in Gaza’, asserting that Israel has been blocking the entry of food and humanitarian aid into the Gaza Strip for two months, deliberately starving over two million people, including more than one million children. (May 5, 2025)
- The Palestinian NGOs Network (PNGO) and the Coordination Council of the Private Sector in the southern governorates firmly rejected the aid distribution mechanism approved by the Israeli occupation, stating that it militarizes the humanitarian system and violates the core principles of humanitarian action. (May 5, 2025)
- Al Mezan Center for Human Rights released a paper titled ‘In Parallel to Widespread Military Attacks, Israel is Waging Organized Psychological Warfare and Employing It in the Context of Genocide’, highlighting the systematic use of psychological tactics alongside military operations in Gaza. (May 6, 2025)
- Fifty-five international human rights organizations operating in Israel and the occupied Palestinian territories (oPt) have called for urgent international action in response to new Israeli registration rules for international NGOs. The groups warned that the rules rely on vague, overly broad, politicized, and open-ended criteria, seemingly designed to assert control over independent humanitarian, development, and peacebuilding operations. They argued that the new rules aim to silence advocacy rooted in international humanitarian and human rights law and to further the de facto annexation of the occupied Palestinian territory. The organizations cautioned that these regulations put INGOs at risk of having their registration denied or revoked based on arbitrary accusations, such as ‘delegitimizing Israel’ or supporting accountability. - The Palestinian Center for Human Rights released a report confirming that the ongoing Israeli military offensive on the Gaza Strip, which began in October 2023, has deliberately and extensively targeted the agricultural sector and food production systems, resulting in the near-total collapse of a vital source of sustenance. The report asserts that this destruction is not incidental, but part of a long-term, systematic strategy aimed at uprooting the Palestinian presence. It further states that the use of starvation and destruction as weapons of war reflects a clear pattern of genocidal intent through the denial of basic survival necessities. (May 6, 2025)
- The Secretary-General of the Norwegian Refugee Council stated, “It is totally wrong that a party to the conflict – in this case, Israel – should be in control of lifesaving aid for civilians”. He described the new Israeli aid plan as “both totally insufficient to meet the needs in Gaza and a complete breach of all humanitarian principles.” (May 6, 2025)
- The Human Rights and Democracy Media Center (SHAMS) issued a position paper titled ‘The Voice of Truth Under Fire’ on the occasion of World Press Freedom Day, documenting serious violations committed by Israeli forces against Palestinian journalists. (May 6, 2025)
- The Maritime Union of Australia (MUA) declared its unwavering solidarity with the Peace Flotilla and the people of Gaza, strongly condemning the drone attack on the humanitarian ship “The Conscience” in international waters off Malta. The union stated that the attack, which struck the ship twice and endangered the lives of thirty human rights defenders and seafarers, constitutes a violation of international law, threatens the fundamental rights of seafarers and dockworkers globally, and undermines the principles of safe navigation and humanitarian solidarity upheld by the maritime industry. (May 7, 2025)
- Amnesty International stated that the Israeli government must immediately reverse its recently unveiled plans to expand military operations in Gaza, which include actions aimed at the illegal annexation of territory and the forcible displacement of Palestinians. The organization warned that such acts could constitute crimes of genocide and crimes against humanity. It also emphasized that Israel has been using the ongoing blockade as a weapon of war while seeking to consolidate its illegal occupation. Amnesty called on the international community to categorically reject these dangerous plans, exert pressure on Israel to comply with its obligations under international law, and take action to end both the occupation and the apartheid system. - Al Mezan Centre for Human Rights warned that Israel’s annexation and displacement plan marks the final stage of the genocide in Gaza. The organization highlighted that the unanimous approval by Israel’s security cabinet to permanently occupy Gaza and forcibly displace its residents paves the way for the effective annexation of the Strip, in blatant violation of international law. (May 7, 2025)
- The Palestinian Youth Movement, Workers for Free Palestine, and Progressive International released a report titled ‘Exposing UK Arms Exports to Israel,‘ revealing that the United Kingdom shipped thousands of military equipment consignments to Israel between October 2023 and March 2025. The report noted that these exports continued despite the British government’s announcement of a partial suspension, confirming that ministers misled Parliament and the public, failed to ensure transparency, and violated international legal obligations. The report called for a full investigation into UK arms exports to Israel. (May 7, 2025)
- Martijn Eickhoff, Director of the Dutch NIOD Institute for War, Holocaust and Genocide Studies, stated that the institute’s prior analyses of collective violence had identified elements consistent with the Genocide Convention. He added, “I am now also saying that what is happening in Gaza constitutes genocidal violence.” Eickhoff clarified that this characterization is based purely on scientific assessment and does not represent an intervention in the political or legal debate. Legal Achievements/Impacts for Palestine
- The Norwegian Confederation of Trade Unions (LO) voted at its national conference in favor of a comprehensive boycott of Israel, with an overwhelming 88 percent majority. The decision includes a ban on trade and investment with Israeli companies. - Scientists for Palestine announced a webinar to be held on Wednesday, May 14, 2025, at 8:00 PM Palestine time. The session will be delivered by Nadia Abu El-Haj, Professor of Anthropology at Barnard College and Columbia University, and Co-Director of the Center for Palestine Studies. Titled “After Humanitarianism,” the seminar will address Israel’s genocidal war, exposing the fatal contradictions upon which the post-war international order was built. Professor Abu El-Haj will explore how, in the face of daily live-streamed scenes of mass slaughter and destruction, any doubt about Israel’s “intentions” can still persist.
