Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies:
- The Higher Presidential Committee for Church Affairs in Palestine warned of the dangers posed by Israel’s continued excavation of “Judaization tunnels” beneath the Al-Aqsa Mosque and its surroundings. It said the tunnels, now numbering around 60, threaten the mosque’s foundations and risk destroying historical and religious landmarks protected under international law and UNESCO resolutions. The Committee urged the international community, particularly UNESCO, to condemn these violations and dispatch a monitoring mission to investigate. The Governorate of Jerusalem also warned of the grave implications of blowing the shofar inside Al-Aqsa Mosque, describing it as a reflection of Israel’s determination to advance its Judaization project of the site. - The Palestinian Ministry of Foreign Affairs condemned recent inciteful remarks by Israeli government ministers and Likud party members calling for “imposing sovereignty” and dismantling the Palestinian National Authority. The Ministry described these positions as part of a frenzied race to create new facts on the ground and accelerate the annexation of the West Bank. It stressed that such statements provide political cover for settler crimes and assaults, while encouraging their escalation. (August 27, 2025)
- The Palestinian Ministry of Education and Higher Education condemned an Israeli military raid on six schools in Hebron Governorate, during which several teachers were detained and assaulted. It called for urgent international intervention to put an end to these violations. (August 28, 2025)
- The Settlement Affairs Directorate in Qalqilya Governorate announced that Israeli occupation authorities have issued two military orders to seize approximately 16 dunams of land in the village of Jinsafut, east of Qalqilya. The confiscation will prevent around 150 farmers from accessing their agricultural lands. (August 28, 2025)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies
- Israeli army spokesman Avichay Adraee said the evacuation of Gaza City is inevitable, claiming there are “vast empty areas” in the southern Gaza Strip that the army has surveyed and prepared to receive evacuated residents. He added that each family moving south would receive the highest level of humanitarian assistance. Meanwhile, the Al-Mezan Center for Human Rights rejected the claims of available “empty areas” capable of accommodating hundreds of thousands of Palestinians under threat of forced displacement, stressing that these are misleading allegations aimed at justifying a policy of displacement as part of the ongoing genocide. - Israeli Finance Minister Bezalel Smotrich declared that he had outlined the decisive measures Israel must adopt, including reducing Gaza’s territory and annexing it to Israel, opening Gaza’s crossings for “voluntary migration,” and maintaining permanent Israeli control over the Strip. (August 28, 2025)
Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies
- The Turkish Ministry of Foreign Affairs said that the United Nations report on famine in Gaza exposes the scale of the humanitarian catastrophe caused by the genocidal policies of Netanyahu’s government against the Palestinian people. It stressed that Israel’s continued impunity only emboldens its actions and undermines international law. (August 24, 2025)
- Canada expressed horror at the Israeli military attack on Al-Nasser Hospital in Gaza, which killed five journalists along with several civilians, including paramedics, stressing that such attacks are “unacceptable.” It underlined that Israel is responsible for ensuring the protection of journalists and media workers. Spain also condemned the attack, with its foreign minister affirming that the war in Gaza must end, noting that Spain is working daily toward that goal. The British foreign secretary said the United Kingdom was “horrified by Israel’s attack,” stressing that the protection of civilians, healthcare workers, and journalists is a fundamental obligation, and reaffirmed the need for an immediate ceasefire. (August 25, 2025)
- Jordan, Saudi Arabia, and Egypt condemned the Israeli bombing of the Nasser Medical Complex. The German Foreign Ministry expressed shock over the killing of journalists and rescue workers in the strike, stressing the need for a thorough investigation. The French president said that the attack “is intolerable.” The European Union described the incident as “completely unacceptable,” while the EU Commissioner for Equality urged Israel to stop targeting those who are trying to show the world what is happening in Gaza. - UNRWA Commissioner-General Philippe Lazzarini said that the killing of additional journalists in Gaza is an attempt to silence the last voices documenting the suffering of children who are dying quietly amid famine. He described the world’s silence and inaction as shocking. UNRWA’s Director of Communications, Juliette Touma, stressed that the famine in Gaza is “man-made” and the result of an official Israeli government decision to starve the population. (August 25, 2025)
- Jordanian Minister of Government Communication Mohammad Al-Momani condemned the continued attacks by Israeli settlers on Jordanian trucks carrying humanitarian aid to the Gaza Strip. He reported that a convoy of 59 trucks was assaulted with stones, resulting in smashed windshields, slashed tires, and other damage to the vehicles. He added that the aid convoy faced deliberate obstacles, including the imposition of new customs duties, which extended the delivery time from two hours to as long as 36 hours. (August 25, 2025)
- The Jordanian Ministry of Foreign Affairs condemned ongoing incursions and violations by settlers and extremists at Al-Aqsa Mosque, including provocative actions such as blowing the horn inside the holy site under the protection of Israeli occupation police. The Ministry described these actions as a flagrant breach of the mosque’s legal and historical status quo, a desecration of its sanctity, and an unacceptable provocation. (August 25, 2025)
- Francesca Albanese, UN Special Rapporteur on the occupied Palestinian territory, said that to end the carnage in Gaza’s apocalyptic reality, states must act urgently by breaking the siege, protecting civilians, and imposing an arms embargo and sanctions. (August 25, 2025)
- The Organization of Islamic Cooperation (OIC) strongly condemned Israel’s bombing of the Nasser Medical Complex in Gaza, describing it as part of a systematic pattern of violations aimed at erasing the truth and covering up acts of genocide. The Arab League and the Arab Parliament also condemned the massacre. (August 26, 2025)
- United Nations Secretary-General António Guterres strongly condemned the killing of Palestinian civilians, including journalists and healthcare workers, in an Israeli strike on Nasser Hospital in Khan Younis. He emphasized the importance of respecting and protecting civilians, including medical and media personnel. The UN High Commissioner for Human Rights said the killing of journalists “should shock the world, not into stunned silence, but into action, demanding accountability and justice.” The World Health Organization also stressed the urgent need to halt attacks on healthcare services. (August 26, 2025
- UNRWA Commissioner-General Philippe Lazzarini called for an end to the “man-made famine” in Gaza by opening the crossings without restrictions and ensuring the protection of journalists, humanitarian staff, and health workers. He noted that UNRWA alone has sufficient supplies in Jordan and Egypt to dispatch around 6,000 trucks loaded with humanitarian aid into Gaza, stressing that the world’s silence and inaction is unacceptable. (August 26, 2025)
- Egypt strongly condemned the storming of Ramallah by Israeli occupation forces, which resulted in the targeting and injuring of Palestinian civilians. It affirmed that the aggressive and extremist policies of the Israeli government are the main factor undermining stability in the region. (August 26, 2025)
- The World Health Organization representative for the occupied Palestinian territory warned that the evacuation of the Nasser Medical Complex in Gaza, already attacked by Israel, would be beyond disastrous for the crippled health system and its suffering population. (August 26, 2025)
- In a joint statement, 206 ambassadors and former European Union officials called for immediate action against Israel’s illegal practices in Gaza and the West Bank. Proposed measures include suspending arms export licenses, halting funding for joint projects with Israel, imposing financial and legal sanctions, banning trade with illegal settlements, and enforcing accountability for international crimes. (August 26, 2025)
- The Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) firmly rejected and strongly condemned Israel’s plan to impose full military control over the Gaza Strip and forcibly displace the Palestinian people, describing it as a blatant violation of international law. (August 26, 2025)
- The Arab Parliament condemned the dangerous escalation in the West Bank, including brutal incursions by Israeli occupation forces into the cities of Ramallah, Al-Bireh, and Al-Khalil, along with violent attacks against Palestinian civilians. It affirmed that these violations constitute a continuation of genocide. (August 26, 2025)
- The UN Office for the Coordination of Humanitarian Affairs (OCHA) warned that hostilities in the Gaza Strip continue to have a devastating impact on civilians. It reported that three more people died from malnutrition and famine in the past 24 hours, bringing the total to 303 deaths, including 117 children. OCHA also noted that new Israeli displacement orders have triggered fresh waves of displacement affecting more than 36,200 people since August 14. (August 27, 2025)
- The Irish president said, “Too many in Europe have stayed silent, and however late they break their silence, do not reach for the words that are appropriate to what is happening. In reacting to the horror that is a daily occurrence in Gaza, which is now threatening the West Bank.” He criticized some leaders for being unable to use appropriate language to describe the situation, at a time when more than 200 journalists reporting live on the destruction have been killed. (August 27, 2025)
- The UN Assistant Secretary-General for Humanitarian Affairs told the Security Council that the famine in Gaza is a “created catastrophe,” resulting from a conflict that has caused massive civilian deaths, injuries, destruction, forced displacement, the collapse of the food production system, and the obstruction of humanitarian and commercial supplies for 22 months. She warned that “failure to act now will have irreversible consequences.” The Office for the Coordination of Humanitarian Affairs also confirmed a severe shortage of medicines and medical equipment. (August 27, 2025)
- UNRWA Commissioner-General Philippe Lazzarini stressed that there is no safe place in Gaza. Hunger threatens everyone with a slow, silent death or death in the desperate search for food. He noted that crimes continue amid impunity, with recent atrocities described as “mishaps,” while the famine continues to be denied. Lazzarini emphasized that outrage alone is not enough; the time has come for action, courage, and political will to achieve a ceasefire, accountability, and an end to this “hell on earth.” (August 27, 2025)
- Acting Director of UNRWA Operations in Gaza, Sam Rose, said that if Israel’s military proceeds with a planned offensive in Gaza City, “all hope is gone that we’re ever going to see the end to this.” He noted that some people are too old, too young, ill, or otherwise incapacitated to evacuate Gaza City, as Israeli tanks and armored vehicles deploy on its outskirts. - South Korea announced the provision of thirty million US dollars in humanitarian aid to support life-saving interventions in the Gaza Strip through the United Nations and in coordination with the Palestinian government. (August 27, 2025)
- Italian Prime Minister Giorgia Meloni reaffirmed her government’s condemnation of the “unjustifiable” killing of journalists in Gaza, adding that “we cannot remain silent now in the face of a reaction that has gone far beyond the principle of proportionality.” (August 27, 2025)
- The Deputy Special Coordinator for the Middle East Peace Process, Ramesh Rajasingham, said that the world is watching with horror as the situation in the occupied Palestinian territory deteriorates to unprecedented levels in modern history. He stressed that bold action is urgently needed to resolve the conflict, end the occupation, and re-establish a political horizon. (August 27, 2025)
- The Bureau of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People condemned Israel’s use of starvation and deprivation as a weapon against the Palestinian people. It called for an immediate and permanent ceasefire, full and unimpeded humanitarian access, and accountability for those obstructing relief efforts and targeting civilians. The Committee emphasized that the international community bears a legal and moral obligation to intervene urgently. (August 27, 2025)
- The Regional Director of the International Organization for Migration (IOM) for the Middle East and North Africa stated that the targeting of journalists and medical facilities in Gaza constitutes a blatant violation of international humanitarian law. The IOM Director-General stressed that the Gaza Strip cannot afford to wait, affirming that supplies are available and that “all we need is access.” (August 27–28, 2025)
- The foreign ministers of Saudi Arabia and Italy affirmed their demand for an immediate ceasefire in Gaza and the prompt release of all hostages. They condemned any measures that could undermine the two-state solution, emphasized the urgent need for unhindered delivery of humanitarian aid, called for the release of all withheld Palestinian clearance revenues, and firmly rejected any forced displacement of the Palestinian people. (August 28, 2025)
- United Nations Secretary-General António Guterres stressed Israel’s clear obligations, as the occupying power, to provide food, water, medicine, and other basic necessities, protect civilians, and halt the destruction of what is essential for the survival of Gaza’s population. He stated: “The levels of death and destruction in Gaza are without parallel in recent times.” Guterres also warned that Israel’s announcement of its intention to occupy Gaza City marks a new and dangerous stage that would force hundreds of thousands of civilians to be displaced once again. (August 28, 2025)
- UN experts condemned cases of enforced disappearance of Palestinian civilians attempting to obtain food aid at distribution sites run by the Gaza Humanitarian Foundation in Rafah. They said: “Using food as a tool to conduct targeted and mass disappearances needs to end now.” The experts called on Israeli authorities to clarify the fate and whereabouts of those forcibly disappeared, investigate these cases, and hold the perpetrators accountable. (August 28, 2025)
- Hundreds of employees at the Office of the UN High Commissioner for Human Rights, Volker Türk, sent a letter urging him to describe the war in Gaza as an “ongoing genocide.” They stressed that the criteria for genocide have been met given the scale and nature of documented violations, and emphasized that failure to denounce it undermines the credibility of the United Nations. - The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) confirmed that the situation in the Gaza Strip is deteriorating dangerously, noting that the famine already widespread in Gaza Governorate is expected to spread to Deir al-Balah and Khan Younis. OCHA also reported nearly 120,000 displacement movements over the past two months. (August 28, 2025)
- The foreign ministers of Iceland, Ireland, Luxembourg, Norway, Slovenia, and Spain strongly condemned the latest Israeli attack on Gaza and the announcement of establishing a permanent presence in Gaza City, warning that this would result in large numbers of casualties. They also condemned the forced displacement of Palestinians and stated that the systematic destruction of essential civilian infrastructure is unacceptable. (August 29, 2025)
- The United Nations Special Rapporteur on the occupied Palestinian territory, Francesca Albanese, said that states must intervene immediately. She called for an arms embargo and a reduction of trade with Israel, breaking the blockade through humanitarian naval forces, and deploying an international protection force to Palestine to ensure the urgent dismantling of the Israeli occupation. (August 29, 2025)
- UNRWA Commissioner-General Philippe Lazzarini reiterated his urgent call for a ceasefire in the Gaza Strip, warning that “the more we wait, the more people will die,” He emphasized that civilians face death not only from bombardment but also from mass starvation and lack of aid. (August 29, 2025)
- In a letter to European External Action Service chief Kaja Kallas, the Dutch and Swedish foreign ministries highlighted that the EU Commission found Israel in breach of Article 2 of the EU-Israel Association Agreement, providing grounds for its suspension. They also noted the need to assess EU compliance with the 2024 ICJ Advisory Opinion, which declared Israel’s occupation unlawful. Meanwhile, Denmark, currently holding the EU presidency, is seeking support to suspend the trade component of the agreement. (August 29, 2025)
- The administration of U.S. President Donald Trump announced that it had decided to revoke and cancel entry visas for members of the Palestine Liberation Organization (PLO) and the Palestinian Authority to the United States, just ahead of the United Nations General Assembly. The U.S. administration emphasized that the PLO and the Palestinian Authority must continuously renounce terrorism, end incitement to terrorism in educational curricula, and refrain from attempts to bypass negotiations through international law campaigns, including recourse to the International Criminal Court, the International Court of Justice, or seeking unilateral recognition of a so-called Palestinian state. (August 29, 2025)
- Belgian Foreign Minister Maxime Prévot described the U.S. decision to bar Palestinian representatives from entering the country ahead of the UN General Assembly as deeply regrettable and a blow to diplomacy. He stressed that silencing the Palestinian voice at a time when momentum is building for a two-state solution and international support is growing is both unjust and counterproductive. French Minister Jean-Noël Barrot expressed similar regret, along with his European counterparts, emphasizing that UN headquarters must remain a sanctuary for peace and cannot tolerate any restrictions on access. (August 29–30, 2025)
- UNRWA reported that Gaza’s education system and infrastructure have suffered massive destruction since the start of the war. The agency noted that more than 600,000 children have been deprived of schooling for the third consecutive year, placing them at risk of becoming a “lost generation.” (August 29, 2025)
- The Franco-German Defense and Security Council reaffirmed France and Germany’s commitment to a two-state solution, while reiterating their support for Israel’s security and its right to self-defense. The Council stressed, however, that the war must end immediately. It condemned all attempts to annex or reoccupy Palestinian territories, the continued expansion of settlements, and the forced displacement of Palestinians. The statement called on Israeli authorities to halt such actions, lift all humanitarian restrictions, release withheld clearance revenues, and hold violent settlers accountable. (August 29, 2025)
- Spanish Foreign Minister José Manuel Albares stated that Spain has proposed an action plan to the European Union to stop the war in Gaza, stressing the urgent need for immediate action. (August 30, 2025)
Publications of human rights NGOs
- The Palestinian Journalists Syndicate warned that the Israeli occupation treats journalists as a “strategic threat.” It reported that between October 2023 and the end of July 2025, 147 journalists were arrested, including approximately 20 female journalists who were subjected to psychological and physical torture, while 240 journalists were killed in the Gaza Strip. The Syndicate held the occupation responsible for the bombing of the Nasser Medical Complex in Khan Younis, calling for the prosecution of Israeli leaders. It also urged international media institutions to break their silence and take urgent action to protect journalists. (August 24, 2025)
- Gisha, together with Adalah, the Association for Civil Rights in Israel, HaMoked, and Physicians for Human Rights Israel, called for an end to the use of humanitarian aid as a tool for forced transfer. This followed Israel’s announcement allowing the entry of tents and shelter equipment into Gaza after more than five months of a total ban, but only to the southern part of the Strip. The organizations stressed that this decision constitutes a blatant exploitation of the population’s urgent needs and amounts to a war crime and a crime against humanity in the form of forced transfer. - Reporters Without Borders (RSF) strongly condemned the killing of five Palestinian journalists by Israeli army airstrikes in Gaza, affirming that all were deliberately targeted. The organization called for an urgent meeting of the United Nations Security Council to end these massacres, hold those responsible accountable, protect Palestinian journalists, and ensure unrestricted media access to Gaza. (August 25, 2025)
- The International Committee of the Red Cross (ICRC) stated that it is unacceptable for the Nasser Medical Complex in southern Gaza to be damaged in a strike, and for medical personnel, journalists, patients, and first responders to be killed or injured as a result. The organization emphasized the urgent need to protect medical facilities and humanitarian staff under international humanitarian law. (August 26, 2025)
- The Palestinian Centre for Human Rights (PCHR) condemned the compounded crime of bombing the Nasser Medical Complex and killing civilians inside. The Human Rights and Democracy Media Center “SHAMS” also condemned the targeting of medical and journalistic teams. (August 25–26, 2025)
- Médecins Sans Frontières (MSF) reported that heavy gunfire broke out on 23 August while civilians, including children and MSF staff, were gathered around a water-trucking distribution point in Khan Younis, Gaza Strip. A young girl was shot in the ribs and another man was injured in the hand. The MSF Head of Mission in Palestine explained that the clearly marked humanitarian truck came under fire for more than 30 minutes, causing damage to water tanks, tires, and nearby tents. She stressed that people should not have to risk their lives for water. (August 26, 2025)
- Human Rights Watch stated that the direct participation of U.S. forces in military operations in Gaza since October 2023, including providing intelligence for Israeli strikes and conducting extensive coordination and planning, makes the United States a party to the conflict and could render it jointly responsible for violations of the laws of war by Israeli forces. (August 26, 2025)
- Jeremy Konyndyk, President of Refugees International, affirmed that famine in Gaza is a proven reality. He warned against deliberate disinformation efforts led by Israeli officials and noted the absence of evidence of systematic aid theft by Hamas. He added that famine does not mean a total absence of food, but rather the population’s inability to access it. (August 26, 2025)
- The Human Rights and Democracy Media Center “SHAMS” issued an urgent appeal to United Nations Special Rapporteurs regarding the humanitarian situation of Palestinian journalist Ali al-Samoudi, correspondent for Al-Quds newspaper, who is being arbitrarily held under administrative detention in Israeli prisons. The appeal highlighted systematic medical neglect that has led to a serious deterioration in his health. (August 26, 2025)
- The organization Yesh Din published a report titled “Uniformed Theft: Pillage of Palestinians’ Money and Property by Israeli Soldiers and Police Officers in the West Bank.” The report explained that this phenomenon has persisted for many years but intensified since October 2023. It added that looting has become an integral part of the Israeli system of control over Palestinians, complementing systematic institutional plunder through land confiscation and the retroactive legalization of settlements built on private Palestinian land. - David Hearst, Editor-in-Chief of Middle East Eye, addressed an open letter to the Prime Minister of the United Kingdom following the killing of journalists from the outlet at Nasser Hospital. He called on the British government to launch an international investigation into the targeting of journalists, to disclose whether the Foreign Office had summoned the Israeli ambassador, and to clarify whether the government possesses surveillance data from British reconnaissance flights over Gaza that could be submitted to the International Criminal Court. (August 27, 2025)
- The Palestinian Journalists Syndicate warned of a wave of systematic incitement led by Israeli media personnel and journalists, supported by Israeli political, military, and judicial institutions, against Palestinian journalists in the Gaza Strip. It emphasized that this incitement has reached the point of explicit calls to kill journalists and justifying attacks against them. (August 27, 2025)
- ActionAid reported that approximately seven out of every ten pregnant and breastfeeding women arriving at Al-Awda Hospital in Gaza are suffering from malnutrition, stressing that hospitals are unable to meet the growing scale of humanitarian need. (August 29, 2025)
- The President of the International Committee of the Red Cross (ICRC) stated that it is impossible to evacuate Gaza City in a safe and dignified manner under current conditions, warning that such an action would lead to mass displacement that no area in the Gaza Strip could absorb. She emphasized that all civilians are protected under international humanitarian law, whether they choose to leave or remain. She added that when issuing evacuation orders, Israel is obligated to ensure adequate conditions regarding shelter, health, safety, nutrition, and family unity, standards that are currently unattainable in Gaza. - Hasan Basri Bulbul has published a new study in the Journal of Balkan Studies (June 2025), analyzing the ICC’s investigations into Palestine and Ukraine. The research reveals significant discrepancies in prosecutorial urgency, resource allocation, and language, raising concerns about the Court’s impartiality. (2025)

Legal Achievements/Impacts for Palestine
- The management of Norway’s sovereign wealth fund announced the sale of a large stake in the American company Caterpillar, worth 2 billion euros, as part of a new round of blacklistings. This decision follows the recommendations of the Ethics Council, which noted that the company contributes to serious violations through the use of its bulldozers by Israeli authorities to illegally demolish Palestinian properties. Five Israeli banks were also excluded from the fund’s investments due to their involvement in similar violations. (August 26, 2025)
