Researcher Dana Busgang published a comment in the American University Law Review titled “Sovereign Exception No More: The Impact of Israel’s Potential Annexation of the Jordan River Valley on Israel’s Obligations Under the International Covenant on Civil and Political Rights.” Busgang argues in this comment that Israel’s potential annexation of the Jordan River Valley requires Israel to comply with the International Covenant on Civil and Political Rights (ICCPR) in the annexed territories, which would hold Israel responsible not only for any future violations of the principles of the International Covenant but also for any failure to fulfil its positive obligations to protect the human rights of Palestinian and Israeli citizens in the Jordan River Valley. Furthermore, the comment discusses the issue of Palestinian asylum in the lands it annexed, to achieve justice in the Israeli judicial system through the use of the provisions of the mentioned International Covenant and customary international law rules.
