The IrAmim Organization (City of Peoples) in Jerusalem issued a position paper entitled “Amendment 116 to the planning and building law and the Palestinian neighborhoods in East Jerusalem”. The paper says that the amended law tightens implementation and increases penalties for unlicensed construction and it disproportionately targets Palestinian neighborhoods in East Jerusalem because of existing obstacles to obtaining building permits, due to a lack of infrastructure in Palestinian neighborhoods, burdensome land registration procedures, and high municipal fees.
