Judicial decrees, decisions, positions, and orders issued by official Palestinian bodies
- The Ministry of Foreign Affairs and Expatriates strongly condemned the ongoing brutal assault on civilians in Gaza, stating that the continued aggression is an Israeli attempt to evade its responsibility to end the war of genocide and displacement while obstructing international efforts for reconstruction. The Palestinian Presidency also denounced the attack and renewed its call for the international community to pressure the occupying power to halt its aggression. (March 18, 2025)
- The Ministry of Finance said that since 2019, the Israeli occupation has withheld 7 billion shekels in clearing funds and refuses to transfer them to the State of Palestine. In addition, since the start of the aggression against Gaza in October 2023, Israel has deducted over 50% of these funds each month, bringing the total withheld since 2012 to NIS 20.6 billion. The Ministry stressed that these actions constitute a flagrant violation of signed agreements and are part of the broader aggression against the Palestinian people. (March 18, 2025)
- The Palestinian National Council condemned the Israeli army’s targeting of a United Nations facility in Deir al-Balah, central Gaza Strip, which resulted in the injury of five international staff members. It described the attack as a reflection of the occupation’s criminal mindset. (March 19, 2025)
- On World Water Day, the Palestinian Water Authority highlighted that water has become a matter of life and death for Palestinians, with over 85% of Gaza’s water and sanitation facilities out of service. This has left individuals with only 3–5 liters of water per day, far below the minimum required for survival. The Authority accused the Israeli occupation of turning water from a vital resource into a tool of collective punishment and called on the international community to act urgently to end the aggression. - The Palestinian Minister of Awqaf and Religious Affairs confirmed that, for the third consecutive Friday, the Israeli occupation has refused to hand over the Ibrahimi Mosque in Hebron. He urged the international community to put an end to these violations, warning that they are part of a deliberate effort to transform the mosque into a Talmudic synagogue. (March 20, 2025)
- The Palestinian Ministry of Foreign Affairs condemned the destruction of the Turkish-Palestinian Friendship Hospital in Gaza by Israeli forces, stressing that the targeting of hospitals, health centers, and medical personnel constitutes both a war crime and a crime against humanity. The Ministry described the attack as a systematic attempt to deepen the genocide and displacement of the Palestinian people and warned that the silence and inaction of the international community serve as a cover for the ongoing war of genocide. (March 20, 2025)
Judicial decrees, decisions, positions, and orders issued by official Israeli bodies:
- The Israeli Prime Minister’s Office announced that Benjamin Netanyahu and Defense Minister Israel Katz have instructed the military to take strict measures against Hamas in the Gaza Strip. This decision comes in response to what Netanyahu describes as Hamas’s repeated refusal to release hostages and its rejection of all proposals presented by U.S. Presidential Envoy Steve Witkoff and other mediators. Netanyahu stated that “Hamas is responsible for this war” and urged Gaza’s residents to “get out of harm’s way.” (March 18, 2024)
- The Knesset approved, in a preliminary reading, the proposed “Entry into Israel” bill, which imposes a prison sentence of up to four years on anyone entering Israel through the West Bank or the Gaza Strip, excluding Israeli citizens. It also voted in a preliminary reading to approve the proposed “Demolition of Terrorists’ Homes” bill, which grants the Minister of National Security or the military commander in the West Bank the authority to issue demolition orders for the homes of individuals classified as “terrorists” if deemed necessary for security, national security, deterrence, or punitive measures. The bill stipulates that appeals against such decisions must be submitted to the Administrative Affairs Court, whose rulings would be final and not subject to further appeal. (March 19, 2024)
- Israeli Defense Minister Israel Katz threatened to annex parts of the Gaza Strip if Hamas continues to refuse to release the hostages. He stated that he had instructed the Israeli army to seize additional areas in Gaza and to issue evacuation orders for Palestinian civilians in those areas. Katz warned that Hamas’s continued refusal would lead to further territorial losses, which would be incorporated into Israel. (March 19, 2024)
- The Israeli government unanimously approved Prime Minister Benjamin Netanyahu’s proposal to reappoint MK Itamar Ben-Gvir as National Security Minister, MK Amichay Eliyahu as Heritage Minister, and MK Isaac Wasserlauf as Minister for the Negev, Galilee, and National Resilience. The cabinet also voted unanimously to dismiss Israel Security Agency (Shin Bet) chief Ronen Bar, following his claim that Netanyahu had deliberately sabotaged the hostage deal. (March 19-20, 2025)
- The Israel Defense Forces (IDF) confirmed that it had destroyed the former Turkish-Palestinian Friendship Hospital in central Gaza, claiming that Hamas operatives had converted the facility into a “terror infrastructure.” (March 21, 2024)
Judicial decrees, decisions, positions, and orders issued by Arab, European, and international bodies:
- The World Food Programme (WFP) announced that it has been unable to deliver food to Gaza since March 2, as all border crossings remain closed to both humanitarian and commercial supplies, exacerbating the suffering of the civilian population. WFP called on all parties to prioritise civilian needs and allow immediate humanitarian access. (March 16, 2025)
- UNICEF reported that one million children in Gaza are deprived of basic necessities, with hundreds of thousands lacking access to clean water and sanitation services. The organisation emphasised that water is a fundamental human right and stressed that a permanent ceasefire and unrestricted humanitarian access are essential to saving lives. (March 17, 2025)
- The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) warned of dwindling stocks of essential aid in Gaza due to the blockade on humanitarian supplies for over two weeks. UNICEF confirmed that large quantities of vital medical supplies, including ventilators and children’s vaccines, remain stranded just kilometres from the Strip. The agency cautioned that any further delays in delivering these life-saving supplies could significantly worsen the humanitarian crisis, particularly for children. (March 17, 2025)
- A group of independent UN human rights experts urged the U.S. Department of Homeland Security and U.S. Immigration and Customs Enforcement to cease repressive measures and retaliation against individuals, including the arbitrary detention of U.S. lawful permanent residents and the deportation of international students participating in university protests in solidarity with Palestine. The experts condemned these actions and warned that they create a chilling effect on the fundamental rights to freedom of expression, assembly, and association. (March 17, 2025)
- Prime Minister and Minister of Foreign Affairs of Qatar condemned the violent shelling of displaced Palestinians in their tents, describing the attack as a heinous crime committed by Israel “without any sense of responsibility.” He stressed that the bombing occurs amid an unjust blockade, a lack of humanitarian assistance, and the collapse of medical services. He called for immediate and decisive international action to compel Israel to implement an immediate ceasefire and adhere to existing agreements. Tunisia and Libya also strongly condemned the “barbaric Zionist aggression.” (March 18, 2025)
- Maltese Prime Minister condemned the “barbarous attacks” on Gaza and stressed the urgent need for an immediate cessation of violence. The Portuguese and Irish Ministries of Foreign Affairs also expressed deep concern over the attacks, calling for an immediate ceasefire, adherence to international humanitarian law, and the unimpeded delivery of humanitarian aid. (March 18–19, 2025)
- David Lammy, the UK Secretary of State for Foreign, Commonwealth, and Development Affairs, described the civilian casualties from Israeli airstrikes as “appalling” and urged all parties to re-engage in negotiations to secure the release of hostages, facilitate a surge in humanitarian aid, and achieve a permanent end to the conflict. (March 18, 2025)
- UN Special Rapporteur on the situation of human rights in the occupied Palestinian territory, Francesca Albanese, warned of the risk of mass ethnic cleansing of Palestinians as Israel accelerates its plans to seize and depopulate Palestinian land under the guise of war. She stated that the current situation in the occupied Palestinian territory echoes the Nakba of 1947–1949 and the Naksa of 1967, adding that Israel is waging a campaign aimed at erasing Palestinian presence “between the river and the sea.” Albanese urged the international community to implement the International Court of Justice’s (ICJ) advisory opinion on ending the occupation, support the International Criminal Court’s (ICC) issuance of arrest warrants for the Israeli Prime Minister and former Defence Minister, impose targeted sanctions on Israel, and halt arms trade with the country. (March 18, 2025)
- The Arab Parliament, the Organisation of Islamic Cooperation, and the League of Arab States condemned Israel’s resumption of military operations in Gaza, labelling them a war crime. They called for an immediate end to hostilities and the opening of border crossings to ensure the delivery of humanitarian aid. The European Union also expressed regret over the breakdown of the ceasefire and urged Israel to halt its military operations and facilitate humanitarian access. (March 18, 2025)
- Peru, Libya, Bolivia, Qatar, Iraq, Oman, Jordan, Saudi Arabia, France, Norway, Tunisia, and Belgium condemned the latest Israeli airstrikes on Gaza. Australia called on all parties to uphold the terms of the Gaza ceasefire and the hostage agreement. Meanwhile, Turkey accused the Israeli government of intensifying its “genocide policy,” stating that the massacre of hundreds of Palestinians in the attacks on the morning of March 18 marked a new phase of brutality. The Turkish government further accused Israel of defying humanity through its violations of international law. (March 18, 2025)
- The Swiss Senate rejected a proposal for an immediate halt to payments to the UN Relief and Works Agency for Palestine Refugees (UNRWA). Instead, the Parliament referred an alternative proposal to the Federal Council, urging Switzerland to pressure the United Nations to find an alternative to UNRWA. The UNRWA Commissioner-General welcomed the Swiss Parliament’s decision to maintain funding, stating that it would allow the agency to continue providing essential aid and services. (March 18, 2025)
- UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher, told the UN Security Council that “our worst fears materialized” as Israeli airstrikes on Gaza resumed. He warned of a deepening humanitarian catastrophe due to Israel’s ongoing blockade and cited severe funding shortages, with only 4% of the required funds received. Fletcher stressed the urgent need to reinstate the ceasefire to protect civilians and ensure the delivery of humanitarian assistance, questioning whether the international community had done enough to end Gaza’s suffering. (March 18, 2025)
- European Commissioner for Equality, Preparedness, and Crisis Management, Hadja Lahbib, described the renewed escalation in Gaza as devastating. She stressed the need to uphold international humanitarian law, ensure the flow of humanitarian aid, and immediately reinstate the ceasefire. (March 18, 2025)
- The Humanitarian Coordinator in the Occupied Palestinian Territory, Muhannad Hadi, called for the immediate reinstatement of the ceasefire, describing the situation in Gaza as unconscionable. He emphasised that ending hostilities, ensuring the continuation of humanitarian aid, securing the release of hostages, and restoring basic services and livelihoods are the only viable path forward. (March 18, 2025)
- The UN OHCHR reported escalating settlement expansion and annexation in the occupied West Bank, violating international law and Palestinian self-determination. It documented 20,000 new housing units in East Jerusalem, 214 Palestinian structures demolished, and a rise in violence by Israeli settlers and security forces, killing 612 Palestinians. Forced demolitions displaced 4,527 people. High Commissioner Volker Türk urged Israel to immediately halt settlement activities, evacuate settlers, end forced displacement, and prevent and prosecute attacks carried out by both security forces and settlers. (March 18, 2025)
- The United Nations Office for Project Services (UNOPS) announced that one of its staff members was killed and five others seriously injured -some losing eyes and legs- following an explosion in Deir al-Balah, central Gaza. The incident occurred at a site that had been coordinated with the Israeli military and was located in a designated deconflicted area. UNOPS confirmed that investigations are ongoing in cooperation with the United Nations and stated that the explosion was caused by munitions dropped or fired at the facility, ruling out any connection to demining activities. UNOPS Executive Director described the “incident” as tragic, stating that the situation in Gaza is unconscionable. (March 19, 2025)
- German Foreign Minister Annalena Baerbock warned that the resumption of Israeli attacks on Gaza had crushed hopes for an end to the suffering on all sides. She cautioned that renewed fighting threatens the diplomatic efforts of Arab states seeking a peaceful path for Gaza, liberated from Hamas. Baerbock urged all parties to exercise maximum restraint, comply with international humanitarian law, and return to negotiations for a lasting solution. (March 19, 2025)
- In a joint statement, the Acting Special Adviser on the Prevention of Genocide, Virginia Gamba, and the Special Adviser on the Responsibility to Protect, Mô Bleeker, expressed alarm over the escalation of Israeli violence in Gaza. They warned of irreversible consequences due to the suspension of humanitarian aid, which they said is exacerbating the risk of famine. (March 19, 2025)
- UN Secretary-General António Guterres voiced sorrow and shock at the renewed destruction and loss of life in Gaza, stating that the Palestinian people “have already suffered too much.” He reiterated his call for respect for the ceasefire, unimpeded humanitarian access, and the immediate and unconditional release of all hostages. Guterres further stressed that the only path to lasting peace in the Middle East is the establishment of a Palestinian state alongside Israel. (March 20, 2025)
- UNRWA Commissioner-General Philippe Lazzarini voiced deep concern over the worsening humanitarian crisis in the West Bank, where homes and civilian infrastructure are being systematically destroyed. He noted that Israeli authorities have issued new demolition orders for 66 buildings in the Jenin refugee camp, following the destruction of numerous homes there over the past two months. He warned that tens of thousands of Palestinian refugees face the threat of long-term displacement. (March 20, 2025)
- The European Council expressed deep regret over the collapse of the ceasefire in Gaza, which has resulted in significant civilian casualties from recent airstrikes. It condemned Hamas’ refusal to release the remaining hostages and called for the immediate reinstatement of the ceasefire-hostage release agreement. The Council also welcomed the Arab Recovery and Reconstruction Plan, affirming its willingness to collaborate with Arab and international partners to implement it. Additionally, it reiterated its strong commitment to a two-state solution. (March 20, 2025)
- UK Foreign Secretary David Lammy condemned the renewed hostilities, including the shelling of a United Nations facility in Gaza, which injured a British national. He called for a transparent investigation and accountability for those responsible. Lammy also stated that the UK is working with partners such as France and Germany to send a clear message rejecting the escalation and urging the restoration of the ceasefire. (March 20, 2025)
- The ministerial committee of the Joint Arab-Islamic Extraordinary Summit issued a statement condemning Israeli airstrikes on the Gaza Strip, which directly targeted densely populated civilian areas. The committee underscored the urgent need for an immediate end to the Israeli offensive and urged the international community to uphold its legal and humanitarian obligations by pressuring Israel to cease its ongoing violations against the Palestinian people. (March 20, 2025)
- The White House reaffirmed the United States’ full support for Israel’s military operations in Gaza. White House spokesperson Karoline Leavitt stated that President Donald Trump “fully supports Israel and the IDF and the actions they have taken in recent days.” (March 20, 2025)
- During a United Nations Security Council session, the UN Assistant Secretary-General for the Middle East said that “A renewed ceasefire is the best way of protecting civilians – in Gaza, in the Occupied Palestinian Territory and in Israel,” He reiterated the call for the immediate and unconditional release of hostages and emphasized the need to grant them access to Red Cross visits and support. He also noted harrowing testimonies of physical and psychological abuse reported by those who had been released. (March 20, 2025)
- UNRWA Commissioner-General Philippe Lazzarini announced that five more UNRWA staff members had been killed in Gaza in recent days, bringing the total number of UN personnel killed to 284. He reported that Israeli bombardment continues from both air and sea and that evacuation orders have forced tens of thousands, most already displaced, to flee once again, as the siege on Gaza tightens. He called for an urgent renewal of the ceasefire. (March 20, 2025)
- UNRWA Director of Operations Sam Rose described the situation in Gaza as “gravely concerning”, while a spokesperson for the International Federation of Red Cross and Red Crescent Societies reported that medical supplies had run out and hospitals were overwhelmed. (March 21, 2025
- During a UN Security Council meeting on the Middle East, UK Deputy Permanent Representative to the UN, James Kariuki, reaffirmed the United Kingdom’s opposition to Israel’s renewed military operations. He called for a full investigation into the targeting of a UN compound in Gaza and urged Israel to immediately restore humanitarian access and electricity to Gaza. He also reiterated the UK’s opposition to any attempt to forcibly annex land in Gaza or expand settlements in the West Bank and stressed the need to hold violent settlers accountable. (March 21, 2025)
- UNRWA Commissioner-General Philippe Lazzarini described Israel’s military operation “Iron Wall” in Jenin camp -ongoing for over 60 days- as the longest and most destructive in the occupied West Bank since the Second Intifada. He stated that tens of thousands have been displaced, with no clear prospects for return, especially given Israeli forces’ stated intent to remain in the area. He condemned the widespread destruction of civilian infrastructure and homes, warning that such actions seek to permanently alter the character of Palestinian cities and refugee camps at a scale unjustifiable by any military or law enforcement rationale. - The Egyptian State Information Service firmly denied media reports claiming that Egypt is preparing to temporarily relocate half a million residents from Gaza to a designated city in northern Sinai as part of reconstruction efforts. It stressed that these claims are false and contradict Egypt’s longstanding and unwavering position against any forced displacement of Palestinians. (March 21, 2025)
- French Foreign Minister Jean-Noël Barrot reaffirmed France’s firm opposition to any Israeli annexation of the Gaza Strip or the West Bank, stating: “We have a very clear vision of the future of the region — a solution of two (Israeli and Palestinian) states living side-by-side in peace.” Meanwhile, the French Ministry for Europe and Foreign Affairs condemned the severe injuries sustained by two French nationals serving with the United Nations due to the bombing of UN buildings in Gaza. It called for those responsible to be identified and stressed the urgent need to protect humanitarian workers in accordance with international humanitarian law. (March 21, 2025)
Publications of human rights NGOs:
- The ADDAMEER Prisoner Support and Human Rights Association reported that Israel has continued its systematic abuse of Palestinian prisoners for the past 17 months through mass arrests, torture, starvation, solitary confinement, and medical neglect. These violations have led to the deaths of 62 prisoners, in addition to other unreported cases among detainees from Gaza. The organisation also highlighted severe mistreatment of detained children in Damon and Megiddo prisons, while female prisoners face systematic restrictions, including solitary confinement, denial of medical treatment, and severe limitations on family visits. (March 16, 2025)
- The Palestinian Journalists Syndicate condemned the systematic targeting of Palestinian journalists in Jerusalem by Israeli authorities, including arrests, summonses, and bans from the Old City and Al-Aqsa Mosque, as well as restrictions on media coverage. The Syndicate reported that since the beginning of this month, occupation forces have arrested and expelled eight journalists, raiding their homes before releasing them with restrictions on their movement. (March 17, 2025)
- The Palestinian Centre for Human Rights (PCHR) urgently warned of Gaza’s collapsing healthcare system, accusing Israeli forces of deliberately creating inhumane conditions and using medical access as a tool of collective punishment. PCHR called for immediate humanitarian corridors and a binding resolution to end Israel’s exploitation of medical needs for political gain. (March 17, 2025)
- The International Federation of Red Cross and Red Crescent Societies (IFRC) warned that healthcare services in Gaza are on the verge of collapse due to a 17-day blockade preventing the entry of medical supplies and fuel. Only 23 out of 53 ambulances remain operational due to severe fuel shortages. The IFRC called for an end to hostilities, the protection of civilians and humanitarian workers, and the unrestricted delivery of aid. (March 18, 2025)
- Action For Humanity condemned Israel’s military campaign in Gaza as nothing short of genocidal, stating that its actions have made this reality “undeniably clear.” The organisation urged the UK government to take a bold and unequivocal stance against the ongoing atrocities. (March 18, 2025)
- B’Tselem accused the Israeli government of violating the ceasefire and resuming its indiscriminate campaign of killing and destruction in Gaza, continuing to target and displace civilians. The organisation criticised the international community’s failure to rein in Israel’s actions, warning that this enables ongoing violations of international law. It stated: “As long as Israel is allowed to trample international law and fundamental human rights with impunity, the destruction and killing it is inflicting on the Gaza Strip and on the West Bank will continue unabated.” (March 18, 2025)
- Médecins Sans Frontières (MSF) called on Israel to immediately restore the ceasefire and refrain from further hostilities. Claire Magone, General Director of MSF France, described the resumption of Israeli attacks as a decision to “collectively punish the people of Gaza once again – with the explicit approval of their closest ally, the United States.” She emphasised that the strikes were carried out with an intensity unseen since the early stages of the war. She added: “For over 15 months, before the ceasefire, people in Gaza were indiscriminately killed, mutilated, wounded, and displaced.” (March 18, 2025)
- Several human rights and international organizations, including Al-Haq, Al Mezan Center for Human Rights, the Norwegian Refugee Council, Gisha, the Palestinian Return Centre, the Australian Palestine Advocacy Network, and J Street, issued statements condemning the latest Israeli raids on Gaza. They called for an immediate halt to the attacks and for unrestricted humanitarian aid access. (March 18, 2025)
- The Israel and Palestine Director at Human Rights Watch, Omar Shakir, called for urgent international action to prevent further atrocities in Gaza. This includes suspending arms transfers to Israel, supporting the International Criminal Court in enforcing its arrest warrants, and imposing targeted sanctions on officials responsible for war crimes. (March 18, 2025)
- The Palestinian National Committee for the Boycott of Israel (BDS), in consultation with ASCOMARE Research Center, published a detailed legal study prepared by 11 legal experts on the obligations of coastal and flag states regarding the transport of arms shipments to Israel. The study highlighted the legal responsibility of governments to end their complicity in Israel’s occupation, apartheid, and genocide, including its maritime supply chains. It stressed that coastal states are obligated to take action within their territorial waters against ships carrying military supplies or goods that support Israeli operations. Additionally, it affirmed that flag states have a duty to prevent their vessels from facilitating Israeli war crimes. (March 19, 2025)
- Human Rights Watch published a report titled “Gaza: Israeli Military War Crimes While Occupying Hospitals.” The report documents how Israeli forces prevented the sick and wounded from accessing food, water, medicine, and electricity while also targeting civilians and medical personnel inside hospitals. (March 20, 2025)
- Kerem Navot and Peace Now released a joint report titled “The Bad Samaritan: Land Grabbing by Settlers Through Grazing.” The report exposes how a small group of violent settlers, backed by the Israeli government, have seized control of 14% of the West Bank by establishing over 100 shepherding outposts. This has resulted in the displacement of more than 60 Palestinian pastoral communities and the takeover of hundreds of thousands of dunums of land. (March 20, 2025)
- Addameer Prisoner Support and Human Rights Organization welcomed the latest report from the Independent International Commission of Inquiry on the Occupied Palestinian Territory (COI) as a crucial step toward justice and accountability for crimes committed against Palestinian prisoners and all victims of Israel’s apartheid and settler colonialism. Addameer called for immediate international action to dismantle Israel’s system of oppression, end arbitrary administrative detention, and secure the immediate release of all unlawfully held Palestinian prisoners.
