US officials said that restoring US relations and aid to the Palestinians before 2018 faces a major challenge represented in the 2018 amendment to the anti-terrorism act approved by the US Congress and singed by former President Trump. The aforementioned amendment establishes liability of $655.5 million in financial penalties against Palestinians in U.S. courts if they establish or maintain any facilities in the United States or conduct any activity on behalf of the PLO or the Palestinian Authority. The Taylor Force Act, passed by Congress in 2018, restricts US aid to Palestinians until they cease payments to prisoners convicted over violent crimes against Israelis, which represent a major legal obstacle to the Biden administration’s desire to restore economic aid and US-Palestinian ties. Such amendment followed a jury award that stemed from lawsuits by 11 American families who sought to hold the PA and PLO liable for shootings and bombings between 2002 and 2004 in Jerusalem that killed 33 people, including several Americans.
