Researcher Mais Qandeel publishes an article in the Journal of Palestine Studies, Volume 52, Issue 2 of 2023 titled: “Violence and State Attribution: The Case of Occupied Palestine.” This article discusses Israel’s obligation, as an occupying power, to protect Palestinians against violence. Firstly, the paper presents examples of settler attacks towards Palestinians while emphasizing these attacks took place under the protection of state security forces.
