The Euro-Mediterranean Human Rights Monitor (Euro-Med HRM) considered Israel’s targeting of homes and civilian properties as a collective punishment aimed at the population in Gaza. The monitor confirmed that Israel targets civilian properties in the Gaza Strip in a manner that exceeds military necessity, without regard for the principle of proportionality, which constitutes a violation of international humanitarian law, especially Article (33) Of the Fourth Geneva Convention, which advocates for the prohibition of collective punishment, and all measures of intimidation and reprisals against protected persons and their property.
