Human Rights and Democracy Media Center “Shams” in Ramallah, issued a position paper on the second possible extending of the declaration of the state of emergency in Palestine, which will end on May 5, 2020, as part of a series of special papers launched in light of the spread of the Coronavirus pandemic. The paper included an introduction to the first declaration and extension attached to the extension decree published by the Official Journal of the state of Palestine, the national legal framework governing the state of emergency in Palestine is locally represented by the Basic Law, and internationally by the International Covenant on Civil and Political Rights, a read of the legality of the emergency declaration, the first extension, and scenarios after the end of the first extension.
