A report stated that the Jewish National Fund (KKL-JNF) is expected to formally approve the purchase of land in Area C of the West Bank under Israeli control to expand existing settlements. The debate was seen as a major policy change for the century-old organization. The draft resolution stated that the organization will not construct new settlements, rather it will work within existing ones on educational, environmental and other projects.
