Researcher Lubna Matar prepared an analytical paper at Al-Aqsa University in Gaza entitled “International criminal responsibility of the Israeli occupation for the return marches.” The researcher stated, given the continued suspension of the Palestinian victims’ right to effective judicial redress on the regional and international levels. This paper is based on the international criminal responsibility of the Israeli authorities for crimes committed in the Return Marches. In her paper, the researcher addressed the jurisdiction of the International Criminal Court (ICC) to prosecute the Israeli occupation crimes in the Return Marches, as she dealt with the rules of jurisdiction for hearing the case of the crimes committed in the Return Marches by the Israeli occupation, and then the difficulties facing Palestine in the prosecution of (Israel) before the ICC.
