Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies:
- The Palestinian Council of Ministers condemned the escalating attacks by the Israeli occupation forces and settlers against the Palestinian people, which included incursions into towns in the West Bank, assaults on olive harvesters, and the continued demolition of homes in Jerusalem. The Council expressed concern over the rising number of deaths in Gaza due to the worsening famine. It called on the international community to put pressure on Israel to allow the entry of humanitarian aid that is piled up in the West Bank and at the Jordanian and Egyptian borders. (November 5, 2024)
- The Palestinian Ministry of Foreign Affairs strongly condemned the recently enacted colonial and racist laws by the Israeli Knesset, which target Palestinian citizens in the occupied territories. It viewed the enforcement of these laws as a systematic attempt to annex Palestinian lands, citing the advisory opinion of the International Court of Justice (ICJ), which affirms that Israel has no sovereignty or right to enforce its laws on the occupied State of Palestine. The ministry also condemned Israel’s ongoing, systematic killing of Palestinian civilians, particularly in the Gaza Strip and its northern regions, and its efforts to destroy northern Gaza and displace its residents. It expressed concern over the fragmentation of Gaza into smaller areas to exert control and occupation, and potentially to establish settlements there. (November 7, 2024)
- The Palestinian Ministry of Foreign Affairs condemned the anti-Arab chants of Israeli crowds and the assault on the symbolism of the Palestinian flag in Amsterdam. It warned against the rise of racist ideologies and practices that reflect an hostility toward Palestinian identity and symbolism (Anti-Palestinianism). The ministry called on the Dutch government to investigate the perpetrators of the disturbances, emphasizing its firm rejection of all forms of violence. (November 8, 2024)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies:
- The Israeli Ministry of Foreign Affairs sent a letter to the President of the UN General Assembly, stating that the State of Israel is withdrawing its request issued to UNRWA, as outlined in the “Exchange of Letters between Israel and UNRWA Constituting a Provisional Agreement Concerning Assistance to Palestine Refugees” dated June 14, 1967. This decision is based on legislation passed by the Israeli Knesset on October 28, 2024. The letter noted that this decision will enter into effect after a three-month period. During this time, Israel will continue working with international partners, including other UN agencies, to ensure the facilitation of humanitarian aid to civilians in Gaza in a way that does not undermine Israel’s security. - David Saranga, Director of the Digital Diplomacy Bureau at the Israeli Ministry of Foreign Affairs, stated that “there are alternatives to UNRWA,” noting Israel’s commitment to international law and ensuring the flow of humanitarian aid to Gaza through international organizations free of terrorist activities. (November 5, 2024)
- The Israel Defense Forces (IDF) announced that they are getting closer to “the complete evacuation” of northern Gaza and residents will not be allowed to return home. The IDF Brig Gen Itzik Cohen confirmed that humanitarian aid would be allowed to “regularly” enter the south of the Strip but not the north, since there are “no more civilians left.” (November 6, 2024)
- The Israeli Knesset approved a bill to allow the deportation of relatives of those labeled as “terrorists” for up to 20 years. The law grants the interior minister authority to deport family members of “terrorists” if they knew of the crime or failed to prevent it. The law also includes a provision allowing for the imprisonment of minors as young as 12 years old for up to five years if they are convicted of homicide in terrorist acts. (November 7, 2024)
- Israel’s Ambassador to the United Nations Danny Danon stated that Donald Trump’s election presents an opportunity to neutralize the cases against Israel in the International Criminal Court (ICC) and the ICJ. He explained that the United States has to put pressure on these bodies that hold a double standard against Israel, stressing that they expect support from the new US administration, including the imposition of sanctions on the two courts. Danon also emphasized that the release of the hostages alone will not be enough to end the war in Gaza, as Israel is committed to dismantling Hamas’s military and governmental capabilities. (November 8, 2024)
- IDF announced its preparation to open the Kissufim crossing to increase the volume of aid to Gaza in accordance with the directive from the political echelon. It noted that this was made possible following engineering work carried out in the area, including building inspection facilities and “protective infrastructure,” and paving roads both in “Israeli territory” and within Gaza. (November 8, 2024)
Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies:
- Six U.S. Senators issued a warning to the ICC, calling “to investigate the highly irregular and potentially illegal actions by the Prosecutor” in targeting Israel’s leader through request for arrest warrants. They also raised concerns about the prosecutor’s personal conduct. The senators argued that these actions pose “a danger to America,” claiming that “the court is after Israel, which doesn’t belong to the ICC, for actions in Gaza, which isn’t a state, in a defensive war against terrorists.” (November 4,2024)
- UNRWA Commissioner-General Philippe Lazzarini stated that until October last year, UNRWA provided learning to over 300,000 children in Gaza and 50,000 children in the West Bank. He urged countries calling for finding alternatives to UNRWA to focus instead on reaching an agreement to end the conflict rather than discussing banning the agency. He emphasized that the priority should be to return the children currently living in the rubble to school. (November 3, 2024)
- UNICEF Executive Director Catherine Russell stated that more than 50 children were killed in Jabalia, northern Gaza, in 48 hours by air strikes that leveled two residential buildings sheltering hundreds of people. She noted that these attacks, as well as the attack on a vaccination clinic and a UNICEF staff member, show the grave consequences of the indiscriminate strikes on civilians in the Gaza Strip. She emphasized that evacuation orders do not justify treating civilians as military targets, and that attacks must be carried out proportionally with precautions taken to avoid harming civilians. Russell confirmed that these principles are repeatedly violated. (November 3, 2024)
- 54 countries sent a letter to the UN Secretary-General, the President of the Security Council, and the President of the General Assembly, calling for a halt to the transfer of arms to Israel amid the escalating violence and serious violations of international law in Gaza and other occupied Palestinian territories, as stipulated in General Assembly resolution ES-10/24 of 18 September 2024. The letter emphasized the urgent need for action to protect civilians, called for an immediate and permanent ceasefire, and urged the Security Council to fulfill its responsibilities in maintaining international peace and security. (November 4, 2024)
- UNRWA Commissioner-General Philippe Lazzarini stated that Israeli authorities allowed only 30 aid trucks to enter Gaza daily during October 2024, the lowest level in a long time, bringing the assistance back to the level of the beginning of the war. He added that this cannot meet the needs of over two million people, many of whom are starving, sick, and in desperate conditions, representing only 6% of the supplies allowed into Gaza before the war. He stressed that restricting humanitarian access and dismantling UNRWA will add an additional layer of suffering to already unspeakable suffering, emphasizing that only political will can put an end to a politically made situation. - EU High Representative Josep Borrell stated that the situation in Gaza and the occupied territories is deteriorating by the hour, with unbearable suffering for civilians, and the absence of any intervention to stop it. He referred to the violence by extremist settlers who torched vehicles and damaged residential apartments in the city of Al-Bireh in the West Bank, emphasizing Israel’s duty to protect civilians and hold perpetrators accountable. Borrell also highlighted the intense targeting of the last three partially operating hospitals in north Gaza and Israel’s notification to the United Nations to end its agreement with UNRWA, threatening to deprive millions of life-saving services. He called for an end to the war, the cessation of settler violence, and an end to the illegal occupation of Palestinian territories. (November 4, 2024)
- Malaysian Prime Minister Anwar Ibrahim expressed Malaysia’s strong stance on Israel, stating that the country has prepared a draft resolution for the UN General Assembly proposing that Israel be expelled from the organization over violations of laws and decisions related to the Palestinian issue. He confirmed that Malaysia is also considering presenting Parliament a list of companies operating within the country that are linked to the Israeli regime. He further added that Malaysia will continue to push for a ceasefire and ensure the facilitation of humanitarian aid for Palestine during the upcoming Arab and Islamic Summit in Riyadh. (November 4, 2024)
- The Jordanian Ministry of Foreign Affairs condemned the violence and terrorism of Israeli settlers in the occupied Palestinian territories, the most recent of which being settlers setting cars ablaze in the city of Al-Bireh near Ramallah. The ministry held Israel, the occupying power, accountable for the assault against the Palestinian people and medical personnel in the occupied territories. (November 4, 2024)
- The UN Office for the Coordination of Humanitarian Affairs (OCHA) expressed its deep concern about persistent reports of mounting Palestinian casualties and injuries. It stated that for the past month, Israeli authorities have only allowed humanitarian access to Jabalya, Beit Lahia and Beit Hanoun on an exceptional basis, leaving the agency unable to confirm the conditions of people inside and worried for their safety. OCHA noted that supplies reaching the Erez crossing can only be sent to Gaza City, as requests to deliver them to besieged areas in North Gaza governorate are consistently rejected. (November 4, 2024)
- World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus stated that “there is simply no alternative to UNRWA,” noting that “the ban of UNRWA will not make Israel safer, it will only deepen the suffering of the people of Gaza and increase the risk of disease outbreaks and other health issues.” (November 4, 2024)
- UNICEF Middle East and North Africa Regional Director Adele Khodr stated that the Kamal Adwan Hospital in northern Gaza has become a “besieged war zone,” and its neonatal intensive care unit (NICU), the last remaining unit in northern Gaza, has been damaged in heavy attacks in recent days. Khodr added that access to the hospital has become incredibly difficult and emphasized that newborn babies, as well as sick and injured children, are the most vulnerable to death under these dire conditions due to the lack of medical care and necessary equipment. - UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, stated that “there are many ways in which Israel is destroying the Palestinians in Gaza,” noting that “creating unsustainable and inhumane conditions of life is the most complex and cruel.” She emphasized that what is happening is not just a “war,” but genocide, as the intent to destroy the Palestinian people is evident and unequivocal. Albanese added that international complicity in this regard is also unequivocal, as some states are clearly contributing to or covering up the situation. (November 5, 2024)
- US State Department spokesperson Matthew Miller stated that Secretary of State Antony Blinken spoke with Israeli Defense Minister Yoav Gallant, urging him to take further actions to substantially increase and sustain aid across Gaza, and discussed the importance of ending the war in Gaza. (November 5, 2024)
- During a meeting of the UN General Assembly, UNRWA Commissioner-General Philippe Lazzarini urged member states to intervene to protect the agency, warning that UNRWA will collapse without support, plunging millions of Palestinians into chaos. He also called on the Israeli government to fulfill its obligations and allow UNRWA to continue its work as mandated by the General Assembly. (November 6, 2024)
- The UN Humanitarian Coordinator for the occupied Palestinian territories, Muhannad Hadi, appealed for an end to the war and suffering in Gaza during his first visit to the area since Israel launched its latest military operation in the north a month ago. He described the situation as “unbearable,” emphasizing that “this is not a place for humans to survive.” (November 6, 2024)
- The European Union (EU) strongly condemned Israel’s demolition operations in the Palestinian territories, stating that these operations are part of Israel’s settlement policy, which is illegal under international law and undermines the viability of the two-state solution. The EU noted that at least 32 individuals, including women and children, lost their homes in the Bustan-Silwan neighborhood of occupied East Jerusalem due to the Israeli demolitions. It added that several houses, including the Bustan Association Center, continue to be under imminent threat of demolition. France also condemned the demolitions. (November 6, 2024)
- OCHA published a report titled “Responding to emergency needs amidst shrinking humanitarian space in the Occupied Palestinian Territory,” covering the period from January to June 2024. (November 6, 2024)
- The German Bundestag passed a controversial resolution aimed at ensuring that no organizations or projects that spread antisemitism, question Israel’s right to exist, call for a boycott of Israel, or actively support the Boycott, Divestment, Sanctions (BDS) movement receive financial support. (November 6, 2024)
- The World Food Programme (WFP) in the Middle East and North Africa stated that the food systems in Gaza have collapsed and people are running out of ways to cope. The WFP emphasized that food aid has become the only means of survival for thousands of families in the Gaza Strp. It called for an increase in the volume of aid and for it to be provided sustainably to ensure that the most vulnerable individuals are reached during these difficult conditions. Meanwhile, the United Nations Population Fund (UNFPA) reported that northern Gaza has been under siege for 30 days, reiterating its call for respect for international humanitarian law and an immediate ceasefire. (November 7, 2024)
- The Irish Parliament approved a non-binding motion that affirming that the actions in Gaza constitute “genocide.” The motion urged the government to impose trade, travel and diplomatic sanctions on Israel, immediately suspend all forms of military exchange with Israel, and prohibit the use of Irish airspace and airports for the transportation of weapons to Israel. Irish Deputy Prime Minister Micheál Martin announced that Dublin plans to intervene in the genocide case against Israel, which South Africa has brought before the ICJ. (November 7, 2024)
- Qatar affirmed before the UN General Assembly that the Israeli occupation’s persistence in committing crimes of murder and forced displacement against the Palestinians, particularly children, women, and the elderly in Gaza, and its disregard for international resolutions, require international solidarity to immediately end the war. Qatar called for support for UNRWA against Israeli legislation that hinders its mission and reiterated its commitment to supporting the agency with financial contributions of more than $49 million in 2024. (November 7, 2024)
- The French Foreign Ministry strongly condemned the Israeli police’s armed raid on a church in the Sanctuary of the Eleona in Jerusalem and the arrest of two employees of the French Consulate General in Jerusalem, who were tasked with securing the visit of French Foreign Minister Jean-Noël Barrot, before their release following the minister’s intervention. France also announced its intention to summon the Israeli ambassador in the coming The Jordanian Foreign Ministry also condemned the incident, stating that it reflects Israel’s persistence in continuing practices that violate the historical and legal status quo of occupied Jerusalem, emphasizing that Israel has no sovereignty over it. (November 7-8, 2024)
- During the third session of the 10th G20 Parliamentary Speakers’ Summit (P20) in Brazil, Turkish Parliament Speaker Numan Kurtulmuş stressed that the genocide and massacres being committed by Israel are ringing the alarm for humanity to establish a new order. He stressed the need to restructure international institutions, especially the UN Security Council, to ensure justice and equality, criticizing the current system that serves the interests of major powers at the expense of weak nations. (November 8, 2024)
- The Famine Review Committee (FRC) has issued a warning about the rapidly deteriorating humanitarian situation in the Gaza Strip, highlighting an imminent and substantial likelihood of famine occurring, especially in the northern Gaza Strip. The report noted that the latest analysis issued by the Integrated Food Security Phase Classification (IPC) team in October 2024 placed all of the Gaza Strip in Phase 4 of acute food insecurity, with 133,000 people categorized in a state of catastrophic food insecurity. The committee called for immediate action from all parties involved, including allowing the entry of humanitarian supplies, lifting the blockade on northern Gaza, stopping attacks on healthcare facilities, and allowing repairs to the water and sanitation systems. (November 8, 2024)
- Mathilde Panot, member of the French National Assembly, demanded that France’s PM forbid “genocidaires” — including Israel’s Finance Minister Bezalel Smotrich — from attending a gala for French-speaking Zionists set to take place in Paris on November 13. (November 8, 2024)
- The UN Human Rights Office published a report on the human rights situation in Gaza for the period from 1 November 2023 to 30 April 2024. The report revealed that the widespread killing of civilians and severe breaches of international law, which in many instances could amount to war crimes, and the fact that 70% of the victims in Gaza were women and children, reflect a clear disregard for civilian deaths and the impact of the chosen methods of warfare. UN Human Rights Chief Volker Türk stated that “this unprecedented level of killing, and injury of civilians is a direct consequence of the failure to comply with fundamental principles of international humanitarian law – namely the principles of distinction, proportionality and precautions in attack.” UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, commented on the report, stating that the horrific reality that report reveals constitutes genocide, with an army that is significantly funded and supported by Western states. - French Foreign Minister Jean-Noël Barrot emphasized that France considers settlement activity to undermine the prospects for a two-state solution. He explained that France has consistently called on Israeli authorities to end the aggressive settlement policy in East Jerusalem and the West Bank. He added that France has decided to impose sanctions on extremist and violent settlers and has initiated the creation of a European sanctions mechanism, which has led to the adoption of two sets of sanctions targeting individuals and entities involved in or complicit in hostile settlement activities, while work to adopt a third set of sanctions is ongoing. (November 9, 2024)
- The President of the Arab Parliament, Mohammad Ahmed al-Yamahi, sent written letters to the chairpersons of international and regional parliaments, urging immediate action to stop Israel’s attempts to dismantle UNRWA. He called for a firm stance in support of the agency and for pressure to be applied on the Israeli occupation to halt its violations. (November 9, 2024)
Publications of human rights NGOs:
- The Palestinian Centre for Human Rights (PCHR) published an article titled “Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank in October 2024.” The article documented several crimes committed by Israeli forces and settlers against Palestinians in the West Bank, including Jerusalem. These crimes include killings, destruction of public and private property, land confiscation, arrests, and threats. (November 2, 2024)
- On the International Day to End Impunity for Crimes Against Journalists, Addameer Association for Prisoner Support and Human Rights highlighted the suffering of Palestinian journalists in the occupied territories, where they face increasing forms of arrest, mistreatment, beatings, and ongoing targeting. It pointed out that 132 journalists have been arrested since October 7. It stated that Israel’s violations against journalists aim to deter and intimidate the Palestinian community and compel them to abandon their inalienable rights. (November 3, 2024)
- The Global Network on the Question of Palestine condemned the Israeli legislation to ban UNRWA operations, affirming that this legislation undermines the right of Palestinian refugees to return. It described the ban as part of Israel’s settler-colonial project aimed at creating “Greater Israel” and erasing Palestinian Indigenous presence. The network also emphasized that the Israeli legislation violates the provisional measures issued by the ICJ in South Africa v. Israel case, as well as Article 105 of the UN Charter, the Convention on the Privileges and Immunities of the United Nations, and UN Security Council resolution 2730 on the protection of humanitarian and UN personnel. It added that the legislation defies the ICJ’s ruling on the unlawfulness of Israel’s presence in Gaza and the West Bank and the UN General Assembly’s resolution calling for the withdrawal of the occupation forces. The network urged member states to take concrete, immediate, and pragmatic actions to put an end to Israel’s long-standing settler-colonial project and deliver justice to the Palestinian people. - Members of the International Executive Board (IEB) of the United Automobile, Aerospace and Agricultural Implement Workers of America (UAW) demanded the union leadership to divest from “Israel Bonds,” which directly fund the U.S.-backed Israeli genocide against Palestinians. (November 4, 2024)
- 30 Jewish organizations issued a solidarity statement in support of the UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, who has been under relentless attack from politically motivated organizations, which have been waging toxic smear campaigns to silence her and to harm her human rights mandate. The signatories condemned the support some Western governments have shown for these smear campaigns, which included unfounded accusations of antisemitism, stating that these accusations recklessly incite against the rapporteur and endanger her safety. (November 5, 2024)
- The Legal Centre for Palestine – Canada (LCP), in collaboration with the International Center of Justice for Palestinians (ICJP- Canada), announced the creation of the Coalition for Canadian Accountability in Gaza (CCAG) with the aim of filing a lawsuit against the Canadian government for its negligence in fulfilling its preventive duties under the Genocide Convention and for violating the Canadian Charter of Rights and Freedoms. The Coalition represents Canadian citizens of Palestinian origin who, along with their families, have experienced unimaginable loss due to Israel’s year-long assault on the civilian population of Gaza. The claim is based on several instances of Canada’s complicity in the genocide in Gaza, including the suspension of funds to UNRWA, increased arms exports to Israel, procurement of arms from Israel’s state-owned industry, maintenance of the Canada-Israel Strategic Partnership, and cooperation between the Canadian military and Israeli military.(November 6, 2024)
- Doctors Without Borders/Médecins Sans Frontières (MSF) stated that residents of northern Gaza, including 10 of its staff members and their families, have fled Jabalia camp to Gaza City after a month of siege and systematic attacks. The organization added that some of its staff have been injured, while one was killed on October 10. It added that the North Gaza governorate has been under relentless violence and blockade from Israeli forces, emptying the area of Palestinian life after being home to 175,000 people prior to the ground invasion. MSF further explained that people in North Gaza governorate are facing inhumane conditions, without access to food, water or medical care. It called on Israel to immediately stop forced displacements and facilitate humanitarian aid in north Gaza, and to stop the indiscriminate killing across the Strip. (November 7, 2024)
- Adalah – The Legal Center for Arab Minority Rights in Israel criticized the laws recently passed by the Israeli Knesset, emphasizing that with these laws, Israel deepens its two-tiered legal system – one for Palestinians and one for Jewish Israelis – violating international law and basic human rights. The Center stressed that these laws represent a flagrant violation of international law and reflect a systematic and oppressive policy against Palestinians. (November 7, 2024)
- Democracy for the Arab World Now (DAWN) called on the US Departments of State and Treasury to impose sanctions on the Israeli settlement organization Amana and its leadership for supporting the establishment of illegal settlements, settler violence and the intimidation and forcible displacement of Palestinian communities in the occupied West Bank. DAWN submitted an 18-page report containing evidence of Amana’s settlement activity. (November 7, 2024)
- Just Peace Advocates (JPA) and Independent Jewish Voices (IJV) Canada announced the release of a new report revealing that millions of dollars in Canadian charitable donations have been funneled to organizations that support illegal Israeli settlements and military activities in the Occupied Palestinian Territories. UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, called for the suspension of the charitable status of the organizations involved and for immediate investigations to be conducted. (November 8, 2024)

Human rights conferences and events:
- The Parliamentary Friendship Group with Palestine, in collaboration with the Embassy of the State of Palestine and the Arab League Mission in Argentina, organized a dialogue session in the Argentine Parliament on the humanitarian situation in Palestine, with the participation of five UN special rapporteurs. Deputy Lorena Pokoik, Chair of the Friendship Group, called on the countries of the world to fulfill their legal and moral obligations to stop Israeli crimes and violations, stressing that what is happening in the Gaza Strip constitutes genocide in the legal terms. (November 3, 2024)
- A group of academics, intellectuals, human rights advocates, and representatives from the media and civil society organizations gathered in London to launch the “Gaza Tribunal,” an independent initiative serving as a “court of humanity and conscience.” Led by international law expert Richard Falk, the Tribunal aims to spotlight voices from civil society in the examination of abuses and violations related to Gaza. - Scientists for Palestine announced an online webinar, in collaboration with the Bisan Center for Research and Development, titled “Moral Abdication. On the Consent to the Destruction of the Palestinians of Gaza” to be held on November 13, 2024, at 7:00 PM Palestine time.
