The Israel Bar Association submitted observations to the Pre-Trial Chamber of the International Criminal Court in which it said that the court does not have jurisdiction over the Palestinian territories or Israel. The Israel Bar Association stated in its observations that the prosecutor’s decision to exercise jurisdiction over Palestine is not correct, because Palestine is not a state even if it adheres to the Rome Statute, and that it cannot delegate jurisdiction to the international criminal court.
