The Palestinian National Council, through its president; Salim al-Zanoun, sent identical letters to the High Contracting Parties to the Third Geneva Convention, calling on them to act according to Articles 129 and 130 of the Convention. Furthermore, it called them to take the necessary measures and impose sanctions on the Israeli Minister of Public Security; Amir Ohana, and bring him to trial, after his decision not to provide vaccinations against the “COVID-19” virus for prisoners and detainees in Israeli prisons. The council said in the letters that this decision violates Articles 13 and 15 of the Third Geneva Convention, which imposes on the detaining power the full medical care of prisoners, and prohibits it from committing any act or negligence that endangers their lives. The Council appealed to the heads of parliaments and federations to take effective action and immediately intervene to press on Israel to provide means of prevention, and to take all measures to protect the prisoners from the risk of catching the virus. In addition, the PNC demanded to guarantee that all prisoners and detainees are getting the vaccine without conditions or exceptions, to provide international monitoring during the examinations, and to examine the nature of the vaccines provided to them.
