- The Jerusalem Governorate condemned the announcement by the Israeli occupation municipality regarding the opening of a colonial sports club in the Ras al-Amud neighborhood, south of the blessed Al-Aqsa Mosque, calling it a blatant violation of international law and United Nations resolutions, particularly UN Security Council Resolution 2334 (2016). The project was described as part of a broader colonial Judaization plan aimed at displacing Jerusalemites and altering the demographic and geographic character of the city within the framework of the “Greater Jerusalem” project. - Israel’s security cabinet approved Defense Minister Israel Katz’s plan to construct a high-tech security barrier along the eastern border with Jordan. The project, slated to begin in June, will include a 425 kilometer (264 mile) multi-layered defense system from Hamat Gader in Israel’s north to the Samar Sands, north of Eilat. This is expected to take three years and will combine a physical barrier with advanced sensors, mobile military units, and command infrastructure. The plan also called for bolstering Israeli presence in the area by establishing “national mission centers,” including pre-military academies and national service frameworks, which will bolster national security, reinforce Israeli hold on the Jordan Valley, and ensure Israel’s sovereignty for years to come. - Prime Minister Benjamin Netanyahu approved the resumption of “basic” humanitarian aid into the Gaza Strip, based on “the recommendation of the IDF and due to the operational need to enable the expansion of intense fighting to defeat Hamas.” National Security Minister Itamar Ben-Gvir described the decision as a “serious mistake.” (May 19, 2025)
- Israeli military spokesman Avichay Adraee announced new evacuation orders for residents in the Khan Yunis, Bani Suheila, and Abasan governorates, stating that the army would launch an unprecedented offensive to destroy “the capabilities of terrorist organizations in the area.” He also issued new evacuation warnings for northern Gaza residents, noting an imminent attack to be carried out with extreme force. (May 19–21, 2025)
- The Leader of the Opposition Democratic Party, Yair Golan, sharply criticized the Israeli government and its actions in Gaza, saying it is killing babies “as a hobby”. He warned that Israel risked becoming a pariah state, and also criticized the government for its lack of morality and endangering the nation. Prime Minister Benjamin Netanyahu condemned Golan’s remarks, calling them “wild incitement” and a “blood libel”. (May 20, 2025)
- Prime Minister Benjamin Netanyahu announced a new phase in what he described as the “redemption war,” intended to complete Operation Gideon’s Chariots. He asserted that ending the war would depend on the return of all hostages, the disarmament of Hamas, its removal from power, the expulsion of its remaining leadership from Gaza Strip, full demilitarization of the territory, and the implementation of the “Trump Plan,” which would allow Gazans who wish to leave to do so. - Spanish Foreign Minister José Manuel Albares stated the killing of more than 200 people in Gaza in recent attacks as “absolutely unacceptable,” calling the situation “critical, devastating, and inhumane.” He urged an immediate and definitive end to hostilities, affirming the Palestinian people’s right to live in peace and with hope. Albares also emphasized that Spain’s foreign policy remains committed to a two-state solution as the only path to achieving a just and lasting peace. (May 18, 2025)
- White House Special Envoy Steve Witkoff presented an updated proposal to Israel and Hamas aimed at reaching a ceasefire and prisoner exchange agreement in Gaza. The proposal includes the release of 10 hostages in exchange for a 45–60 day ceasefire and the release of Palestinian prisoners. It also introduces new language indicating that the deal would serve as a starting point for a broader process that could ultimately end the war. The Trump administration is also pressuring the Israeli government to immediately allow humanitarian aid into Gaza, stressing that a humanitarian crisis will not be allowed to unfold on President Trump’s watch. (May 18, 2025)
- UNICEF stated that children in the Gaza Strip have been subjected to relentless bombardment and deprived of essential supplies, services, and lifesaving care since the start of the conflict. The organization noted that the situation has further deteriorated over the past two months due to the blockade preventing humanitarian aid from entering the Strip. UNICEF stressed the urgent need for immediate humanitarian access and the swift resumption of the ceasefire. (May 18, 2025)
- European Commissioner for Equality Hadja Lahbib condemned Israel’s renewed offensive on Gaza, which killed many civilians over the weekend and targeted hospitals and medical personnel. She emphasized that these clear violations of international humanitarian law must end immediately, adding that she will urgently address this crisis with partners at the European Humanitarian Forum. (May 18, 2025)
- French Foreign Minister Jean-Noël Barrot urged Israel to allow the immediate and unrestricted entry of humanitarian aid into Gaza to avert famine. He also reiterated France’s call for a ceasefire and the release of hostages, affirming Paris’s ongoing diplomatic efforts to achieve a comprehensive political solution based on the two-state principle. (May 18, 2025)
- The Jordanian and Kuwaiti foreign ministries condemned Israel’s bombing of the Hamad Rehabilitation Hospital in Gaza, calling it a flagrant violation of international and humanitarian law, and a grave breach of the Fourth Geneva Convention. Kuwait further stressed the urgent need to ensure the immediate delivery of humanitarian aid. (May 19–20, 2025)
- In a joint statement, the United Kingdom, France, and Canada opposed the expansion of Israeli military operations in Gaza, stressing that Israel’s announcement of allowing a basic quantity of food into the Strip is inadequate. They called on the Israeli Government to stop its military operations in Gaza and immediately allow humanitarian aid to enter Gaza in cooperation with the United Nations. They also condemned the abhorrent language used recently by members of the Israeli Government, warning that permanent forced displacement is a breach of international humanitarian law. They affirmed that they would not stand by while the Netanyahu Government pursues these egregious actions, hinting at the possibility of taking concrete measures if Israel does not cease the renewed military offensive and lift its restrictions on humanitarian aid. The countries also expressed opposition to any attempts to expand settlements in the West Bank and confirmed their readiness to impose targeted sanctions. (May 19, 2025)
- United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher, reported that Israeli authorities have temporarily allowed the resumption of limited aid deliveries into Gaza via the Kerem Shalom crossing. Only nine trucks entered today—after 11 weeks of total blockade, amid an escalation in military operations. While he welcomed the move, Fletcher described it as merely “a drop in the ocean” compared to the scale of urgent humanitarian needs. (May 19, 2025)
- The United Nations Office for Human Rights expressed deep concern over the escalation of Israeli attacks on Gaza, highlighting a pattern of strikes targeting tents sheltering internally displaced persons, residential buildings, and overcrowded hospitals. The Office warned that these actions raise serious concerns that Israel is imposing living conditions incompatible with the continued existence of Palestinians as a group—a situation that amounts to ethnic cleansing and constitutes a violation of international law. (May 19, 2025)
- The Saudi Ministry of Foreign Affairs condemned the Israeli military escalation in both the northern and southern regions of the Gaza Strip, as well as the expansion of occupation across large areas of the territory. The Ministry stated that these actions constitute a blatant violation of the will of the international community, international human rights law, and the principles of the United Nations Charter. (May 19, 2025)
- UN Women reported that more than 28,000 women and girls have been killed in Gaza since the start of the war, with nearly one woman or girl killed every hour in attacks by Israeli forces. The organization emphasized that among the victims are thousands of mothers, leaving behind traumatized children, families, and communities—describing the death toll as a shattering human cost of the conflict. (May 19, 2025)
- More than 60 British parliamentarians from all major parties have called on the UK Government to publish the findings of its genocide risk assessments in Gaza, describing its position on arms exports to Israel as “abhorrent.” This demand follows a statement by Labour’s Minister for the Middle East, Hamish Falconer, who confirmed that the government is conducting ongoing assessments of the risk of genocide in Gaza. In a letter, the MPs urged the government to release all genocide risk assessment findings conducted since March 2025, and to clarify the criteria, methodology, and evidence used in those assessments. The letter emphasizes the UK’s legal obligation under the Genocide Convention to take preventive action when there is a risk of genocide. (May 19, 2025)
- Foreign ministers from 22 humanitarian donor countries warned that the population of Gaza is facing an imminent risk of famine, citing Israel’s blockade of humanitarian aid for over two months, which has led to the depletion of food, medicine, and other essential supplies. The ministers stressed the urgent need for the immediate and unobstructed resumption of aid deliveries. They also rejected the new aid distribution model recently approved by the Israeli Security Cabinet. (May 19, 2025)
- United Nations Secretary-General António Guterres emphasized that, beyond the crisis in Gaza, the international community must not lose sight of the dire situation in the occupied West Bank, where illegal settlements and annexation continue in blatant violation of international law. He reiterated that the only path to lasting peace is through a two-state solution. (May 19, 2025)
- S. Congresswoman Rashida Tlaib stated that Israeli forces have launched a full-scale invasion aimed at ethnically cleansing all Palestinians from Gaza. She described Israeli Prime Minister Benjamin Netanyahu as a “war criminal,” noting his declared plans to forcibly expel the population and permanently occupy the territory. Tlaib warned that these actions mark the final stage of a genocide and called on world leaders to impose sanctions and enforce a full arms embargo. (May 19, 2025)
- Finnish President Alexander Stubb said the suffering of civilians in Gaza must end, calling on Israel to uphold its responsibilities under international law and ensure unhindered access for humanitarian aid. He urged Israel to allow the United Nations and humanitarian organizations full and impartial access to operate. Stubb emphasized that humanitarian aid must not be politicized and that the forced displacement of populations constitutes a war crime. (May 19, 2025)
- The United States has officially closed its Office of Palestinian Affairs in Jerusalem, following Secretary of State Marco Rubio’s announcement to merge the office into the U.S. Embassy in Jerusalem. (May 19, 2025)
- The White House emphasized that the U.S. President Donald Trump wants the war in Gaza to end, denying reports that the United States has threatened to “abandon” Israel if it fails to comply. (May 20, 2025)
- Qatar’s Prime Minister, Sheikh Mohammed bin Abdulrahman Al-Thani, stated that Israel’s escalation in Gaza constitutes “aggressive” behavior that undermines any remaining chance for peace. (May 20, 2025)
- Philippe Lazzarini, Commissioner-General of UNRWA, asserted that U.S. President Donald Trump has a unique power to pressure Israeli Prime Minister Benjamin Netanyahu to “change the situation” in Gaza. He stressed the urgent need to lift the blockade and allow the delivery of basic aid, describing the famine as weaponized for political and military purposes. (May 20, 2025)
- Swedish Foreign Minister Maria Malmer Stenergard announced that Sweden will push the European Union to impose sanctions on certain Israeli ministers over their treatment of Palestinian civilians in Gaza. She stated, “Since we do not see a clear improvement for civilians in Gaza, we need to raise the tone further within the EU to address the issue.” (May 20, 2025)
- British Foreign Secretary David Lammy warned of an imminent famine threatening civilians in Gaza and announced the suspension of trade negotiations with Israel over its ongoing blockade. He confirmed the recall of the Israeli ambassador to London. The UK also announced new sanctions targeting individuals, illegal settlement outposts, and organizations supporting violence against Palestinian communities in the West Bank. (May 20, 2025)
- A majority of the European Union’s foreign ministers have backed a Dutch proposal to review the bloc’s relationship with Israel in light of its actions in Gaza and the ongoing humanitarian blockade. Seventeen out of the EU’s 27 foreign ministers agreed to reassess Israel’s compliance with its human rights obligations under Article 2 of the EU-Israel Association Agreement. The EU’s High Representative for Foreign Affairs, Kaja Kallas, confirmed that the review process will be launched. (May 20, 2025)
- France expressed support for reviewing the European Union–Israel Association Agreement and urged the European Commission to evaluate Israel’s compliance with its human rights obligations. French officials criticized Israeli military restrictions on the delivery of humanitarian aid, calling the reopening of access “completely insufficient.” (May 29, 2025)
- In a speech at the European Humanitarian Forum in Brussels, UNRWA Commissioner-General Philippe Lazzarini said the world is once again failing its commitment of “never again” in Gaza. He stressed that the international community is watching the daily suffering of civilians without acting, and warned that the ongoing war is undermining the value of international humanitarian law, including the Geneva Conventions. Lazzarini cautioned that the consequences of this aggression will extend far beyond Israel and Palestine. (May 20, 2025)
- The World Health Organization (WHO) warned that hospitals in northern Gaza are at serious risk of shutting down, as hostilities intensify near the Indonesian Hospital. WHO reported that the facility is barely functional, with roads bulldozed, its generator bombed, and power completely cut. It stressed that healthcare facilities must be protected and never militarized or targeted. (May 20, 2025)
- United Nations Relief and Works Agency for Palestine Refugees (UNRWA) spokesperson Louise Wutridge described the humanitarian situation in Gaza as “horrific and unforgivable,” stating that the population is being starved and bombed daily under a siege that has now lasted for 11 weeks. She explained that supplies are ready just three hours away from the Strip — including enough food for 200,000 people for one month and medicines sufficient to meet the needs of 1.6 million people — yet this aid is still being denied entry. (May 20, 2025)
- Jeremy Corbyn, Independent MP for Islington North, said that statements condemning Israel’s actions in Gaza are not enough, stressing that continued arms sales to Israel make world leaders complicit in the mass killing of Palestinians. He called for an immediate end to the arming of Israel to halt the ongoing genocide. (May 20, 2025)
- The United Nations World Food Programme stated that desperately needed aid is finally trickling into Gaza, but warned that the pace remains far too slow. It affirmed that it is prepared to facilitate the entry of 100 trucks per day, if permitted, recalling that 600 trucks were successfully brought in daily during the ceasefire period, and emphasizing its readiness to scale up operations again to avert the specter of famine. (May 21, 2025)
- The German and Finnish foreign ministries condemned the unprovoked Israeli army fire on a diplomatic delegation near Jenin. The German Foreign Ministry stressed that the incident could have had more serious consequences, and called for an immediate investigation and respect for diplomatic immunity. Meanwhile, French Foreign Minister Jean-Noël Barrot described the incident as “unacceptable” and announced that the Israeli ambassador had been summoned for clarification. The Finnish Foreign Ministry also summoned the Israeli ambassador, describing the incident as a “serious and reprehensible incident,” and demanded an official explanation from Israel. (May 21–22, 2025)
- The UN Office for the Coordination of Humanitarian Affairs (OCHA) in the occupied Palestinian territory reported that approximately 81% of the Gaza Strip is now either designated as Israeli military zones or subject to evacuation orders. As a result, 160,000 people have been displaced once again in just the past week, amid intense bombardment and no access to shelter, food, or water. The humanitarian situation continues to escalate, with living conditions deteriorating to dangerous levels. (May 22, 2025)
- Greek Foreign Minister George Gerapetritis, speaking on behalf of 80 countries at the United Nations, affirmed that the protection of civilians in armed conflicts is a legal and moral obligation that cannot be compromised. He noted that the Gaza Strip is facing its worst humanitarian crisis since October 2023, and emphasized that the use of explosive weapons in populated areas, as seen in Gaza and other conflict zones, has resulted in tens of thousands of casualties. He called on all parties to the conflict to respect international humanitarian law. (May 22, 2025)
- UN Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, stated that the world is witnessing a breakdown in the protection of civilians and in respect for international humanitarian law, warning that the pillars built to protect us are crumbling. In his address to the Security Council, he highlighted the use of humanitarian aid as a bargaining tool and noted that 2024 was the deadliest year for aid workers, with 200 killed in Gaza alone. (May 22, 2025)
- S. Republican Representative Randy Fine called for “nuking” Gaza likening it to the US action against Japan in World War II. He claimed that the Palestinian cause is an evil one. (May 22, 2025)
- The United Kingdom condemned the recent horrific attacks carried out by settlers in the town of Bruqin, affirming that Israel has a responsibility to protect Palestinian civilians in the West Bank. London welcomed the launch of an investigation by the Israeli military and stressed the need to hold those involved in extremist settler violence accountable. The UK also announced additional sanctions on individuals from the settler community, illegal outposts, and organizations that support violence against Palestinian communities. (May 23, 2025)
- The UN Special Rapporteur on the occupied Palestinian territory, Francesca Albanese, expressed her support for the urgent call to send a humanitarian diplomatic convoy to break the genocide imposed on Gaza. Albanese urged UN member states, especially those involved in the convoy’s passage, to act swiftly and respond positively in order to save lives. (May 23, 2025)
- UN Secretary-General António Guterres affirmed that the United Nations will not participate in any aid distribution plan for Gaza that does not comply with international law and humanitarian principles. He outlined a five-stage UN plan for securing, inspecting, transporting, preparing, and distributing aid, noting that the UN is ready and has enough supplies to fill 9,000 trucks. Guterres reiterated his call for a permanent ceasefire and for the urgent, unhindered delivery of humanitarian aid. (May 23, 2025)
- UN General Assembly President Dennis Francis affirmed that the upcoming high-level international conference on the peaceful settlement of the Palestinian question and the implementation of the two-state solution, scheduled for June in New York, represents a “critical opportunity” to chart an irreversible path toward realizing the two-state solution. He emphasized the need to ensure the conference’s success and recalled that the General Assembly has repeatedly endorsed the two-state solution over the past seven decades, stressing that the time has come to turn resolutions into action. Publications of human rights NGOs
- For the first time, Microsoft acknowledged providing artificial intelligence and cloud computing services to the Israeli military during the war on Gaza. However, the company denied any evidence that its Azure services or AI technologies were used to target or harm civilians during the conflict. Microsoft also admitted to offering “limited emergency support” after October 7, 2023, to assist in hostage rescue operations, stating that this was carried out under strict oversight. The company further denied developing or supplying any spyware or specialized military surveillance tools to the Israeli army. (2025)
- The Lemkin Institute for Genocide Prevention and Human Security welcomed the organizations and researchers who have used the term “genocide” to describe what Palestinians in Gaza are experiencing. It clarified that genocide is not limited to mass killing but also includes acts such as forced displacement, starvation, and systematic destruction—an ongoing process since the founding of Israel that has notably intensified since October 2023. The institute emphasized that the genocide extends beyond Gaza to include the West Bank and East Jerusalem. It also criticized the arrogance of Western elites and their dominance over the interpretation of legal and human rights concepts. (May 18, 2025)
- Peace Now revealed that Israeli settlers have constructed 139 unauthorized roads in the West Bank, totaling 116.4 kilometers, about 65% of which run through privately owned Palestinian land. These roads have been used to expand existing settlements, establish new outposts, seize control of hills and large areas, and forcibly displace Palestinians from their lands—including in Area B, which falls under the jurisdiction of the Palestinian Authority. The organization stated that the settlers’ road construction, aimed at systematically expelling thousands of Palestinians from significant parts of the West Bank, is not random but a coordinated mechanism funded by the government with millions of shekels. - The Palestinian Centre for Human Rights condemned the killing of a group of Palestinian civilians by Israeli occupation forces while they were digging a water well in the Al-Saftawi area in northern Gaza, resulting in 7 deaths and 5 injuries. The center described the act as a deliberate targeting of water sources and an attempt to create an uninhabitable environment, part of a systematic policy of starvation and thirst. It stated that this policy amounts to both genocide and ecocide, in accordance with Article II of the Convention on the Prevention and Punishment of the Crime of Genocide. (May 19, 2025)
- Palestinian human rights organizations sent a letter to Virginia Gamba, the Acting Special Adviser on the Prevention of Genocide, and Mo Bleeker, the Special Adviser on the Responsibility to Protect, calling for urgent action to stop the genocide in Gaza and warning that it is approaching the point of no return. The organizations urged the United Nations to issue a public statement explicitly recognizing the genocidal nature of Israeli violations and to activate legal and diplomatic mechanisms to halt them. (May 20, 2025)
- Amnesty International strongly condemned the international community’s nearly 80-day delay in taking action to stop the starvation and abuse of civilians in Gaza amidst what it described as genocide, calling the inaction “outrageous and morally reprehensible.” The organization stressed that continuing to restrict humanitarian aid—or tying it to political considerations—is incompatible with humanitarian principles and international law. Amnesty called for urgent and effective measures to end the violations and lift the blockade once and for all. (May 20, 2025)
- The Palestinian Centre for Human Rights (PCHR) released a new report titled “Kidney Failure Patients Without Healthcare,” which revealed that Israeli Occupation Forces (IOF) have committed acts amounting to war crimes and crimes against humanity. The report documented the deaths of 472 out of 1,200 kidney failure patients, who were denied access to lifesaving treatment. (May 20, 2025)
- Doctors Without Borders said that the US-Israeli plan to control the distribution of supplies under the guise of humanitarian assistance raises grave ethical, security, and legal concerns. It called on the Israeli authorities to respect international humanitarian law. (May 20, 2025)
- Al-Haq issued a statement titled, “Forcible Displacement from Jenin Refugee Camp: A Symbol of Return and a Target of Erasure,” addressing Israel’s large-scale military offensive in the northern West Bank, including the governorates of Jenin, Tulkarem, and Tubas. The organization noted that this ongoing assault is the longest and most destructive in the occupied West Bank since the Second Intifada. (May 21, 2025)
- The Uppsala University Council in Sweden called on the Swedish government to issue a clear condemnation of Israel’s actions in Gaza, to immediately resume funding for UNRWA, and to actively engage within the European Union to pursue all available measures — including imposing trade sanctions on Israel — to help prevent the genocide in Gaza. (May 21, 2025)
- Jewish Voice for Peace published a report titled “Israel’s ‘Final Solution’ for the Palestinians,” which examines Israel’s genocidal policy toward Gaza’s population as the core objective of its military operations. This intent, the report notes, was affirmed by Israeli Finance Minister Bezalel Smotrich, who declared that the goal is to “level all of Gaza.” The organization stressed that the Palestinian solidarity movement is essential to driving change and highlighted its recent organization of the largest multi-day Jewish-led demonstration for Palestine in history. - Research by the SOMO organization revealed that Dutch businessmen are supplying four major Israeli weapons manufacturers with key electronic components used in fighter jets, drones, and military vehicles responsible for attacks on Gaza. The report also criticized Dutch authorities for failing to uphold their obligations under the Genocide Convention by allowing continued commercial ties that contribute to the continuation of illegal occupation. (May 22, 2025)
- On May 20 and May 21, 2025, TRIAL International submitted two legal submissions to the Federal Supervisory Authority for Foundations (ASF) and the Federal Department of Foreign Affairs (FDFA) in Switzerland, requesting the launch of administrative investigations to determine whether the activities of the Gaza Humanitarian Foundation (GHF), based in Switzerland, comply with Swiss law and international humanitarian law (IHL), particularly concerning private security services provided abroad. Research and academic studies (in Arabic and English):
- A new book has been published titled “Ending Impunity and Protecting Palestinian Bedouins from Forced Displacement.” Prepared by a team of Palestinian and international researchers — Alice Panepinto, Bana Abu Zuluf, Ahmad Amara, and Brendan C. Browne — the book combines international law, field research, and interdisciplinary analysis to explore the dimensions of human vulnerability and impunity faced by Palestinian Bedouins. - The Jordanian Journal of Law and Political Science published a research paper by researcher Mukhled Al-Tarawneh and others, titled: “The Israeli Aggressive War on the Gaza Strip:An Analytical Study from the Perspective of International Law” (2025)
- The Journal of Emerging Technologies and Innovative Research published a research paper by researchers Bhavya Jain and Charvi Kohli, titled: “Relevancy of International Law in Israeli- Palestine Conflict: Has International Law Failed? ?” (2025).
