- Deputy Permanent Observer of the State of Palestine to the United Nations, Ambassador Majed Bamya, stated “Our role is not to be the narrators of this genocide, but to be part of the movement that brings it to an end.” He added, “This world is doomed and damned if it continues to allow Palestinians to be killed in this manner, if it allows children to be killed in this manner.” He concluded, “This is our call to all: act. Save Gaza, or we are all doomed.” (July 20, 2025)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies
- Israeli army spokesperson Avichay Adraee announced new evacuation orders for all residents in the southwestern area of Deir al-Balah, including those sheltering in tents, as the military expands its operations in a zone he claimed had not been previously targeted. He also warned anyone who has returned, or intends to return, to previously evacuated areas, describing them as “dangerous combat zones.” (July 20, 2025)
- Israeli Foreign Minister Gideon Sa’ar announced that he had instructed authorities not to renew the residency visa of Jonathan Whittall, Head of the UN Office for the Coordination of Humanitarian Affairs (OCHA) in the occupied Palestinian territory. Sa’ar accused Whittall of biased and hostile conduct, distorted reporting against Israel, harming the country’s reputation, and violating the UN’s neutrality guidelines. (July 20, 2025)
- Israeli Minister of Innovation and Science Gila Gamliel posted a video on X promoting a vision for the future of Gaza that emphasizes the voluntary migration of the Strip’s residents, stating, “It’s either us or them.” She also shared a link to her voluntary migration plan, originally presented on October 13, 2023, which calls for the “voluntary humanitarian evacuation” of Gaza residents by establishing temporary tent cities in northern Sinai and relocating them to countries such as Canada, Egypt, Saudi Arabia, and Turkey. - Israeli Finance Minister Bezalel Smotrich stated that the United States has given Israel the green light to transform the Gaza Strip into a “resort town” following the relocation of Palestinians, affirming that Israel will occupy Gaza and make it an inseparable part of the country. The remarks were made during a Knesset conference titled “Gaza Riviera – From Vision to Reality,” where Smotrich unveiled a plan to relocate Gaza’s residents to other countries to facilitate settlement of the area, including the proposed establishment of three settlements along the northern border. He also called on the Prime Minister to permanently reject any partial agreement with Hamas and to instruct the Israeli army to invade Gaza and implement what he referred to as a “humanitarian separation plan.” (July 22–23, 2025)
- The Israeli Knesset approved, by a majority of 71 votes to 13, a declaration to annex the West Bank, urging the government to apply Israeli sovereignty over the areas of “Judea, Samaria, and the Jordan Valley.” The declaration stated that “Sovereignty in Eretz Israel is an inseparable part of the fulfillment of Zionism and the national vision of the Jewish people that has returned to its homeland.”, and asserted that “the establishment of a Palestinian state poses an existential danger to Israel, its citizens and the entire region.” (July 23, 2025)
- The Israeli Ministry of Foreign Affairs criticized what it described as Brazil’s decision to join the legal offensive against Israel at the International Court of Justice. The Ministry also stated that Brazil’s withdrawal from the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism represents a profound moral failure. (July 22, 2025)
Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies
- UNRWA confirmed that Israeli authorities have issued further forcible displacement orders to Palestinian families who had already been forced to flee. Bombing continues, and there is no safe place in Gaza, where residents are suffering from hunger and a severe lack of food. UNRWA stressed the urgent need to allow broad and safe access for humanitarian aid and to enable the agency to carry out its relief missions. (July 20, 2025)
- European Parliament member Marc Botenga stated that Gaza is starving under an organized famine, which he described as “a crime of historic proportions,” committed against children one by one. He accused the European establishment of supporting the famine and deliberately downplaying it before the Western audience. (July 20, 2025)
- The World Food Programme (WFP) announced that a convoy of 25 food aid trucks came under fire from Israeli occupation forces upon entering northern Gaza, resulting in deaths and injuries among civilians who had been waiting for the aid. The Programme expressed deep concern, stating that the incident reflects the growing danger facing humanitarian operations, despite Israeli promises to improve conditions, and pointed to the worsening hunger crisis, with one-third of the population suffering from food insecurity. - Gulf Cooperation Council Secretary-General Jasem Mohamed Al-Budaiwi called on the international community to take urgent action to lift the Israeli blockade imposed on the Gaza Strip and to ensure the immediate and unconditional entry of humanitarian aid. (July 21, 2025)
- UK Foreign Secretary David Lammy announced a new £60 million humanitarian aid package to support healthcare, food, and water in the Gaza Strip, including assistance for two field hospitals. He stated that the suffering of civilians in Gaza has reached “new depths.” (July 21, 2025)
- Thirty countries, including the UK, Australia, and France, along with the EU Commissioner, called for an immediate end to the war in Gaza, warning of severe humanitarian deterioration in the Strip. The joint statement condemned the killing of over 800 Palestinians while seeking aid and described Israel’s relief distribution policies as inhumane and drip-feeding. The signatories demanded the lifting of all restrictions on the flow of aid, opposed displacement and settlement plans, and reaffirmed their support for a two-state solution. (July 21, 2025)
- The World Health Organization (WHO) condemned attacks targeting a building housing its staff in Deir al-Balah in the Gaza Strip, which included mistreatment of displaced persons and the destruction of its main warehouse, stating that humanitarian operations are now in grave danger. WHO reported that the Israeli military attacked the staff residence three times, and two WHO staff members, along with two of their family members, were detained. The organization called for the protection of all its personnel and facilities, noting that 88% of Gaza is now either under evacuation orders or designated Israeli-militarized zones, leaving no safe place to go. (July 21, 2025)
- The Belgian Federal Prosecutor’s Office announced it had received two legal complaints through a lawyer from the Hind Rjaab Foundation and the Global Legal Action Network, concerning serious violations of international humanitarian law committed by two Israeli soldiers in Gaza. The complaints were filed while the soldiers were visiting Belgium. After an initial review, the Prosecutor’s Office determined that it may have jurisdiction to investigate these violations. As a result, the police were asked to locate and interrogate the suspects, who were questioned and then released. (July 21, 2025)
- The UN Secretary-General, through his Spokesperson Stéphane Dujarric, expressed deep dismay at the accelerating breakdown of humanitarian conditions in Gaza and deplored growing reports of children and adults suffering from malnutrition. He strongly condemned the ongoing violence, including the shooting, killing, and injuring of people attempting to get food for their families, stressing that civilians must be protected and never targeted. He noted that the new evacuation order in Deir al-Balah further exacerbated displacement and severely restricted the United Nations’ ability to deliver assistance. (July 21, 2025)
- Jonathan Whittall, Head of the Office for the Coordination of Humanitarian Affairs in the occupied Palestinian territories, described the situation in Gaza as a massacre, highlighting the use of hunger as a weapon, forced displacement, and a death sentence for people simply trying to survive. He stated, “The means of survival for an entire population has been dismantled.” Whittall stressed that this suffering is preventable, and if it continues, it is intentional. He also pointed out that Israel has not only received suggestions but binding legal orders from the International Court of Justice, adding that a ceasefire alone will not be sufficient to end this atrocity. - The United States announced its decision to withdraw from the United Nations Educational, Scientific and Cultural Organization (UNESCO), stating that continued participation in the organization no longer serves American national interests. The U.S. also cited UNESCO’s decision to admit the “State of Palestine” as a member state as contrary to U.S. policy and contributing to the spread of anti-Israel rhetoric within the organization. (July 22, 2025)
- Thirty-four former European Union ambassadors sent an open letter to the heads of EU institutions and member state governments, calling for immediate and effective measures against Israel’s unlawful actions in Gaza and the West Bank. They expressed shock at the daily crimes being committed against Palestinians and affirmed that the EU’s silence and reluctance to take decisive steps undermines its credibility and principles. (July 22, 2025)
- The municipality of Pesaro in the Marche region of central Italy announced a boycott of products labeled “Made in Israel,” reaffirming its opposition to the ongoing genocide in the Gaza Strip. It called on citizens to make a “conscious and peaceful choice” to boycott Israeli products as a way of contributing to peace. The municipality also urged the Italian government and the Marche region to “move from words to action.” (July 22, 2025)
- EU High Representative for Foreign Affairs and Security Policy Kaja Kallas stated that the killing of civilians seeking aid in Gaza is indefensible. She added that she had again spoken with Gideon Sa’ar to reaffirm their understanding on aid flow, making it clear that the IDF must stop targeting people at distribution points. Kallas stressed that all options remain on the table if Israel fails to deliver on its pledges.
- European Commission President Ursula von der Leyen stated, “Civilians cannot be targets. Never.” She emphasized the urgent need for the free, safe, and swift delivery of humanitarian aid, along with full respect for international humanitarian law. Von der Leyen added that civilians in Gaza have suffered too much for too long and that this must stop immediately, calling on Israel to fulfill its commitments. In response, UN Special Rapporteur on the occupied Palestinian territories Francesca Albanese commented: “So little, so late, President von der Leyen: After you have given Israel 21 months a free pass in Gaza, it will take more than words to prevent Israel from completing its genocidal mission and overt ethnic cleansing campaign. And even more, to repair what’s left of the EU’s credibility.” (July 22–23, 2025)
- White House Press Secretary Karoline Leavitt said that U.S. President Donald Trump was disturbed by reports of Palestinians being killed while trying to access humanitarian aid in Gaza and was caught off guard by the attack on Gaza’s only Catholic church. She stated that President Trump called the Israeli Prime Minister to address both issues immediately. Leavitt affirmed that Trump wants the killing to stop and is pursuing a ceasefire. She emphasized his support for the release of all hostages from Gaza and for the peaceful distribution of aid in a way that does not benefit Hamas, highlighting the administration’s backing of the Gaza Humanitarian Foundation. (July 21, 2025)
- Brazil announced that it is in the final stages of submitting a formal intervention request to the International Court of Justice in the case brought by South Africa against Israel under the Convention on the Prevention and Punishment of the Crime of Genocide. The Brazilian government expressed deep discontent over the systematic violations of human rights in Palestine, including the use of starvation as a weapon of war, forced annexation of land, and the expansion of illegal settlements. It emphasized that impunity undermines international legitimacy. (July 23, 2025)
- France strongly condemned the expansion of the Israeli offensive into central Gaza, where evacuation orders have displaced tens of thousands in Deir el-Balah and are obstructing the work of numerous UN agencies and international NGOs. The situation has further worsened the humanitarian crisis, marked by widespread malnutrition and the growing risk of famine due to the Israeli-imposed blockade. France also condemned the shooting of Palestinians seeking humanitarian aid, called on Israel to comply with the International Court of Justice’s provisional measures, and urged the immediate lifting of all restrictions on aid delivery. It further demanded that UN agencies be allowed to operate freely, deplored the revocation of the visa of the Head of OCHA in the Palestinian Territories, and called for independent journalists to be granted access to Gaza to document the situation. (July 23, 2025)
- French President Emmanuel Macron announced that France has decided to recognize the State of Palestine, consistent with its long-standing commitment to a just and lasting peace in the Middle East. He confirmed that he will officially declare this decision at the United Nations General Assembly in September. Macron emphasized that the urgent priority is to end the war in Gaza, secure an immediate ceasefire, release all hostages, and deliver large-scale humanitarian aid to civilians. He also underscored the importance of building a viable Palestinian state that, through disarmament and full recognition of Israel, can contribute to the security of all peoples in the region. (July 24, 2025)
- UNRWA Commissioner-General Philippe Lazzarini stated that one in every five children in Gaza City is suffering from malnutrition, with cases rising daily. He noted that most children are experiencing wasting and severe weakness and are at risk of death if they do not receive urgent treatment. Lazzarini added that the crisis affects everyone, including frontline workers, many of whom survive on just one meal a day. He also reported that UNRWA has approximately 6,000 trucks loaded with food and medical supplies in Jordan and Egypt, awaiting permission to enter Gaza. (July 24, 2025)
- The International Criminal Court (ICC) decided to refer Hungary to the Assembly of States Parties to the Rome Statute for failing to comply with an arrest warrant issued against Israeli Prime Minister Benjamin Netanyahu. The Court stated that Hungary, as a State Party to the Statute, was legally obligated to execute the arrest warrant when Netanyahu visited Budapest in April 2025. (July 24, 2025)
- The Kingdom of Bahrain, the Arab Republic of Egypt, the Republic of Indonesia, the Hashemite Kingdom of Jordan, the Federal Republic of Nigeria, the State of Palestine, the State of Qatar, the Kingdom of Saudi Arabia, the Republic of Türkiye, the United Arab Emirates, the Sultanate of Oman, the League of Arab States (LAS), the Organization of Islamic Cooperation (OIC), the Russian Federation, and Malaysia condemned the Israeli Knesset’s recent ratification of a declaration calling for the imposition of so-called “Israeli sovereignty” over the occupied West Bank. The signatories viewed this move as a blatant violation of international law and a direct infringement of UN Security Council Resolutions 242 (1967), 338 (1973), and 2334 (2016), which reject efforts to legitimize the occupation and Israel’s settlement activities in the Occupied Palestinian Territory. The Arab Parliament also condemned the ratification and called on the Inter-Parliamentary Union to immediately suspend the Israeli Knesset’s membership. (July 24, 2025)
- UK Prime Minister Keir Starmer stated that the suffering and starvation unfolding in Gaza are unspeakable and indefensible, stressing that the humanitarian situation has reached catastrophic levels and continues to worsen. He announced an emergency call with E3 partners, France and Germany, to discuss urgent steps to stop the killing and deliver food, alongside efforts to build a lasting peace. Starmer emphasized the urgent need for Israel to change course and allow the immediate entry of humanitarian aid. (July 24, 2025)
- Six senior U.S. Senators issued a joint statement urging the Trump administration to use its influence to pressure Israeli Prime Minister Benjamin Netanyahu to immediately change the course of the war in Gaza, citing the “appalling and unconscionable” humanitarian conditions and the spread of famine. They called for a complete reform or shutdown of the Gaza Humanitarian Fund (GHF) in favor of supporting UN-led coordination mechanisms, and the development of a “day-after” plan that ensures Hamas does not remain in power, rejects annexation of the West Bank, and advances the two-state solution. (July 25, 2025)
- The Islamic World Educational, Scientific and Cultural Organization (ICESCO) called on global leaders, institutions, diplomats, and intellectuals to urgently act to stop the genocide and war of starvation imposed by Zionist occupation authorities on Gaza. The organization stressed that what is taking place represents one of the greatest tragedies in human memory. (July 25, 2025)
- Canadian Prime Minister Mark Carney stated that Canada condemns the Israeli government’s failure to prevent the rapidly worsening humanitarian disaster in Gaza. He affirmed that the obstruction of aid deliveries, including Canadian-funded assistance, constitutes a violation of international law, and called for replacing Israel’s control over aid distribution with a comprehensive international mechanism. Carney also called for an immediate ceasefire, the release of hostages by Hamas, and for Israel to respect the territorial integrity of the West Bank and Gaza. He reaffirmed Canada’s support for a two-state solution and noted that the Foreign Minister will participate in next week’s UN High-Level Conference on the issue in New York. (July 25, 2025)
- The United States strongly rejected President Emmanuel Macron’s plan to recognize a Palestinian state at the UN General Assembly, calling it a reckless decision that serves Hamas propaganda and undermines peace efforts. The move was described as “a slap in the face to the victims of October 7th.” (July 25, 2025)
- Australian Prime Minister Anthony Albanese stated that the situation in Gaza has gone beyond the world’s worst fears, emphasizing the need to protect every innocent life—both Israeli and Palestinian. He called on Israel to comply with international law and to allow the United Nations and humanitarian organizations to carry out lifesaving work safely and without obstruction. (July 25, 2025)
- UN Secretary-General António Guterres stated that what is happening in Gaza is not merely a humanitarian crisis but a “moral crisis that challenges the global conscience,” pointing to the absence of compassion and humanity, and the international community’s failure to act. Guterres called for an immediate and permanent ceasefire, the release of all hostages, urgent humanitarian access, and concrete steps toward a two-state solution. (July 25, 2025)

- Hamleh Center has released a new study titled: “War and Digital Shadows: Palestinian Women Between Voice Confiscation and Body Exposure in Digital Space,” which addresses gender-based digital violence targeting Palestinian women amid the ongoing genocide in Gaza. (July 20, 2025)
- The Palestinian Centre for Human Rights (PCHR) warned that the three internationally recognized indicators for declaring a famine in the Gaza Strip are alarmingly close to being met. The center cited the latest report by the Integrated Food Security Phase Classification (IPC), issued in May 2025, which found that nearly half a million Palestinians in Gaza are facing catastrophic levels of hunger, classified as Phase 5, the most severe level of food insecurity. (July 20, 2025)
- The Association of Journalists of Agence France-Presse (SDJ) has warned that AFP’s collaborators in the Gaza Strip — among the last journalists still operating on the ground — are facing a real risk of starving to death amid the catastrophic deterioration of their living conditions. AFP management affirmed that it shares the SDJ’s deep concern and announced that it is taking steps to evacuate its Palestinian collaborators and their families, despite the strict restrictions on exiting the Strip. (July 21, 2025)
- Amnesty International Secretary General Agnès Callamard stated that Israel’s genocide against Palestinians in Gaza demands immediate action, not just statements. Her remarks came in response to a joint statement by 25 countries — including the United Kingdom, France, Canada, and Japan — calling for an immediate end to the war. Callamard stressed the urgent need to ban all weapons transfers to Israel, end the EU-Israel trade agreement, halt any trade with the Occupied Territories, and impose sanctions on Israel. She also urged the European Commission to take a decisive stand to end the blockade and the engineered starvation of Palestinians. (July 21, 2025)
- Médecins Sans Frontières (MSF) has warned of the severe psychological toll on Palestinians in the West Bank, particularly in the southern Hebron countryside, in areas like Masafer Yatta, due to escalating violence by Israeli settlers and armed forces. The organization reported that Israeli forces have carried out multiple home demolitions in the area, with some villages seeing up to 85% of their homes destroyed. MSF emphasized that Israeli policies aimed at annexing the West Bank are exacerbating both the physical and mental health conditions of Palestinians, as near-daily settler attacks, often carried out under the protection of the Israeli army, continue to rise in intensity and frequency. - The Lemkin Institute for Genocide Prevention has called on all world leaders to take immediate action to get food and water into Gaza, without waiting for meetings, reports, sessions, or empty diplomatic summits. The institute stressed that genocide must not be allowed to continue under the world’s watch, and that mass starvation in Gaza cannot be tolerated or delayed any further. It urged everyone with power to use it — now. (July 21, 2025)
- The Palestinian Return Centre (PRC) submitted a legal and humanitarian briefing to over 1,000 Members of Parliament across the UK and EU, urging immediate and responsible action to end the deliberate starvation imposed on Gaza’s civilian population. The briefing also called for holding Israel accountable for its repeated violations of international humanitarian law. (July 21, 2025)
- Diakonia published an article titled “One Year On: The Devastating Cost of Ignoring the ICJ’s July 2024 Advisory Opinion,” calling on States Parties to implement the Court’s findings regarding Israel’s policies and practices in the occupied Palestinian territory. The organization demanded an end to the unlawful presence of the occupation, the upholding of the Palestinian people’s right to self-determination, and accountability for both past and ongoing violations of international law. (July 21, 2025)
- The Secretary General of the Norwegian Refugee Council, Jan Egeland, warned that Israel’s mass relocation orders in Deir al-Balah have forced thousands of families, who have already lost everything, to flee once again. He noted that 93% of Gaza is now off-limits, comparing it to relocating the entire population of the UK to Wales. He added that overcrowded, aid-dependent communities are being pushed past the breaking point. (July 21, 2025)
- The Harvard Education Publishing Group announced the cancellation of a special issue of the Harvard Educational Review (HER) dedicated to “Education and Palestine” shortly before its release, citing “a number of complex issues” in a message to contributors — a decision that shocked authors and editors. The issue had focused on topics related to Palestinian education and the impact of the occupation and genocide in Gaza. (22 July 2025)
- Al Mezan Center for Human Rights issued a press release stating that 80% of Gaza’s water and sanitation infrastructure now lies within evacuation zones. The center warned that recent displacement orders have placed Gaza’s central desalination plant at direct risk of destruction, damage, or looting, further worsening the Strip’s water crisis. The statement emphasized that this situation intensifies the ongoing genocide by driving comprehensive dehydration. (July 22, 2025)
- Oxfam reported that deadly diseases are sweeping through Gaza as a result of Israel’s deliberate blockade and restriction of aid entry. The organization noted that water-borne diseases, most of which are easily preventable and treatable, have surged by nearly 150% over the past three months. Oxfam stressed that the conditions imposed by Israel have created an environment where epidemics can flourish. It emphasized that only a full ceasefire and unconditional humanitarian access through all crossings can prevent mass death and enable Palestinians in Gaza to survive and recover. (July 23, 2025)
- Al-Haq Organization published a position paper titled “Third States and International Organizations’ Complicity in Genocide Through the Failure to Protect Palestinians and Enforce International Law.” (July 23, 2025)
- Amnesty International and more than 100 non-governmental organizations warned of the risk of mass starvation in Gaza, urging governments to open all land crossings and restore the full flow of humanitarian supplies and fuel through a UN-led mechanism. They also called for an end to the blockade and the establishment of a ceasefire. Human Rights Watch published an article on the issue, urging countries to join the Diplomatic Humanitarian Convoy proposed by over 1,000 human rights organizations worldwide. (July 23, 2025)
- An investigation by +972 Magazine and Local Call reveals that Israel’s military has routinely employed “double tap” airstrikes in Gaza, a tactic that involves striking the same area twice—first to target individuals, and again to prevent rescue efforts. Based on testimonies from Palestinian eyewitnesses and Israeli security sources, the practice specifically targets paramedics and civilians attempting to save the wounded after bombings. The procedure is reportedly used in cases of imprecise strikes, where rescuers are often killed, ensuring the death of the intended target—whether through direct impact or by preventing medical aid. (July 24, 2025)
- BBC News, Agence France-Presse (AFP), the Associated Press (AP), and Reuters have expressed desperate concern for journalists in Gaza, who are increasingly unable to feed themselves and their families. The agencies urged the Israeli authorities to immediately allow journalists to enter and leave Gaza, and to ensure that adequate food supplies reach the people there. (24 July 2025)
- The Hind Rajab Foundation filed a formal criminal complaint with the authorities of the Republic of Cyprus, demanding the immediate arrest of Israeli soldier Tamir Mulla, who is currently present on Cypriot territory. The complaint accuses him of direct involvement in war crimes, crimes against humanity, and acts that amount to genocide during the Israeli assault on the Gaza Strip between 2023 and 2025.
