The Palestinian Ministry of Foreign Affairs and Expatriates affirmed that while Israel provides the Coronavirus vaccine to its citizens, it is carrying out racial discrimination against the Palestinian people and denying them their right to health. Instead, Israel held the Palestinian Authority (PA) responsible for providing the vaccine, in an attempt to evade responsibility as an occupying power. The Ministry of Foreign Affairs called on the international community to exert pressure on Israel to assume its responsibilities as stipulated under international law, and international humanitarian law. This is especially relevant to Article 56 of the Fourth Geneva Convention, which stipulates that the occupying power must ensure “the adoption and application of the prophylactic and preventive measures necessary to combat the spread of contagious diseases and epidemics.” Besides, it includes purchasing and distributing vaccines to the Palestinian people under its prolonged military occupation, as well as providing them to prisoners in Israeli occupation’s prisons.
