Researcher Jassem Zakaria published new research in Damascus University Journal for legal sciences, Volume 37, Issue 3 of 2021, entitled: “International responsibility for Israel on grave violations at Occupied Palestine Between criminalization and human accountability.” The researcher dealt with the idea of international responsibility as one of the most important principles in international law, the researcher considered that Israel’s deportation of the Palestinian people from their land and its refusal of their right to return necessitates holding international responsibility and imposes on Israel to repair the damage it caused. Accordingly, the most important findings of the researcher are that “Israel” bears international responsibility on the basis of its wrongful act of violating international obligations. As for the mechanisms of international responsibility, the researcher pointed out that diplomatic mechanisms are of limited effectiveness. The judicial mechanisms are optional in the sense that Palestine can’t oblige “Israel” to undergo the jurisdiction of the International Court of Justice and its terms of reference. He pointed out that the United Nations should be urged to take a firm stand against Israel’s violation of the principles and rules of international law and resolutions of international legitimacy. This is in addition to working locally on the formation of a competent legal committee to find ways to international justice and before going to the International Criminal Court.
