The Council of Palestinian Human Rights Organizations, the Palestinian NGO Network and the Independent Commission for Human Rights called on the international community, especially the High Contracting Parties to the Fourth Geneva Convention, to exert pressure on the State of Israel to shoulder its legal responsibilities, as the Occupying Power, towards providing vaccines to the Palestinians. It also called on the World Health Organization (WHO) and the “Kovacs” program to assume legal and moral responsibilities in providing and distributing vaccines to Palestinians. It demanded the producing companies that contracted with the Palestinian government, and the countries to which these companies belong, to quickly fulfill their contractual obligations and provide vaccines as quickly as possible. It finally called on the Palestinian government to adhere to the standards of “Kovacs” and the World Health Organization (WHO) in distributing vaccines to Palestinians, including standards of governance and transparency in distribution mechanisms.
