Prime Minister Muhammad Shtayyeh discussed, in his office in Ramallah, with the International Committee of the Red Cross (ICRC) mission in Jerusalem, Els Debuf, the conditions of prisoners in Israeli occupation prisons, and the development of Palestinian detention centres in accordance with international standards. Shtayyeh called on the ICRC to intervene to release the old prisoners from the Israeli occupation prisons, who were supposed to be released as part of the fourth group according to the agreement that Israel retracted in 2014. Moreover, Shtayyeh stressed the need for the ICRC to follow up on the steady increase in arrests carried out by the Israeli occupation forces in the various governorates of the West Bank, and to follow up on the conditions of detention and the conditions of prisoners on hunger strike. On the other hand, the two sides discussed the development of provisional detention centres of the Palestinian security services (PSS) to be under international standards, monitoring and following-up mechanisms for dealing with detainees during the investigation period.
